how do new methodist denominations form under the protocol and how do those denominations gain member churches great question in my last video I explained how the protocol legislation submitted for the 2020 gunite amethyst general conference came about on the processes for conferences and churches to stay or join an nmd in this video I'll explain the benefits reserved for new Methodist denominations in the protocol legislation the qualifications for nmds to register and promote themselves and the timelines involved why would people dissatisfied with the current United Methodist Church want to form a new Methodist denomination under the protocol legislation instead of going independent qualified new Methodist denominations receive several benefits first registered nmds will be allowed to share information with conferences and local churches before those entities take a vote on whether to join next according to the protocol legislation local churches that leave their annual conference to join an nmd do not need approval from the annual conference the protocol also makes provisions for churches and conferences that join or form an MD to bring the properties and assets entrusted to them waiving the United Methodist trust clause normally enforced on those properties new Methodist denominations can sponsor spun off clergy pension plans and other employee benefits through west path as long as the new denomination has the structure and resources to support such benefits ecumenical agreements between the United Methodist Church and nmds can include sharing resources such as historical archives and access to Methodist cemeteries in addition n MDS can negotiate contracted services with United methods general agencies ethnic local churches and n MDS may participate in programs and grants funded by the thirty-nine million dollars that the protocol legislation sets aside over the next two quadrennial for racial ethnic ministry in the US and for Africa University the most significant and well advertised benefit to new methodist denominations is a share of the proposed financial support the protocol legislation 25 million dollars will be set aside to distribute proportionally among n MDS that are defined as traditionalist denominations and two million dollars will be set aside to distribute proportionally among other nmds the money can be paid out over four years to fully qualified new Methodist denominations that have fulfilled the terms of their separation agreements with the United Methodist Church to qualify as a new Methodist denomination the protocol legislation defines criteria in two stages to reach conditional qualification nmds must propose a distinct legal entity and an ecclesiastical governance structure they must have doctrinal standards that are consistent with the Articles of Religion the confessions of faith and the general rules and the new denomination must have 100 or more local United Methodist churches with written expressions of intent to join once a new Methodist denomination has those elements in place it registers its intent with the Secretary of the Council of bishops conditional qualification allows nmds to share information with central conferences and your conferences and local churches so that those entities may consider whether to join the NMD to reach full qualification new Methodist denominations must have put in place a distinct legal existence and governance structure and at least 100 local United Methodist churches must have formally voted to affiliate with it and md's that have reached those milestones send proofs to the Secretary of the Council of Bishops to be acknowledged as qualified full qualification enables a new Methodist denomination to receive a share of the set-aside financial support over the next quadrennium the timeline for new Methodist denominations includes States for earliest action and latest action on several steps the protocol has to be approved at General Conference to go into effect so the earliest that nmds could register is May 15th 2020 if a new Methodist denomination is fully qualified the earliest date that it can start operating and taking apportionments remember churches is January 1st 2021 however additional nmds can register for conditional qualification through May 15th 2021 financial support payouts from the United Methodist Church to any new Methodist denominations do not start until after May 15th 2021 annual conferences in the US have until July 1st 2021 to vote to join a new Methodist denomination central conferences have until December 31st 2021 and their annual conferences have a deadline of July 1st 2022 I realized after making my last video that the legislation's language for these timelines implies an order of decision-making a central conference makes a choice before its annual conferences can decide whether to make a different choice and local churches can make their choice after knowing which way the annual conference decided the only place in the protocol legislation that explicitly allows a lower-body to make a decision before their conference is that local churches
