Owing to the Volume of Registrations, currently the Govt is issuing only the ARN Number (against your Provisional ID Number). Issuance of the final GST Number, in my personal estimate, could take up to another six months.Provisional ID Number was PAN based, whereas the ARN Number is a serial number (based on the date and place of registration). Final GST Number may as well be PAN based. But, this obviously is my personal speculation.

US may offer F-35 fighter jets to India, if India agreed to not purchase S-400, what should India do here?
The need of India is not confined to F 35 or S 400. It wants both the capabilities i.e Strategic Offensive and Strategic Defensive Air Environment.But it can’t have both because both are built to confront each other by rivals since Cold War. Here’s why.Rival Nations and Technologies"S-400 is at least twice as cheap as the US system Patriot-2," UK military expert Richard Connolly at Birmingham University told DW's Russian service."The Russians and before them the Soviet Union were always leading in missile technology," he added. "The reason for that was that the Americans and the West produced better aircraft."[1]The White House said in a statement on Wednesday that the “F-35 cannot coexist with a Russian intelligence collection platform that will be used to learn about its advanced capabilities.” U.S. officials fear that if Turkey has both the F-35 and Russia’s most advanced air defense system in its hands, then the Russians may gain access to F-35 technology and learn how to target its weaknesses.[2]In June, for example, Gen. Tod Wolters, who leads U.S. European Command, offered this explanation: “You cannot operate an F-35 in the vicinity of an S-400. They won’t talk to each other, and what the two systems will attempt to do, certainly the S-400 against the F-35, is attempt to exploit the F-35’s capabilities. I can tell you that we aren’t interested in sharing the F-35’s capabilities from a radar perspective, from an operational perspective, with the Russians. We’ve made that very, very clear.” Yet Israeli F-35s have operated near Russian S-400s deployed to Syria. [3]The S-400 radars will be able to observe the F-35 “in all its flight profiles, thus being able to identify weak spots in stealth capability,” according to David Stupples, a professor of electronic and radio systems at City, University London and a member of the board of the Association of Old Crows, an association for radar and electronic warfare professionals. [4]Stupples said the dangers don’t stop in the air. Turkey will get five years of Russian technical support with its S-400 purchase, which will give Moscow ample opportunity to put intelligence agents next to those batteries and their operators, Stupples said. He said that this is a common problem in India, another S-400 client.[5]Technical ReasonsStealth Aircraft TechnologyStealth planes are properly described as “Low Observable” aircraft. They are not actually undetectable, but are very hard to spot on radar. Stealth aircraft are optimized to be difficult to observe on the precise X-Band radars used on modern fighters: while some radars have better resolutions than others, most will only be able to track a stealth fighter at shorter distances. An F-22 is claimed to have the radar cross section of 0.0001 square meters in certain aspect—the same as that of a marble.[6]Physics dictate that a tactical fighter-sized stealth aircraft must be optimized to defeat higher-frequency bands such the C, X and Ku bands, which are used by fire control radars to produce a high-resolution track. Industry, Air Force and Navy officials all agree that there is a “step change” in an LO aircraft’s signature once the frequency wavelength exceeds a certain threshold and causes a resonant effect—which generally occurs at the top part of the S-band.[7]Typically, that resonance effect occurs when a feature on an aircraft—such as a tail-fin—is less than eight times the size of a particular frequency wavelength. Effectively, small stealth aircraft that do not have the size or weight allowances for two feet or more of radar absorbent material coatings on every surface are forced to make trades as to which frequency bands they are optimized for. That means that stealthy tactical fighters will show up on radars operating at a lower frequency bands—such as parts of the S or L band or even lower frequencies.Stealth fighters include features designed to minimize heat signature, but they are far from completely effective. stealth technology is more effective at a distance. Although there are a number of methods to detect stealth fighters at long range, they generally don’t permit weapons to lock on to them.In return, nothing prevents the stealth aircraft from firing at its opponents.[8]The World’s Only 5th Generation Multirole Stealth Fighter: With stealth technology, advanced sensors, weapons capacity and range, the F-35 is the most lethal, survivable and connected fighter aircraft ever built. More than a fighter jet, the F-35’s ability to collect, analyze and share data is a powerful force multiplier enhancing all airborne, surface and ground-based assets in the battlespace.[9]The 5th generation F-35 Lightning II integrates advanced stealth technology into a highly agile, supersonic aircraft that provides the pilot with unprecedented situational awareness and unmatched lethality and survivability. [10]Stealth Penetration Radar technologyRussian air defenses will still struggle to effectively engage fifth-generation stealth aircraft such as the Lockheed Martin F-22 Raptor or F-35 Joint Strike Fighter. For the Russians, solving the problem of targeting a low observable aircraft is something that they continue to work on—but it is doubtful the Moscow has resolved the issue. Russia's strong investment in layers of air defenses tells us that the Kremlin believes the primary threat to its ground forces comes from U.S. airpower. As such, defeating stealth technology is one of Moscow’s top priorities, Kofman notes, and the Kremlin has dedicated a lot of resources to that end.[11]Low-bandwidth radars are more effective at detecting stealth aircraft. These are typically used by ground installations and ships, but also found on specialized aerial platforms such as the E-2D. However, they come with a major limitation: they can reveal only the general location of a stealth fighter and are too imprecise to be used to target missiles—though they can indicate to an X-Band radar where to look.Infra-Red Search-and Track (IRST) systems offer another means of detecting stealth aircraft, but their range is generally limited. The latest IRST system on the SU-35 has extended the range up to 50 kilometers, whereas its radar has detection range of up to 200 kilometers.Russia has tried a number of different techniques to defeat stealth technology. Among those is trying to develop a tight integrated air defense network with multiple radars trying to look at the same aircraft from different directions.Kofman notes that advanced Russian-built air defenses like the S-300, S-400 and forthcoming S-500 family come with systems designed to detect and track the presence of low observable (LO) aircraft such as the F-22 and F-35.[12]S-400 Triumf, NATO reporting name SA-21 Growler, is a mobile, surface-to-air missile system (SAM) designed by Russia. It is capable of engaging aircraft, UAVs, cruise missiles, and has a terminal ballistic missile defense capability. It represents the fourth generation of long-range Russian SAMs. S-400 does not currently employ hit-to-kill ballistic missile defense technology. Russia is however developing a new interceptor, the 77N6, which is believed to employ hit to kill technology.[13]The S-400 primarily uses the 48N6 missile series. These missiles allow it to hit aerial targets at ranges up to 250 km and are capable of intercepting ballistic missiles across a 60 km radius, using in both cases a 143 kg high explosive fragmentation warhead. 77N6, is currently in testing. Unlike other Russian SAMs, the 77N6 missiles will use hit-to-kill technology (as do PAC-3 missiles) and are designed specifically to destroy ballistic missile warheads.[14]Past estimates suggested that the radar systems on the S-400 can identify an F-35 once it is within about 20 miles, but the F-35 carries air-to-ground missiles with a range of up to 40 miles that could destroy it.[15]Adversarial capabilitiesMost countries that already have S-400s are in adversarial relationships with the United States — China, for example, owns the system.[16]Turkey has both and can pass it on to Pakistan. The US has stalled the sale of Turkish-made T129 ATAK helicopter gunships to Pakistan, days ahead of the first meeting between PM Imran Khan and President Trump, a media report said on Friday. Turkey and Pakistan signed a $1.5 billion deal for the Turkish-made helicopter gunships on July 13, 2018. Procurement of such helicopters would have given more teeth to Pakistan’s airpower as its current AH-1F Cobra gunships lack the capability to perform adequately over the higher altitudes of the Hindu Kush mountain range, separating Afghanistan and Pakistan, the EurAsian Times reported.[17]Decision Dilemma for IndiaPolitical pressure from New Defence Partner: U.S. pressure on India to abandon plans to purchase Russian S-400 missile systems, Delhi has been offered the American THAAD air defence system and F-35A stealth fighter should it acquiesce to Washington’s demands to terminate its defence cooperation with Russia.Traditional Defence Partner: India has been a leading Russian defence client since the 1960s, with the USSR providing Delhi with the vast majority of its arms to counter a heavily militarised and fully Western backed Pakistan.Military Suitability and Alternative Options:The THAAD system for its part remains extremely limited in its capabilities relative to the S-400 despite its considerably greater cost, and with half the range, poor versatility and mobility and no hypersonic, anti-aircraft or counter-stealth capabilities it has been deemed an undesirable option.For starters, there is no clarity if F-35 will be offered in place of F-21 and F-18 to India with the option of local assembly but Washington is likely to pull the plug on Turkey from the F-35 program and canceling orders for confirmed orders of 100 F-35s, speculation is ripe that India will be offered to fill the shoes left vacant by Turkey which was also part of the supply ecosystem of the F-35 program.[18]While Lockheed Martin India will remain in charge of the program if it is ever offered to India and will come with limited Transfer of Technology which is unlikely to interest India. With prices of F-35A already tumbling below $80 million per unit, countries like Japan have already decided to close local assembly of F-35A due to high costs, since it was cheaper to import then build locally in Japan and it is most likely same factors will make it unattractive for India to assemble them locally.While both Lockheed Martin and Boeing have offered to help India develop its own 5th generation AMCA fighter jets, Indian Strategic thinkers will be wary of any such offer due to past attempts of Washington trying to kill local 5th generation fighter jet program among all its allies to ensure that the sales potentials of their F-35 jets are not threatened.[19]The Su-30MKI which currently forms the mainstay of the Indian fleet is considerably faster, longer ranged, higher flying, more manoeuvrable and carries longer ranged munitions and in greater quantities than the F-35 - its only shortcoming being its lack of stealth or an AESA radar. The F-35’s considerable cost, offputting maintenance requirements, continuing performance issues, and reliance on parts from the United States - which has on several occasions cut off from operators of its hardware over political differences - all make the aircraft highly unsuitable for India’s defence needs.India is currently in talks with Russia regarding the joint manufacture of the Su-57E fifth generation air superiority fighter in a specialised variant integrating Indian technologies. Indian officials have stated that an alternative option could be the purchase of ‘off the shelf’ Su-57 fighters from Russia.Su-57’s capabilities are analogous to the American F-22 Raptor, and considerably surpass those of the F-35 across the spectrum with the exception of stealth. However, for now, their weapons are mostly based on Soviet, Russian and American technologies.
