significant event today as we take the india ia relationship to the next level to start the formalities i'd like to hand over to the iaea's executive director dr patti burrow many thanks nicole greetings from the international energy agency headquarters excellencies ladies and gentlemen dear colleagues it is a great honor to be able to introduce this special signing ceremony today a iea and government of india today entering a new strategic partnership today is a historic day for the international agency and i believe a historic day for international energy governance we are taking our relationship with india one of the world's largest economic powerhouses to a new higher level before we start i wanted to give a very brief little history i.e and india in 2015 shortly i became executive director of taya just a few months ago we published a virtual yard where i was in charge of and this outlook there was a special focus on india 2015 uh more than five years ago and in this report we had such a sentence i caught that sentence 2015. india is in the middle of a profound transformation that is moving the country to center stage in many areas of global affairs we said it five years ago and i'm sure you all agree that that analysis that diagnosis was spot on as the iaea anticipated five years ago we have seen india's importance for the world economy continue to grow and today we can definitely say that india has moved to and will stay at center stage in the global energy sector india's importance in the global energy economy will be reflected in the new india energy outlook five years later we are going to publish another one in the next few weeks and my colleague mr tim gould is going to tell us about the new trends about india but i can assure you that these new trends do confirm our anticipation of india's central role in global energy markets environment trends and global economy uh i can tell you that many of you know very well i don't need to repeat for many of you india since 2015 has been one of my key priorities indeed in the year 2015 during the ia ministerial meeting i came up to our ministers presenting a modernization of the iaea strategy five years ago and i was happy that those strategy was endorsed and one of the key items of this modernization was opening the doors of the iaea to emerging world and india is definitely one of those countries we work very very closely and in the year 2017 as a result of our modernization efforts india became an associate member country of the uh a year and i would like to show you one a nice memory ahead from the signing ceremony you have here two major ministers at that time minister uh goyal he was the minister of power when we signed it and now he is of course he moved the ministry of railways and we have minister uh pradhan who is still a continued to be a petroleum nature guys they are both very good friends since many years with this uh dear colleagues with the signing of india becoming associate member of the iea we are working in many fronts ranging from a renewables to energy efficiency oil emergency preparedness data and statistics investment innovation everywhere and we are very much hoping that the this strong relationship will be even even stronger and closer thanks to the the subject partnership we are signing today now uh at our last ministerial meeting december 2019 our member governments told us the idea i want to show you one more slide now from our ministerial meeting where you will see the our secretary exactly secretary and myself secretary he gave an excellent speech as many of us could still uh recall and the ministerial meeting our member governments mandated the iaea to start consultations with india for a strategic partnership that could offer a pathway to eventual membership eventual membership of course we should be a game changer for international energy governance finally the economics the strategic partnership framework we are signing today is a very important step uh in that long journey and it it highlights the commitment from both ia members and india to build this new uh partnership and we hope that after the signing ceremony the the potential pet vets pathways to eventual membership will be closely looked into from uh both uh parties from new delhi and uh from ia member countries so to finish excellencies dear colleagues i am very proud to be part of this occasion it's a great honor and look forward to working closely with india as we finalize the details of strategic partnership and hopefully together pave the way to an eventual membership thank you very much and i am turning back to my colleague mrs nicole thomas thank you so much dr beryl and i tell them looking forwards to working closely with india and ia members on taking this relationship forward i'd like now like to welcome our governing board chair his excellency mr hiroshi owie ambassador of japan to italy and ambassador in charge of international energy affairs ambassador oe the floor is yours uh thank you and executive director fatimido your excellency secretary is a high and excellencies and distinguished guests it is my great honor to attend this virtual signing ceremony over the framework for strategic partnership between the ie and india personally i have been looking for us to attend the signing ceremony in new delhi but unfortunately the current situation of covet 19 does not allow us to travel to new delhi i sincerely hope that the situation will improve this year at the iea minister meeting in 1919 we agreed to begin consultations on the strategic partnership within india since then both sides have made great efforts towards reaching an agreement on the framework for strategic partnership i want to congratulate all those who have worked extremely hard on the framework in the very difficult times of kobe 19. i chair the governing board i have placed utmost importance on the strategic partnership within india the ia members also welcomed india's desire to further strengthen its relationship within with iea and strongly endorse the framework the framework will be a foundation for our future negotiations to decide on the current content on the strategy of the strategic partnership we have already seen increased engagement with india across the full spectrum of ie activity evaluating our relationship to a strategic partnership we not only strengthen it but we can contribute to the further enhancement of the global energy security stability and sustainability this year is important for us because we hold the ministerial meeting despite the pandemic we must keep the momentum and push negotiations to to uh for what to achieve concrete outcomes by the ministry meeting no one knows when the committee 19 crisis will subside but i sincerely hope to return to face to fa meeting as soon as soon as possible so that we work we can work together more easily to achieve a common goal of a static partnership thank you very much thank you ambassador very much appreciated and we very much appreciate your support as the chair of the governing board i'd now like to hand over to his excellency javed ashraf ambassador to india of india to france and monaco ambassador ashraf over to you well good morning um thank you very much dr fatih birol it's always great to see you and congratulations on this very important day uh to secretary ministry of power mr sanjeev nandanzhai thank you for your leadership in us reaching this day today uh to all the other members uh good morning um well i i'm supposed to say something about india on the go on the global stage uh well india is the second most populous country today one of the largest economies and over the last 17 years we have been growing at a rate of 7.5 per year to lift billions of people into higher standards of and quality of life and this obviously means that the international global environment global institutions are of great consequence to us just as the tragedy that india takes over the next decades will have a profound impact on the course of this world as well we take this role in responsibility with a great sense of responsibility with faith in multilateralism and in a spirit of partnership and collaboration with multilateral institutions and including uh now with oecd and iea and we've seen this sense of responsibility and partnership in the way we have collaborated with the world and we have supported our neighbors and countries further afar in dealing with the pandemic and in the recent vaccine rollout we see that in the field of energy as well at the multi multilateral level um we are perhaps the one country that is sticking to our trajectory towards our commitment under the paris accord and as prime minister narendra modi said recently in the g20 meeting we are likely to exceed our targets quite significantly uh we are participating with very proactively on the energy front also in forums like g20 and we have been leading and providing uh governance in institutions and alliances and forums like the coalition for disaster resilient infrastructure and the international solar alliance in part in partnership with many of our uh friends but it has also been very encouraging to see a growing partnership with institutions apart from what we have done on platforms or at multilateral levels or in these alliances in coalitions and with institutions like our neighbor here in paris the oecd and an iea and i have to say that in the short time that i've been here i've had excellent engagement with dr father birol and all his colleagues at iea we see great possibilities and opportunities for our partnership and it is exomatic to say that when india looks at its future energy is going to be central to achieving its vision and its goals and when we speak of energy it is obviously not just meeting the requirement we may have to double our installed capacity in the course of the next 10 15 years but it's also about access affordability it's about being clean uh and it's about energy efficiency but since we also import a great deal of our energy it's also about energy security it's about just market signals that optimizes the use of energy in india and it's also the economic consequences for india whether it is internal or whether it is in terms of balance of payments and our external trade and so therefore our partnership with iea is comprehensive it touches upon all areas of our energy perspectives and interests and today i think this uh signing of this framework for the strategic partnership with a very comprehensive agenda leads us in that direction uh for a deeper more comprehensive and more productive partnership between india and the iea and through that with the international community so congratulations once again and look forward to a really productive and robust partnership between india and iaea thank you very much thank you ambassador for your support next i'd like to ask for some brief welcoming messages from our iea members we unfortunately don't have time for interventions from all of our members but have asked for some brief remarks from those countries that make up the bureau of our governing board i'd first like to hand over to our french governing board representative from the ministry of ecological transitions ms muller over to you thank you thank you very much and i'm very pleased and honored to participate in this signing ceremony india is indeed as it has been said a major player in the worldwide energy and climate landscape and this new strategic partnership will allow us to strengthen our ties the this partnership is actually even more crucial today in this time of worldwide crisis the sanitary crisis did not eradicate the environmental and climate crisis on the contrary now we must build and conduct ambitious green recovery plans and of course energy has a crucial role to play we need to give a new impulse to our economies while accelerating our transition to a low carbon and more resilient society drawing on both the iaea's expertise and our collective experience we can promote a clean energy transition based on the deployment of decarbonized and renewable energies and on the improvement of energy efficiency collaboration with india will have a crucial role to play in that sense france and india are already used to cooperate in a multilateral framework as highlighted by the creation of the international solar alliance actually our minister of ecological transition baba pompilli will be in delhi tomorrow to enhance our bilateral cooperation in the field of environment and in the field of renewable energy so once again i'm very pleased to have the signing ceremony and this cooperation with india which will be a strong asset for iaea's work and all our work together thank you thank you so much mrs i'd now like to hand over to japan for welcoming messages from ambassador okamura thank you very much thank you very much it is my great honor to attend this uh signing ceremony uh first of all i want to congratulate all those who have worked tremendously hard on the framework especially in the very difficult times of covet 19. today i have congratulat congratulatory a message from the minister for foreign affairs of japan mr toshimitsu motegi i'd like to share it with you i i read it out i wish to express my congratulations on the occasion of the signing of the framework document on a strategic partnership between india and the international energy agency enhanced cooperation between india and the iaea will largely contribute to promoting development in various areas including global energy security global energy governance and the use of sustainable energy resources we look forward to the progress of the discussion between india and the iea on the concrete cooperation japan will actually contribute to further enhancing the existing cooperative relations between india and the iea unquote now i would like to hand over to mr koizumi of agency for natural resources and energy to make his remarks uh to mark this historic milestone in ia strengthened relationship with india congratulations to everyone for all their hard work in reaching this point since india joined the eia family we have all benefited from your wide ranging and enthusiastic engagement with the ia it has provided opportunities to learn from your valuable insight and experience and support your very ambitious plans for in india's energy sector we look forward to continuing to work with you across the g20 on the international solar alliance and in the lead up to cop 26 this year as we seek to drive economic recovery from the covert 19 pandemic accelerate the clean energy transition and strengthen global security we hope this strategic partnership will build on these solemn foundations and further deepen our resources to boost energy security and long-term planning capabilities at a time of a lot of volatility and uncertainty the uk government back in december 2019 was very pleased to support the iea to start a two-year program of of work on energy security and resilience as well as of course supporting the iea's clean energy transitions program which has provided india with a lot of practical assistance on energy efficiency on air pollution and on renewable energy integration so we're really pleased that these projects um have been contributing to the strategic partnership between india and the iea and then we're sure that they will continue to help india on the path towards meeting the requirements of membership so welcome india to the iea family thank you many thanks and we very much appreciate the support of the uk both into through the governing board and also through our um through the the support of the high commission of our center of work in india for our final member perspectives i'd like to hand over to our colleagues from the united states with a big thanks for joining us so early in the morning over there um we'll hear first from ambassador palmer from the department of state and then dr light from the department of energy ambassador good morning and good afternoon everyone i'll i'll just say all protocols observed it is wonderful to be here to offer some congratulations on this historic milestone the framework complements well our ongoing relationship with with india including our flexible resources initiative and utility-led community-based distributed renewable energy pilots under the u.s india clean energy finance task force i know many colleagues have mentioned how complementary this work will be to our bilateral efforts today's framework puts the iaea the premier international energy security and analysis organization in india a dynamic economy and a fast-growing energy consumer on a path to strengthened mutual efforts that will benefit the global community as u.s special envoy for climate carey recently said we applaud the five-fold increase in clean energy jobs that india has created over the last five years and as we all build back better from the global economic crisis we look forward to the iea and in in india quickly defining the frameworks benefits and commitments to the next steps toward strategic partnership um and now i'll turn the the the mic over as it were to my new colleague from the department of energy andrew light who has a special significance i think with india work thank you thank you very much ambassador palmer um with ambassador palmer and on behalf of the biden administration and the u.s department of energy i'm thrilled to be at the virtual table for this momentous occasion to address the world's interrelated energy and climate challenges the iea is a critical global forum and india is an essential partner today's signing and the further development of this india iea strategic partnership represents important steps to help all of us to accelerate towards our clean energy futures and achieve the temperature stabilization targets we've all agreed to under the paris agreement the united states especially welcomes india's ambitious commitment to clean energy which go back to prime minister modi's days as chief minister of the state of gujarat as ambassador palmer said i witnessed this uh this these bold steps of the modi administration first hand in 2014 as the lead for us india climate and energy cooperation at the state department through the negotiation the paris agreement while a senior advisor in the office of the u.s special envoy on climate change between prime minister modi's first trip to the united states in september 2014 and president obama's trip to india for a public day so just to we're on the anniversary of it in january 2015 it was one of the great privileges of my life to work with my indian counterparts in creating or greatly expanding some 15 cooperative programs on clean energy and climate change between india and the united states and we intend to rebuild that relationship i commend prime minister modi's continual push to do more in particular his announcement at the 2019 u.n climate action summit that he would raise india's target to 450 gigawatts of installed non-fossil energy by 2030 which he reiterated on the occasion of the last month's fifth anniversary of the negotiation the paris agreement it's precisely this kind of bold action by india which in fact goes beyond initial paris commitments that president biden is championing with our partners to jointly tackle climate change is a plan that is founded on the great idea and the true idea that economic growth can be decoupled from growth in fossil fuel emissions and that climate action is the best engine for creation of millions of well-paying jobs it is also where iea's world-class modeling analysis and international leadership will be vital to continually point us in the right direction in short the united states commitment to the iaa and the development of the india iea strategic partnership is completely unwavering congratulations to secretary sahai ambassador ashraf executive director barolo staff and indeed the full membership of the ia for forging this bold new partnership thank you so much for those contributions i think it um really demonstrated how valuable this strategic partnership will be to our members and complimentary for the the existing bilateral work with india i'd also like to highlight that while our other members weren't able to speak during the ceremony we have today that we've received a number of congratulatory messages from those members and that we will convey those soon to our colleagues in india um it is now my very great honor to welcome mr sanjeev nandan sahai secretary of the ministry of power in india and we're very grateful to have you with us and look forward to your remarks a very good afternoon to the chair of the iaea governing board his excellency mr hiroshi oi and a very good morning to dr fatima executive director ia his excellency javidesh of ambassador of india to france and monaco your excellencies members of the governing board of ia it is indeed an historic day and thank you for your congratulatory messages it is very important for us we extend our sincere appreciation to the ia governing board for their approval of the framework agreement on india ia strategic partnership the signing of this agreement today reaffirms the invaluable relationship that ia members in india have india became a partner country of the iaea in november 2013 and remained a partner country till march 2017. the activation of association status of india thereafter has allowed even wider ranging and deeper cooperation between ia members and association countries we appreciate the work done till now under the framework of india's declaration of association in the fields of energy security energy data and statistics energy policy analysis and we desire to further our extensive cooperation with the ia members in areas of mutual interest including energy efficiency renewables grid integration gas security energy data and statistics and energy technology and innovation india is the world's third largest consumer of energy and has committed itself to an ambitious target of reducing its emission intensity by 33 to 35 by 2030 against the levels of the year 2005. through its clean energy transition program has been nurturing india at every step towards achieving this goal along with the development and nurturing our nascent strategic partnership we also aim to reinforce our existing cooperation developed through association with the ia members to consolidate the cooperative activities with india and reflect on potential parts to eventual iea membership under the framework agreement of this newly formed alliance we seek to hold consultations with the idea for enhancing energy security and a substantive cooperation across the full spectrum of ia activities including clean and sustainable energy and energy efficiency with particular emphasis on energy data sharing and analysis the strategic partnership will facilitate participation in governance multilateral engagement and fulfilling our institutional responsibilities the world is gradually shifting towards sustainable and clean energy a lot of effort and support is required from all of us to bring this change while we and at the same time we ensure energy security for our people india stands at the forefront of this global transition and intensive call collaboration with the iaea members will help us accelerate our transition towards clean energy we appreciate our growing relationship with the ia and are happy to formalize the strategic partnership we hope that this partnership leads to an extensive exchange of knowledge and it would be a stepping stone towards india becoming a full member of the iep thank you very much for all the support thank you so much patricia hi we're very pleased to hear the contribution that the iaea has been able to make in supporting india's energy director mr dave turk and our head of division for energy supply outlooks and investment tim gould for a brief preview of a significant report which the ia will be releasing at the start of next month the world energy outlook special report on india will consider the consequences of india's policy choices related to energy access sustainability security and affordability in terms of india's pathway out of the covert 19 crisis and looking at india's longer-term energy future thank you to dave and tim thank you uh thank you very much nicole and i'll try to be brief uh in large part so our colleagues from the u.s virginia and andrew can get back to sleep and uh andrew a very special welcome uh to the iaea family to you and thank you for all your leadership going uh going forward if i could just pull out something that secretary sahib said so eloquently in his remarks about this being an historic day this really is a historic day and i think we should all reflect on that for a few minutes not only for the relationship as it currently exists between the iaea and the members of the ia in india and it's an incredibly strong deep and broad relationship but it's even more historic for what this means going forward the potential the huge untapped potential for this relationship going ahead so thank you secretary sahai for your eloquent remarks your leadership uh for many many months in years including with the iaea relationship now tim i know we're running short on time but i've got a few questions for you on your upcoming our upcoming india special report uh first question is why is the iaea chosen india as a country of special focus for this particular year well thank you deputy executive director it's a great pleasure to contribute some remarks to this ceremony today in practice the answer to your question is quite simple um whichever part of the energy sector you're interested in whether that's fuels or solar panels or emissions if you want to understand global trends you have to understand the different ways in which the indian energy sector might evolve in the coming years and as others have noted india has enormous scope for growth in energy demand and infrastructure as of today 18 of the world's population but only just over six percent of global energy demand and that's why in all the scenarios that we produce for the world energy outlook india becomes the single largest source of growth in energy consumption worldwide and so those choices the choice of fuels and technologies which appliances are bought how the transport system evolves how india's cities developed these are all vitally important questions not just for the aspirations and livelihoods of india citizens but also for global trends so it's very natural that we focus on this in the in the new india energy outlook and tim as our executive director said we did our last special report on india in 2015. can you just give us a flavor of how much has changed in energy in india over that last five to six year period of time well i had the great pleasure to lead that 2015 work and i still go back to it occasionally um but looking at india now and and looking at what's happened over these last five years i i would really just highlight a couple of things i mean first and foremost we we have to recognize india's success in bringing first electricity connections to hundreds of millions of its citizens um that has been a simply stunning achievement and i also recall well the announcement in 2015 that india would be targeting 150 175 gigawatts of uh renewable capacity by 2022 including uh excluding large hydro so at the time we recognized this as a strong statement of intent um particularly the potential for solar as a transformative technology in india's energy mix and it's really been hugely impressive to see how much has been done to realize that vision over the last few years especially when you look at the growth of utility scale projects for solar thanks tim um last question for you um well i know you can't share all the details of the report it'll be coming out in the next few weeks here can you give us an appetizer a couple nuggets some of the analytical insights that you've gained just to wet everyone's appetite well everyone is of course extremely welcome to join us on the 9th of february when we'll be presenting the detailed findings um there's obviously going to be a lot of uh different aspects to this but a couple of themes that we'll be focusing on one is simply the a question of scale um for example over the next couple of decades uh more than a quarter of a billion people in our estimation are said to be added to india's urban population i mean that's the equivalent of adding a a city that the size of los angeles to um india's urban uh population every year or another 13 mumbai's over the course of uh of 20 years and the implications of that for new construction activity for steel for cement for india's manufacturing sector are simply huge and a second theme and a related one is just the policy opportunity um india's also already shown many times the way that well-designed policies can shape consumption trends um the roll out of efficient led lighting to households all across the country or the push to bring lpg to rural areas as a cooking fuel and this is really a recurring theme in our analysis one example there will be a huge increase in the coming years in the requirement for flexibility in india's power system props more than any other country in the world and that's related to the supply side the rise of clean energy the rise of solar and wind but it's also down to changes in demand in particular the sharp increase in demand for cooling that dear colleagues thank you for the opportunity of saying a couple of concluding words and first of all my sincere congratulations to the iaea and to india as was said i have the honor to chair the standing group on global energy dialogue expanding the ia's global engagement is at the very core of the mission of this committee i cannot stress enough how pleased i am with the today's signing of the india ia framework for a strategic partnership expanding the ia's global engagement is so important to ensure that the iaea stays as relevant as ever as a hub of global energy governance in a changing world it is also indispensable in order to enable us to work together globally in the best possible way in order to jointly solve the pressing issues we face both within our respective countries as well as on a worldwide scale among these ensuring sustainable universal access to energy fighting climate change and mitigating its effects which are already becoming apparent future prominently the way to carbon neutrality is long and challenging the signing of the framework for a strategic partnership also validates the great success of the association initiative between the ia and eight countries among them since 2017 india our next task will be to flesh out the substantive details of the strategic partnership the standing group on global energy dialogue will continue to contribute actively to this process so i look forward to an ambitious agreement across the full range of relevant topics that takes the integration of india into the work of the ia at a new level so
