profession by other health professionals and patients these new pas had no prior experience in drafting laws regulations lobbying or membership recruitment and they did not have the resources to hire professionals for assistance what they did have was an unwavering passion for the profession respect for each other and a commitment to improving patient care their path was full of challenges but things worth fighting for often are and this group persevered ultimately blazing the trail for Kappa and all future California pas the organization was growing and in 1986 the Kappa board hired its first part time staff person gabri Minh to perform some of the needed administrative duties it was faith that resulted in a young attorney calling Kappa seeking information about the PA profession for one of his clients gay helped educate the lawyer and began sending him material each month or when a hot p a topic surfaced neither gay nor the young attorney had any idea what the future would hold for Kappa legal needs in late nineteen eighty eight the California PA licensing board asked the Attorney General for an opinion about seven key points of PA practice the Attorney General's opinion was so restrictive in its interpretation of PA practice that pas would essentially be useless in working with physicians to provide care to patients Kappa leaders realized the dire nature of this situation but could the Kappa board staffed with volunteer pas and campus administrator challenge the Attorney General if the Attorney General's opinion stood unchallenged the PA profession in California would likely die only one person knew enough about California's PA laws and regulation to help take on this battle kappa made the call from the ashes rows of phoenix enter the hero of our story that young attorney are michael score on Oh Junior Esquire he had spent the past year and a half educating himself on all things PA there was quite literally no other attorney with his understanding of California PA law he agreed to help it was essentially a miracle Mike as he is known to his colleagues and friends understood that Kappa was not in a position to actually afford his services but for the good fortune of Kappa that didn't matter to him preserving this emerging profession mattered more and Mike successfully fought the Attorney General's interpretation of PA practice alongside Kappa ultimately averting a disastrous outcome and further enabling the care PS provide to Californians today the next three years Mike would defend pas ability to practice against a barrage of attacks by the CNA and cma stemming from the AG's opinion recognizing Mike's brilliance kappa knew they must keep him close at hand unfortunately kappa did not have the budget to keep Mike on retainer despite a loose relationship in the early years Mike was still the man with expertise in PA law and he informally became Kappas legal counsel Kappa paid as much as they could afford which was never really enough considering Mike's contributions to Kappa and pas throughout California in the 25 years that have followed no one person has shaped the PA profession like Mike he has crafted the language of laws and regulations read and books and provided testimony in support of the profession Mike's wish list became the foundation for advancing the legal and regulatory landscape for pas and helped formulate Kappas legislative priorities many PA laws exist because Mike helped write them a man and introduce them Mike's fingerprints are scattered throughout the PA Practice Act and thousands of PAS are able to practice in their present capacity because of Mike's tireless efforts his efforts have been monumental mike has written or reviewed every word of Kappa sponsored legislation he has reviewed every proposed regulatory change and when needed guided Kappa through the regulatory process some in the audience won't remember a time when a PA couldn't write a drug order request drug samples or act as an agent of the supervising physician in fact these five simple yet profound words written by Mike would be the foundation for all future initiatives thanks to Mike's efforts pas may now be defined as primary care providers right drug orders including those for controlled substances request and receive pharmaceutical samples supervised medical assistants provide a valuation treatment and specialty consultation in the emergency department setting work in a practice with one physician supervising up to four pas provide services and declared disasters and many more vitally important functions so how does one summarize a quarter century of unwavering dedication to a profession Kappa asked over 100 past and present Kappa leaders to share their thoughts mike has provided the foundation that Kappa stands on giving us the direction integrity and guidance we've needed I'm in awe of Mike's confidence in the PA profession our ability to succeed even in what appeared to be insurmountable circumstances I truly believe that the full impact of Mike's book California physician assistants and supervising physicians legal handbook will never be fully realized as it has helped countless pas and physicians alike in their practices he's always had our professions back my ability to care for patients especially in helping patients with chronic pain conditions has only been made possible with legislative and regulatory advancement much of it through the work and words of Mike's Carano he was all in on every issue he took on I have always relied on Mike for the perfect word the perfect argument to be the big gun in meetings when stakeholders were trying to outnumber us to push against state department policies that were inconsistent with the PA Practice Act and his unwavering dedication to kappa and pas throughout the state mike is a kind and gentle soul unless you are working against his client then he is a pitbull and let me tell you having a pitbull on your side is a great comfort you didn't laugh in my face for having a leadership retreat at a motel 6 my favorite story is that he is my longtime friend and when asked to describe Mike in a single word the adjectives were summarily is impressive honest committed dedicated altruistic intelligent tireless loyal generous tenacious advocate unrelenting compassionate caring kind friendly genuine visionary brilliant hero it is Mike's contribution to our profession our patients and kaveh that have earned him the highest honor kappa can bestow upon an individual although he is not a PA he is one of us a brother a permanent member of the family of katha as a hero in the kappa story mike has generated a legacy that forever changed not only the PA profession but also the life of every patient in california who has and will be treated by a PA for his dedication for his unwavering commitment for his intellect his practice of the law is brilliance and his friendship Kappa bestows upon our
