Community is about island people working hard to Make a Better Living for themselves and their families one of the most important developments in CARICOM is the concept of freedom of movement of persons in certain categories they are University graduates musicians Artisans media workers sports persons teachers nurses holders of associate degrees and most recently domestics persons can go to another CARICOM destination and work but what exactly is freedom of movement in the context of CARICOM freedom of movement is a central pillar of a single market and economy in essence one is going about the process of reducing those border restrictions that inhibit movement of individuals so one would find for example in the United States of America one can cross the borders of each state similarly in Europe one can leave England and go to Spain and move to France and to to conduct your own activities to reside once you meet the criteria of the whole state each of those countries in Europe remain states with their own priorities there's uncommon rules and each member state must honor those common rules but the the state does still have certain requirements of those persons wears many hats but as a University graduate he falls into one of the categories of persons who can work in a CARICOM member State he described how it all started for him I came back from University around 1988 I came out to Barbados I had a previous affiliation with characters before and a previous director I was having difficulty finding work within an establish institution and I found that there was an interest in having political research done uh cadres had been more or less bequeathed to me by the former director he passed away by that time Dr Emmanuel he was Grenadian incidentally and it just seemed a logical thing to do so I had the business registered and started to look around for clients and things fell into place naturally soon after I was appointed to the staff at the University of the West Indies so it was a part-time endeavor but I always anticipated at Sun stage that this is what I would do on a full-time basis and that materialized in 2004 largely not because of my own doing but in life sometimes you need a push to get to where you really need to go so I would say that from 2004 I've been more or less full-time and previous to that I was a part-time political consultant working at the University of the West End is on a full-time basis the well-known Barbadian pollster was travel through the region to earn a living he has covered many elections and recounted his journey to date it's been an exciting time the the thing is that are most of the Caribbean islands they're experience should be pools and posters have been few and far between they've never really known a political scientist that actually did this for a living yeah we know political scientists like Dr Bell and Dr Duncan that work at the University and just have an interest in my case I've been involved in it uh in a major way and on a full-time basis and it's essentially how I eat and earn my key the the interesting thing is that it has also changed the dynamic because posters of old like professorcarl Stone Dr Emmanuel uh um Charlie Buffett and people of that that ilk were always within the university and their polling was of a different style our thing now is more commercial so our company does commercial polling of course there's always a financial objective because that's how we earn a living and it has essentially changed the dynamic we pull more frequently we pull more lightly we tend not to get too heavily into developmental issues but it's given me a perspective on politics that I don't think I would have had as an academic so we understand what politics is on the ground the real react the realities of people's everyday life people often come and they present their problems to you because they believe that you can communicate and that has been an exciting and very different experience for me as a political analyst Mr Wickham was quite candid about what he observed in particular during the Saint Kitts and Nevis polls the most recent one that I would have been involved in would be Saint Kitts and Nevis which was a watershed election for Caribbean Development I could say Denzel Douglas was the longest standing prime minister at that point indeed he was the longest stand in the Commonwealth having been in office for 20 years won four consecutive elections he did pretty well he came in as a young person but then there were concerns about the length of time that he remained in office it presented me with some interesting questions to answer I have historically always supported term limits I do not believe a government should be in office but prime minister should be in office for longer than two terms but at the same time I work for several Prime Ministers who've been in office for longer than two terms and they do it quite readily having having taken a philosophical position that is probably not a good idea to be around that long in a sense the Denzel Douglas reality tested a number of those series about the idea or the the benefits of having a long-standing prime minister clearly Saint Kitts has benefited significantly but then the question was was he there for too long um and then the perspective on the election where there was a legitimate overseas vote an overseas vote that comes from a diaspora that has the potential to be larger than Saint Kitts Saint Kitts is a microstate 40 000 people and this in case diaspora is huge uh they have an electoral system that allows persons who are not resident there to register to be donor sale and it's an interesting development there because it essentially means that you have a country that's 40 000 people and you have potentially three times that outside that can participate in their politics which will make for a very interesting life in the future the talk show horse recalled an incident at a port of entry and I had an interesting experience once when I went to an island Customs offices searched my bike as this is right and he came upon questionnaires he decided that the questionnaires were a commercial product had commercial value and they were withheld and I was forced to procure a CARICOM certificate of origin indicating that they were producing the region and that they were to be treated as a CARICOM item this basically meant that my work was held up for the better part of a week because I had to find a broker to computer document I had the Purity broker there was no duties he was just not convinced of this paper that I was carrying was CARICOM origin and I had to produce a document or that's his right but the the larger point is that he essentially frustrated my effort to to work um and I think it had a lot to do with the fact that he was probably familiar with my client I felt that my client should not have someone working on their behalf doing research because he probably would have wanted them to lose so he succeeded and frustrated me for the better part of a week and then forcing me to pay a broker to clear a document that is legitimate although persons are free to work in other destinations they must adhere to the rules and regulations of each Sovereign Nation Mr Wickham noted that some persons may have some challenges but largely his experiences have been quite positive we tend not to have challenges you present yourself you are invariably coming to attend meetings or to do workshops or whatnot and there are no challenges the difficulty is that the person who works and requires tools the person who works and requires the need to remain in country for an extended period of time has challenges that are unique and peculiar that I I don't really and other Consultants don't really face so suffice to say that my experience regionally working has been not a particularly difficult one I would say it's been rewarding and exciting and it has all the good things as the Region's people aspire to Greater standards of living there must be more commonalities there is one threat that if not rooted out no could undermine the social Fabric and that word is insularity I think everyone should be given a fair chance when Barbers was down we move as a free people event again with British Ghana and we were there a little camera thing we were in Ghana most of our people is what Michelle Obama this afghani's connections for instance my grandmother is a my grandmother's a Guyanese okay my mother have eight energy so you see that the connection between Guyana and Barbados is good for the region I do quite a bit of work in Trinidad and Tobago for one of their energy companies and I had a similar experience where I've worked in in a role a research role in one of their energy companies the leading one no one has ever questioned the reason why a researcher from Barbados has been associated with them for the last 10 years you know they have always come to me whenever they needed research done and I've never had any challenges raised regarding my role or my presence in the office and why a Beijing is doing this and that type of thing currently I've never had an experience anywhere else in the Caribbean or anywhere in the Caribbean where someone has questioned my nationality my relevance why I'm there and things of that nature as a people we need to make the most of the opportunities afforded by Regional integration and freedom of movement by adopting new and Progressive attitudes barbadians can
