implemented in 1987 as a result of the immigration reform and Control Act of 1986 this law mandated that the former immigration and naturalization service which is now USCIS and falls under the Department of Homeland Security provide a way for benefit issuing agencies to verify an applicant's immigration status to ensure that only eligible applicants receive public benefits hundreds of agencies across the United States participate in the save program our customers include the Department of Education the Department of Motor Vehicles Housing and Urban Development the Social Security Administration and others the verification process agencies participating in the save program gain access to a secure online system that executes immigration status queries against the range of data sources access to the system is granted to the agencies authorized users as determined by the individual agency using the system an agency representative will enter the applicants information such as the alien registration number or other numeric identifier the information the agency enters depends on the type of document the applicant presents after submitting a verification request the system generally provides a response within 3 to 5 seconds if the applicants immigration status cannot be immediately determined the system will send a response requesting additional information to be reviewed by the USCIS status verification office the additional information is submitted electronically and the agency will receive an electronic response from the status verification office within three to five Federal working days in some cases the agency may need to submit copies of the applicants immigration documents in this case the status verification office will issue a response within 10 to 20 federal working days following receipt of the documents it's important to note that most electronic verification queries receive an automatic response within 3 to 5 seconds when the agency receives the applicants immigration status it is the agency's responsibility to determine whether or not the applicant qualifies for a benefit the save program does not determine whether or not applicants are eligible for benefits rather it provides easily accessible information to agencies so that they are better equipped to make appropriate decisions registering for the save program
