hi I'm Leslie toilet from the Child and Youth data lab and I'm going to talk about the linkage processes that we use in our projects here at the cy deal now if you're not familiar with the cy deal i'll give you a brief overview what we do is we are a research facility we link and analyze administrative data from government of Alberta ministries our results are intended to provide evidence for policy and program development and to contribute to the knowledge base on outcomes and determinants for children and youth if you need any more information if you want to see the other videos in this series if you would like to look at our reports you can go to our webpage research for children calm and click on CY DL now the process that I'm going to talk about is an anonymous data linkage process protection of privacy is a primary concern in our linkage processes and the processes that have been developed allow matching of individuals across ministries in a completely anonymous fashion we do have to know some key terms to understand the linkage process the first is the ird the identity resolution data and this consists of names dates of birth and addresses and they're used to determine whether two or more individuals are the same person so if we have data coming from different ministries there compared on names dates of birth and addresses to decide if the data come from the same person we have errors which is the anonymous identity resolution system and this is the software that's used to link those individuals a record linking file is a de-identified file it's anonymous it specifies which individuals are the same across ministries this is the file that tells us whether the youth do indeed match across ministries without identifying them and we also have anonymous research data or ard this is the service use and demographic data that is provided to see you I dl and that we link with the record linking file now I'm going to start by looking at the submission of the ird the identity resolution data postal codes and the anonymous research data now what happens in this process we have were players here we have the ministries who are submitting data we have heirs which is the software that does the linkage we have the hub which is currently Alberta Health and we have the cy deal the first thing that happens is a given ministry extracts their data so I've an example here that has some education data in it so we have names dates of birth and addresses for different individuals you can see there are three individuals in this sample file and then some information about them in this case the type of school they're attending and their educational achievement now the ministry needs to add a meaningless linkage ID and remove any ID that they might use for their business purposes so you can see that there's an education ID there what needs to happen is that gets replaced by a linkage ID that doesn't have any meaning the ministry then completes a process called hashing of the name date of birth and address and sends that to the heirs software this becomes the identity resolution data the ird so hashing turns it into something that's not recognizable for the human reader so now Ayers has this name date of birth and address data in a format that does not identify the individuals the ministries as well as sending the ird to heirs needs to send postal codes for each individual to the hub so the hub receives those postal codes with the linkage ID the hub then translates postal codes into dissemination areas which is a statistics canada geographical unit that allows us to do things like calculate the socioeconomic status of the neighborhood that a youth lives in so those are translated for us and they arrive at sea ydl in the form of dissemination areas or da so we do not actually have the postal codes at Co IDL just the dissemination areas the ministry now sends the ARD the research data anonymous to see why deal and this will be the information like type of school or educational achievement or whatever is specific to that ministry that's been agreed upon the sea ydl then adds the dissemination area for those youth to the ard and it uses the linkage ids to do so so you can see that the linkage ids match so we know where the dissemination areas go and they're added to that ard so now at the sea ydl at the end of this part of the process we have ard along with dissemination areas at the sea y dl and this will of course happen for each ministry that's sending data we just use education here as an example now we're going to look in a little bit more detail at the ird linkage process so that is the identity research identity resolution data that's used to determine if individuals are the same across ministries so you'll recall that airs had the hash ird for education and now I've added some for justice and Solicitor General so we have data here for two ministries and the airs process determines whether there are any individuals that are the same in those two files so it looks for matches in the ird and if you study the symbols here you'll see that there is indeed a match the third education record their links to the second in the Justice and solicitor general data the name date of birth and address are the same even though we can't tell what their name date of birth or address are now the matched IDs the ones that are the same up here as the same youth in the record linking file so the heirs process results in that record linking file I mentioned early on and the ones the IDS that refer to the same youth go in the same record in the record linking file so that's how we have those two IDs showing up in the file together the rest of them the non matched IDs will appear alone in the record linking file now that record linking file is what is sent to the Cy dl and what we use for the linkage of the anonymous research data so you can see that all we receive are the IDS of individuals and whether they are linked to another ID so the last thing we're going to do is look at an example of the linkage of the anonymous research data apps you ideal so we have at sea ydl you recall the ard we had education in the previous example I've now added ard for justice and Solicitor General and we have the record linking file that has been sent from the heirs process and the task now is to link the ard using the record linking file so ard for linked youth are placed into the same record so we have those two linked youth we saw in the earlier example there ard is found and placed into a linked aard file so we now know that this individual who met expectations in the education system at a private school has two charges and the most serious offence is a property charge the other youth were not linked so they appear alone one in the link ard file so that's the rest of them in this example and there there ard go to the file without linkage to any other youth and that's the final result of the linkage process that linked our rd is what is used by cy dl to carry out our analyses on service use data for the ministries and that's the end of the description of our
