The dumbest law enforcement officer I ever encountered was my second cousin, Carl Henreid (not his real name). Carl was five years older than I am (he died several years ago). He would catch the criminal and be celebrated throughout the county!Carl called the State Police for backup, dispatched an ambulance to pick up the dead body, and raced toward the ‘crime scene,’ siren blaring, lights flashing. He would arrive first and be the officer-in-charge of an actual murder investigation.After he arrived and secured the area where the body was found, Carl went back to his cruiser to radio his findings to the State Police.The next thing anybody knew, Carl was on his radio screaming, “Officer down! Officer down!” That call brought just about every police officer in the county to the scene. It sounded like Carl had been mortally wounded.In a way, he nearly was. In his zeal to make his radio call, Carl plopped himself into the seat of his cruiser and sat on a traffic flare. The flare went off and Carl’s backside erupted in flames. The front seat of the cruiser caught fire and Carl fell out of the car to the ground, writhing in pain as he tried to extinguish his self-immolated bottom. The seat of his pants was completely burned away; he suffered second- and third-degree burns on his posterior.The ambulance, the State Police, and most officers in the county arrived just in time to extinguish the cruiser fire and load Carl, in a now-painful and very exposed bottoms-up position, onto a gurney and into the ambulance. Glory would have to wait for another day. The dead body would have to wait for another ambulance.Carl’s injuries ended his tenure as part-time Chief of Police, but they did not end his law enforcement career. After a long period of convalescence, he became a Justice of the Peace, able to swear oaths, sign warrants, hear traffic and misdemeanor cases, marry people, and more.From that point until the end of his life, Carl insisted on being referred to as “Judge Henreid” and addressed personally as “Your Honor.” And he never saw the humor in the story of the day Chief Carl Henreid sat on his flare.

It was baptism by fire.When I convened a meeting of all the officers connected with the elections to devise a strategy, we found to our dismay that none had any previous election experience whatsoever! So there I was, fresh from JNU & Mussoorie; at the seashore of life.Every challenge contains within itself an opportunity and we set to work de novo. Those were the days of the ballot box and printed ballot papers. Polling parties, members of which are strangers to each other, had to be formed, trained, motivated and supplied with numerous items before being despatched in Trucks to polling stations, many of which are located in tough terrain and inaccessible areas.Our inquiry revealed that all across the State, the formation and despatch of polling parties took two to four days. We asked ourselves can it be done in a day? Can the departure of polling parties be engineered to accelerate this critical process?Research revealed that delay emanated from the fact that there prevailed a spartan boot camp mentality about the whole thing, and polling personnel were not made to feel at ease. On the Sunday morning of despatch I put the time of arrival at 8/30AM, half an hour before "Ramayan", whereas everywhere else it was 11AM, an hour after. My colleagues were aghast, each thinking of his own Ramayan.I said the solution is simple: we will put a dozen TV sets around so we can all begin on an auspicious note, what with on payment breakfast kiosks and tea on the winter morning. Whoa! That simple? Those days, superior bureaucrats were the stern type and this openness was a novelty. And it worked.Research further revealed that counters were opened item wise so that each team had to visit each counter making it a 15 motion affair. If we made it into a one motion affair we could cut down at least one full day. I said we will do it booth wise. With booth nos 1-50 getting all their items from counter A and so on. Simple? All innovation is.Whew! Our guys said sir jaldi karo so we can leave by 2PM, and have lunch on the way and signNow our destination by 8PM. Making them willing participants we did the despatch in a single day. We did the general election 1989 and the state election in 1990 within the same winter, innovating as we went along. Mind you , the sitting CM was from our Sub-Division, and I was his returning officer.I applied my methods in my subsequent postings as SDM Talcher, ADM Cuttack (undivided), DM Sundargarh and Mayurbhanj, and Divisional Commissioner Central Division. In Mayurbhanj, a massive tribal District with four subdivisions spread over 10,000sq kms, we did in a day what it took full four days on previous elections and the skeptics are shaking their heads till this day! I was election observer Raigarh, Thrissur, Jalandhar, & Howrah; and in every election I have left my unique imprint, and my successors have followed. How can I expose myself to the good, reduce the chances of something bad happening to me?If I had a conversation with someone on social media and felt like meeting them in person, I would.Here are the things I would keep in mind:I would be aware of signs of manipulation. Is he trying to emotionally entangle me, saying things disproportionate to the amount of time I have known him?I feel like I’ve known you forever. I can sense this becoming a real thing. Wow. I have never met anyone like you. Any of this is a red flag. It's not that I'm not special. It's that he doesn't know me. I would block them.Is he trying to goad me? How brave are you? How open minded are you? How adventurous are you? Block.Any request for financial support. I have a sick child, I am stranded, I have no one but you. Block.If our exchange seems healthy and natural, I would meet him in a public place with other people present, not somewhere secluded.I would say no to any form of isolation. I would not get in a car - even if after a good date he offers me a ride back to my place.Is this overly cautious? Maybe. When going back and forth on how to calibrate risk, I want to err on the side of caution.Here is another flag: if someone has good intent they WANT me to feel safe. So they would say something like “is there a public space you would be comfortable meeting me in?”If I say “I am not into getting a hotel” and he replies with “Why? Don’t you trust me?” Block.You are supposed to make me feel safe and of course I don’t trust you, on account of the fact that as good as this might feel I don’t know you.Healthy relationships both respect and encourage basic boundaries. The most basic of them all is my comfort and safety.To me, the fact this guy is suggesting getting a hotel is cause for concern. It’s not the sex. It’s not the adventure. It’s the safety.Why would I lock myself in a room with someone I have never met where no one can hear me if I scream? I would not put myself in that position.I can’t control the world. The best I can do is be smart with the choices that I make.

This type of scenario has two potential issues. The first is the safety of the woman and those around the area. Public safety concern, especially where a possible immediate need for action is warranted, is a top priority and will give you plenty of authority to stop the two. It will also give you the authority to make a safety check, which can be as easy as asking the woman if she is okay.The second issue is less clear at this point, but it is the potential for a crime having already been committed or one that is about to be committed. We know that “help me” could have multiple meanings, but under the circumstances, it would appear to suggest both a potential safety threat and a potential crime. In this sense, you have entered at least the realm of mere suspicion if not fully into reasonable suspicion to stop and make an inquiry.Mere Suspicion is when the officer has enough information to allow for the natural feeling that a public safety issue or a crime is present. This is the first step in our Probable Cause model, and it is where most self-directed investigations begin. Examples would be hearing the sound of breaking glass in a shopping district at 3:00 a.m., or in seeing a person climb out of a window of a house in the middle of the day, or observing a person testing the locks on a door. In each situation the officer lacks enough evidence to prove that a crime is being or has just been committed; however, there is enough to make a reasonable person believe that additional inquiry is needed.In this instance, the act of mouthing the words “help me,” especially when taken under the condition of silence, will prevent mere suspicion easily. So the first step you want to take is to prevent them from moving away and make an attempt to separate the woman from the man. I’d start with a simple request, “May I speak with you two for a moment?”At this point, we are using a request because we don’t want to escalate the situation. We want the request to be clear, stated loud enough to be heard, and with enough authority in the voice that it conveys the request is a serious one. It does not have to be an order, at least not at this point, but it should not be tentative or leave either party with the impression that you won’t follow-up.Even if the guy turns around and questions you about the legality of your request, you have accomplished the first mission of the intervention. You have stopped them from moving away from you, which in turn keeps the woman in a safe zone, of sorts, while now opening the door to her being able to separate from the man.On the crime side of things, we are also looking for evidence that the woman is being held against her will. These signs may appear in her posture, the way she responds to request, or in the way she moves along with the man. He may not have realized she mouthed the words “help me,” so it would be reasonable for the two of them to have very different reactions. Just as watching her demeanor and response is important, so too is the need to watch his demeanor and response.The next step will be to put a little space between the man and the woman. “Ma’am, could you step over here near me?” may do the trick. If she hesitates then watch her facial expression, her posture and movement, and for any signs that she is uncomfortable with the request. It could be that she was playing a practical joke on her companion, which now means she’ll have to convince you that there is no need for action, or it could be that she is truly in need of help. By moving the two apart, you reduce the chance for the man to grab her or injure her in any way. It also gives you a chance to have a bit more control and access to the woman in case something does start to go wrong.There are too many variables now for us to give a specific answer other than to say that you will be working off of the action/reaction of the two people. If the woman truly needs help then your intervention will provide that opportunity. It will be the actions/reactions of both the man and woman that will determine if you heighten the level of the contact or if you find it to be unwarranted.Raising the level of contact could mean physically separating the couple, taking the man into custody, and even arresting him. In a different case, the matter may turn completely on the intentional actions of the woman in mouthing “help me” as she walked by. You don’t indicate what her facial expression or demeanor was like, but assuming that they match the need for help then everything we’ve done so far is correct. On the other hand, if she mouthed the words “help me” with a big grin on her face, then you need to be a bit more cautious in how you stop them and separate them. It is because of this uncertainty at this point that we can’t really go much further with the analysis.

What is your most clever hotel room hack?
As someone who travels a lot, I have quite a few hotel room ‘hacks’ that I use regularly, plus a few that I no longer need to use. but are great for budget travelers.Use hotel-branded credit cards to get elite statuses at hotel chains I don’t use very often. For example, I only stay at Hilton properties once or twice a year, but because I have a Hilton credit card, I automatically get the elite status that gets me upgrades and free breakfast every time I do stay at a Hilton property. Similarly, I rarely stay at Radisson properties, but in advance of a stay at a gorgeous new Radisson hotel in Cartagena, I signed up for a Radisson-branded credit card that got me the highest elite level with Radisson, which resulted in an upgrade to a two-bedroom penthouse suite; in addition, between the sign-on bonus and the points earned from that stay in Cartagena, I had enough points for a three-night stay in a luxury hotel in Manhattan, worth over $1200.^ My fabulous suite upgrade at the Radisson Cartagena, due to new credit card!2. Use the JP Morgan - Ritz Carlton credit card to get free upgrades to the club floor at Ritz Carlton hotels. The club lounges at Ritz Carlton hotels puts all other US club or executive lounges to shame, with five food and beverage presentations per day, complimentary free-flowing fine wines, champagne, and excellent food all day long, butler service, free garment pressing, free use of boardrooms, etc. This comes at a price, of course; the club floor rooms are usually $150 - $250 more per day than a regular room. However, the JP Morgan - Ritz Carlton credit card entitles one to 21 nights a year of free upgrades to the club floor, confirmed at time of booking, and not based on availability. The card is pricey (about $400 a year), but just a few nights on the club floor pays for the card. Plus, it has a host of other benefits, including a $100 hotel credit per stay, up to $300 of reimbursements for airline fees (luggage, drinks, change fees, etc.), $100 for Global Entry or TSA Pre-Check fees, and unlimited visits to hundreds of fabulous airport lounges. I estimate that on average, the $400 I pay for the card gets me over $3000 of benefits every year!^ Complimentary snacks at the Ritz Club Lounge in New Orleans3. Email the assistant general manager of a hotel in advance with any special requests, and also email the concierge for itinerary help. If you email the GM, he or she will likely simply pass on the email to the assistant GM, whereas the assistant GM is more likely to be very eager to please, in hopes of praise that will help him or her get an eventual promotion to GM. Emailing the assistant GM in advance, letting them know that this is a special stay, and asking for a special room or suggestions for special things to do, has resulted in some pretty amazing upgrades and experiences for me, including upgrades to a two-bedroom suite with six balconies overlooking the Grand Canal in Venice, a two-bedroom suite overlooking the Taj Mahal, the Imperial Suite in Vienna, and a private meeting for drinks with the Prince of Rajasthan!^ View of Taj Mahal from the bathroom of my upgraded, two-bedroom suite!4. Send thank you notes to hotel staff who help you, and compliment notes to the hotel GM, praising employees who went above and beyond. Not only is this the right thing to do, you never know where hotel employees will show up in the future. For example, upon arrival at the Four Seasons in Buenos Aires, I found that I’d been upgraded to a suite on the club floor, and when I got to the room, in addition to a large fruit bowl, there was a note from the GM, who happened to have been an assistant GM that I had praised in his former position at a hotel in Boston!5. If you aren’t thrilled with the first room you are given, ask to be shown other rooms that are available. Often, there is a room with a much better view, or that is more spacious, etc. It never hurts to ask, and when you do ask, they generally offer up the best rooms they have available, so the process doesn’t take too long!6. Write meaningful reviews on TripAdvisor, and be sure that you have a reasonable distribution of star ratings. A few years ago, I stayed at a luxury hotel in Dubrovnik. It was a local Croatian chain, so I had no elite status, nor was it affiliated with any chain with which I had status. I booked two rooms on Expedia at the cheapest rate available, yet when my travel companions and I checked in, we had been upgraded to two huge, one-bedroom suites, both over 1000 square feet, and one of which had a 1200 square foot, private deck that overlooked the sea. The evening before departing, when I mentioned that we had to leave before breakfast started, they offered to set up a mini-buffet in our suite! I was baffled as to why they treated us so well, so when I got home, I asked a friend (who was a GM at a Ritz Carlton) his thoughts. He told me that it was because I have ‘a perfect Tripadvisor profile’ with a great distribution of star ratings and lots of reviews, so my reviews were considered to be of influence. Clearly the hotel chose well, as my review of that property has been viewed over 20,000 times since then (which is a lot for Tripadvisor).^ The 1200 square foot, private deck off of my upgraded suite in Dubrovnik7. Keep a cube tap in my travel bag. Unless they have been recently renovated, hotel rooms often do not have enough outlets for everything I need. This little helper saves me from having to hope the hotel has one!8. Keep the room-darkening shades closed in order to sleep well. For some reason, most hotel room-darkening shades do not stay fully closed, leaving an annoying gap that usually lets light in. A variety of common items work to hold the drapes closed, including a paper clip, the pocket clip on a pen, and the clamps on trouser hangers!9. Keep a shoe in the safe. To prevent forgetting to remove items from the in-room safe, put one of the shoes you wear when you travel in the safe; when you get ready to leave, having to search for your other shoe will remind you to open the safe and retrieve your items.10. Never use “Please clean room” signs. Using the “Please clean room” sign tells everyone, including potential thieves, that the room is vacant. Instead, just call housekeeping and ask that they clean the room now.And, a few I don’t use any more, but are helpful for budget travelers:A) Use the in-room electric kettle or coffee-maker to make ramen noodles. Just be nice and wash it afterwards!B) Use the iron and hair dryer to reheat pizza. Most hotel rooms have a mini-bar or mini-fridge where you can store leftover pizza, but many do not have a microwave to reheat food. An iron plus hair dryer heats up leftover pizza quickly, while keeping the crust crisp! Again, be nice and clean the iron afterwards!

Why don’t modern civilian cargo ships also use sails in addition to engine power to reduce fuel consumption?
Basically because it just does not work. And believe me, I wish it did. I live on a sailing yacht, and I consider the “Cutty Sark” to be possibly the most beautiful thing we have ever set afloat, an object to me of near religious significance.Having said that, here we go.Various rigs have been tried over years, and this is the one that worked best.But as modern cargoes developed, it worked worse. Loading containers would present a problem. Modern ports are far too busy for a ship that cannot keep to an exact schedule, and on and on.Are these sails? Not really. The first is Cousteau’s intriguing experimental ship that used diesel to spin the turbines producing a force at 90° to their axis. The Second is a large version, (Darrieus effect wind turbine, I think) and does not look cheap for a limited benefit, and obviously takes away from revenue earning capacity.There have been others, mostly concepts, such as this, based on Chinese junk ancestry:The Chinese junk rig, by the way, was one of enormous sophistication, and introduced rudders, bulkheads, and sails that had different fibres on the warp and the weft, and could be handled safely by small crews. They were enormously sea worthy as well.Kites have even been tried, and they work:This to me is the most promising field of research. The kite is computer controlled and deployed and retrieved. It does not pretend to be the prime mover, but it will signNowly reduce fuel consumption for the same speed. Nor does it in any way impede cargo handling, and the capital cost is not extraordinary. It also lends itself easily to retro-fitting on existing ships, a huge consideration. Bear in mind, this is not about propelling the ship, but it will reduce fuel consumption at a given speed. It will not be effective under all wind conditions, but, like the recreational “Kite Boards,” the ability to go, or at least, pull, to windward is surprising.At the end of an operating year, a ship equipped with a kite will show a cost benefit based on fuel reduction.All of the above can be listed among the reasons why wind is not used, particularly that the other attempts have pretty much required a purpose built ship that would yield small benefit.I think that we will see more kites in the future, and less complex exotica.A German company, SkySails Group GmbH is already making a strong presence in the field, and were I a young Naval Architect, instead of an old one at the end of a career, I would be eager to work on the idea with them.Edit: Thanks Noah, I never have found the little degree sign on a Mac keyboard.Edit: At Kevin’s request, picture of our floating home attached.Edit: Don, I saw your suggestion, and thanks for it, but I am staying with windward. Sharma had gone to Dhimanpura on Tuesday night for covering the derailment of a goods train, when the railway police personnel cornered him.
