There are number of possible reasons:- technology has come a long way towards the conversion of paper to digital, but there remain factors that have not yet been overcome in a robust way. For example, some office documents simply can not be signed digitally due to regulatory or industry restrictions. The tools to determine if a digital document has been tampered with are not readily available, making a paper document, stored in a safe environment more secure (for now). - since the tools to go paperless are not yet completely available, and a regular part of our daily life, there is still a generational factor that leads to reluctance to move away from what's known. Paper is still tangible. - capturing signatures on paper is simple and an accepted practice. The tools to capture that same signature digitally are only now becoming accessible. That means the original copy is still needed, even if it is also stored digitally. - you can't staple digital copies. That may seem odd, but consider that a stapled package of papers will have some obvious consistencies to it. I am sharing my experience on the process and steps which happen in the day of my ssc skill test for the post of stenographer Grd C and D. Hope some beginners, before skill test gets some knowledge. This experience I am sharing is of 2014 exam's skill test in 2015 and may or may not be valid this year.1) After the written results are out, within few days admit cards for the skill test are sent to respective candidates by post and also available online.2) Those who qualify for both grade c and d then the candidate has to give two skill test in the same day but in two different batches as the candidates are divided into batches(normally 4 or 5 batches). this will be mentioned in their respective admit cards.3) On the date of skill test, the candidates were given seats and they will be called for signature, left thumb impression, etc and they will be given preference option form for grade c and d combined. The candidate has to think before hand( means, as the option form will be most probably available online, as it was in my time, the candidate can think and put their preference in home itself.) and at last putting the signature on the option form and waiting in their seats to be called for Document check.4) Original documents are being checked and self-attested xerox copies are taken and for date of birth, 10th certificate is checked, caste certificate and their cut off date, validity is checked. Then they take the option form from us and put the final preference online in front of us and it is electronically sent to main office. They print our details, like name, roll no, category, etc and paste it in a brown colour big file like envelope in which our educational certificate xerox copies, our particulars will be sealed and sent to the respective office.5) Then they will call students for skill test in another room, full of computers, if less computers are there they will have to wait or another computer room will be allotted. The candidates are provided with Shorthand notebook and we have to sign in all the pages and write our roll numbers and then the process of skill test starts. In front of the computer, the candidates have to take the dictation and transcribe/type.= Firstly, the candidates are given two trial passage of both 2 minutes so that the sound gets familiarized to us and if any difficulty in speech of speaker or quality, or pronunciation, then candidate can tell the speaker. They are very cooperating. 1 or 2 professional stenographers will also write take the dictation with us so that all things go fair.6) Then the actual 10 minutes dictation takes place after the two trail passages of 80 or 100 wmp speed. After the dictation, 10 minutes will be given to use for reading in mind, our written strokes.7) The actual typing takes place after 10 minutes of reading in mind. the software in which we will type has its own timer so as soon as the invigilator tells us to enter our roll no. and click the start button, we click and then the count down starts and we are provided with blank space for typing the matter. After time is over, automatically, the keys will be disabled.8) Then we are kept seated, have some chit-chat with fellow candidates in silence that "tera kaisa gya, me to fail yaar", like that. By that time, the staff members gets all of our typed matter printed out and given to us for signature and then taken back. then we submit our Shorthand notebook and printed copy of our typed passage and then we leave the hall and another batch enters the hall.

Tampering with computer source documents.Whoever knowingly or intentionally conceals, destroys or alters or intentionally or knowingly causes another to conceal, destroy, or alter any computer Source code used for a computer, computer programme, computer system or computer network, when the computer source code is required to be kept or maintained by law for the time being in force, shall be punishable with imprisonment up to three years, or with fine which may extend up to two lakh rupees, or with both.Explanation.–For the purposes of this section, “computer source code” means the listing of programmes, computer commands, design and layout and programme analysis of computer resource in any form.66. Computer related offences.–If any person, dishonestly or fraudulently, does any act referred to in section 43, he shall be punishable with imprisonment for a term which may extend to three years or with fine which may extend to five lakh rupees or with both.Explanation.–For the purposes of this section,–(a) the word “dishonestly” shall have the meaning assigned to it in section 24 of the Indian Penal Code (45 of 1860)(b) the word “fraudulently” shall have the meaning assigned to it in section 25 of the Indian Penal Code (45 of 1860).66A. Punishment for sending offensive messages through communication service, etc.–Any person who sends, by means of a computer resource or a communication device,–(a) any information that is grossly offensive or has menacing character; or(b) any information which he knows to be false, but for the purpose of causing annoyance, inconvenience, danger, obstruction, insult, injury, criminal intimidation, enmity, hatred or ill will, persistently by making use of such computer resource or a communication device;(c) any electronic mail or electronic mail message for the purpose of causing annoyance or inconvenience or to deceive or to mislead the addressee or recipient about the origin of such messages,shall be punishable with imprisonment for a term which may extend to three years and with fine.Explanation.–For the purpose of this section, terms “electronic mail” and “electronic mail message”means a message or information created or transmitted or received on a computer, computer system,computer resource or communication device including attachments in text, images, audio, video and anyother electronic record, which may be transmitted with the message.66B. Punishment for dishonestly receiving stolen computer resource or communication device.–Whoever dishonestly received or retains any stolen computer resource or communication device knowingor having reason to believe the same to be stolen computer resource or communication device,shall be punished with imprisonment of either description for a term which may extend to three years or with fine which may extend to rupees one lakh or with both.66C. Punishment for identity theft.–Whoever, fraudulently or dishonestly make use of theelectronic signature, password or any other unique identification feature of any other person,shall be punished with imprisonment of either description for a term which may extend to three years andshall also be liable to fine which may extend to rupees one lakh.66D. Punishment for cheating by personation by using computer resource.–Whoever, by meansof any communication device or computer resource cheats by personating, shall be punished withimprisonment of either description for a term which may extend to three years and shall also be liable tofine which may extend to one lakh rupees.66E. Punishment for violation of privacy.–Whoever, intentionally or knowingly captures, publishesor transmits the image of a private area of any person without his or her consent, under circumstancesviolating the privacy of that person, shall be punished with imprisonment which may extend to three yearsor with fine not exceeding two lakh rupees, or with both.Explanation.–For the purposes of this section–(a) “transmit” means to electronically send a visual image with the intent that it be viewed by a person or persons;(b) “capture”, with respect to an image, means to videotape, photograph, film or record by any means;(c) “private area” means the naked or undergarment clad genitals, public area, buttocks or female breast:(d) “publishes” means reproduction in the printed or electronic form and making it available for public;(e) “under circumstances violating privacy” means circumstances in which a person can have a reasonable expectation that–(i) he or she could disrobe in privacy, without being concerned that an image of his private area was being captured; or(ii) any part of his or her private area would not be visible to the public, regardless of whetherthat person is in a public or private place.67. Punishment for publishing or transmitting obscene material in electronic form.–Whoever publishes or transmits or causes to be published or transmitted in the electronic form, any material whichis lascivious or appeals to the prurient interest or if its effect is such as to tend to deprave and corruptpersons who are likely, having regard to all relevant circumstances, to read, see or hear the matter contained or embodied in it, shall be punished on first conviction with imprisonment of either descriptionfor a term which may extend to three years and with fine which may extend to five lakh rupees and in theevent of second or subsequent conviction with imprisonment of either description for a term which mayextend to five years and also with fine which may extend to ten lakh rupees.67A. Punishment for publishing or transmitting of material containing sexually explicit act, etc., in electronic form.–Whoever publishes or transmits or causes to be published or transmitted in theelectronic form any material which contains sexually explicit act or conduct shall be punished on firstconviction with imprisonment of either description for a term which may extend to five years and withfine which may extend to ten lakh rupees and in the event of second or subsequent conviction withimprisonment of either description for a term which may extend to seven years and also with fine whichmay extend to ten lakh rupees.67B. Punishment for publishing or transmitting of material depicting children in sexually explicit act, etc., in electronic form.–Whoever,–(a) publishes or transmits or causes to be published or transmitted material in any electronic formwhich depicts children engaged in sexually explicit act or conduct; or(b) creates text or digital images, collects, seeks, browses, downloads, advertises, promotes,exchanges or distributes material in any electronic form depicting children in obscene or indecent or sexually explicit manner;or(c) cultivates, entices or induces children to online relationship with one or more children for and on sexually explicit act or in a manner that may offend a reasonable adult on the computer resource;or(d) facilitates abusing children online, or(e) records in any electronic form own abuse or that of others pertaining to sexually explicit actwith children,shall be punished on first conviction with imprisonment of either description for a term which may extendto five years and with fine which may extend to ten lakh rupees and in the event of second or subsequentconviction with imprisonment of either description for a term which may extend to seven years and also with fine which may extend to ten lakh rupees:Provided that provisions of section 67, section 67A and this section does not extend to any book,pamphlet, paper, writing, drawing, painting representation or figure in electronic form–(i) the publication of which is proved to be justified as being for the public good on theground that such book, pamphlet, paper, writing, drawing, painting representation or figure is theinterest of science, literature, art or learning or other objects of general concern; or(ii) which is kept or used for bonafide heritage or religious purposes.Explanation–For the purposes of this section, “children” means a person who has not completedthe age of 18 years.80. Power of police officer and other officers to enter, search, etc.–(1) Notwithstanding anythingcontained in the Code of Criminal Procedure, 1973 (2 of 1974), any police officer, not below the rank of a1[Inspector], or any other officer of the Central Government or a State Government authorised by theCentral Government in this behalf may enter any public place and search and arrest without warrant anyperson found therein who is reasonably suspected of having committed or of committing or of beingabout to commit any offence under this Act.Explanation.–For the purposes of this sub-section, the expression “public place” includes any publicconveyance, any hotel, any shop or any other place intended for use by, or accessible to the public.(2) Where any person is arrested under sub-section (1) by an officer other than a police officer, suchofficer shall, without unnecessary delay, take or send the person arrested before a magistrate havingjurisdiction in the case or before the officer-in-charge of a police station.(3) The provisions of the Code of Criminal Procedure, 1973 (2 of 1974) shall, subject to theprovisions of this section, apply, so far as may be, in relation to any entry, search or arrest, made underthis section.85. Offences by companies.–(1) Where a person committing a contravention of any of the provisionsof this Act or of any rule, direction or order made there under is a company, every person who, at the timethe contravention was committed, was in charge of, and was responsible to, the company for the conductof business of the company as well as the company, shall be guilty of the contravention and shall be liableto be proceeded against and punished accordingly:Provided that nothing contained in this sub-section shall render any such person liable to punishmentif he proves that the contravention took place without his knowledge or that he exercised all due diligenceto prevent such contravention.(2) Not with standing anything contained in sub-section (1), where a contravention of any of the provisions of this Act or of any rule, direction or order made thereunder has been committed by acompany and it is proved that the contravention has taken place with the consent or connivance of, or isattributable to any neglect on the part of, any director, manager, secretary or other officer of the company,

Based on my own experience of getting the Driving license for Geared two wheeler on myself with no bribe/brokers, I can say the process of getting driving license in Bangalore, Karnataka can be divided into two stages.Stage 1 : Apply for Learner’s License (LLR)Visit the Sarathi website and select the New Learners license under Apply online drop down menu. Fill in all the required details, upload signature and photograph, upload required proofs, book slot, make payment (FYI the payment can also be done at the respective RTO) and visit the applied RTO on the slot date with the printed application form, xerox copies of the proofs(FYI I have submitted my rental agreement + Electricity bill for residence proof, Aadhaar card for Id proof, Birth Certificate for DOB proof) along with the originals for verification.The computer operator will verify the documents and start your test. The test contains the questions on basic traffic signs. Once passed, After 3 days, the RTO authorities would upload the Learner’s license to the sarathi website for you application number. You may take the print out of you Learner’s License. The approximate cost would be around 250 INR.Stage 2: Apply for Driving License (DL)Step 1:Once you complete 30 days after Learner license approval, you can again visit the Sarathi website and select the New Driving license under Apply online drop down menu. Fill in all the required details, book slot, make payment (FYI the payment can also be done at the respective RTO).Step 2:Visit the applied RTO on the slot date with the application print outs along with the documents of the vehicle you take for the driving test. You need to staple the Chalaan payment bill with Application form, Learner’s license printout, Slot booking appointment printout, vehicle documents, Stamped Postal cover with the delivery address written on it (This is used to send your DL through post. Usually you can get it in the shops near RTO offices). Once verified you will be directed to take the bio-metrics followed by the DL test(I was asked to go straight, take a U turn and come back which I did giving the vehicle and hand signals. In case of the RTOs having separate track installed, the test might vary). Once passed, you will be asked to sign in the DL register and be informed the DL will be dispatched through post within 20 days. If in case you have not received the driving license in 20 days, you may enquire the RTO with the application number. The estimated cost would be around 750 INR for geared two wheeler license.Note: This is as per my experience at the Electronic City RTO, Bangalore, Karnataka.Hope this helps. Thank you :)
