good afternoon everyone we are gonna get started in just a couple of minutes but we thought we would start with a poll question or two so we can get an assessment of who is in the audience we have about 50 people so far we're expecting a little over 100 so if you take a look at your screen you can engage in the poll and then that could conform councilmember Frandsen and I has to better kind of locate our remarks and talk about grants and loans and things so we're going to get started in just a few minutes you good afternoon to everybody that has joined us as you pull in or pull up the webinar you'll see that we are asking a poll question just to get a sense of who is joining us and where they're joining us from so if you want to go ahead and answer that we have a couple other questions we want to ask you and as people start to trickle in we thought we would start with this one right now it looks like we have about 87% of you are coming to us from here in Montgomery County so we'll get started in just another minute I just want to give people the opportunity to hop on and get situated you so we have another poll question up as what sectors are joining us it looks like from the poll prior we have about 80% of you from Montgomery County this it looks like about two-thirds are from the private sector and one-third are from the nonprofit with a little bit of government and education folks as well so I think we're gonna close this poll now and then we will go ahead and get started council member are you on the line I'm here awesome okay so we closed that poll okay so before we get started I just thought I would go over a couple of things it looks like there are over 100 people joining us today which is fantastic I want to thank you for taking the time to tune in we anticipate this being 30 to 45 minutes we know all of you have a lot going on so we thought we would just do a high-level overview of the last two weeks we've seen a lot of movement at the federal state and county level today's webinar is going to be focused on the county and state assistant that assistance that will be available to you with our intention of next week doing a federal update that said if if you're thinking of things that might be helpful to you as a small business owner as a resident please do let us know we are planning on having one or two webinars a week and we want to make sure that they are valuable to you as our member so as you're thinking of ideas if a certain topic would be helpful to you please do reach out to our chamber and we can look at organizing something like that all of you should be able to see either the chat or the question bubbles and feel free to ask questions throughout both myself and councilmember Friesen can see them and so we can answer questions as you kind of have them it's a very fluid dialogue so feel free to chime in whenever and then don't feel a need to take a lot of copious notes throughout this with all of the information I will be sending out an overview of a one-pager of everything we go over today my contact information councilmember freed since contact information so feel free to just tune in and house questions but you don't need to take copious notes because I will be emailing them to you so obviously this is Tricia chiming in and we have councilmember freed sign on the line so I thought today we could go over first kind of the state actions that we're seeing both when grants and loans with the governor announced just a few days ago and then also some of the actions that have been taken at the state level in terms of tax deferment and different things like that and then we would move to an overview of different county grants and loans and have councilmember rates in China and although excuse me I'm gonna have councilmember freed soon chime in throughout many of you know this but one reason he is a fantastic council member is because of his work not only in the county now but prior to being elected worked in the comptroller's office for a number of years and can chime in on the state stuff and provide some substantive insight into that as well before we dive in councilmember did you want to say hi and say anything no I just really appreciate the opportunity to join the call thank you so much to Tricia and the chamber for everything that you're doing in these unprecedented times to advocate for our businesses in Montgomery County and make sure that we are at the county level and at every level of government trying to keep the lights on for businesses who I know are struggling and you know for each of you who are on the line all the the people you represent the families whose livelihoods you're supporting I hope you understand how much we are concerned and we are thinking about you and have you and your teams in front of mind and trying to make sure that we're doing everything that we can at the county level to supplement the state and federal actions to make sure that we're doing what we can to keep you in business and to allow you to continue to do everything that you do for our community and it's just been a great partnership so far despite the hugely challenging times we've had to have such an active chamber working so hard and to be able to work with the partner local chambers I try to make sure that we're serving the needs of the business community as best as we can wonderful and I I do want to add I've forgotten just part of it but we will have this webinar is being recorded and will be put on our YouTube channel so I'll also send out a link to that if you want to watch it again or send it out - I know we have a couple of nonprofits and organizational leaders on here so you can feel free to send this out to your members so I think we can go ahead and get started so a few days ago the governor obviously had a press conference a couple of different times but I think it was two days ago he announced specific targeted grants and loans that the Department of Commerce is engaging in to help our small businesses the first was the emergency relief loan fund and it was seventy five million dollars for for-profit businesses loans up to $50,000 and they need to acts are demonstrate financial stress or disrupted operations there's a little bit more information on there in terms of no interest or principal payments - for the first 12 months he also announced a grant fund and that's fifty million dollars grants up to ten thousand dollars again needing to demonstrate that financial stress or disrupted operations and we know we've been hearing from our members about specifically small businesses and nonprofits about how important it is to get cash in hand now and how the need of really having cash to continue operations and so we we were appreciative to see the grant piece of it - loans are obviously helpful but we as a chamber understand the the need for grants and I think we'll talk a little bit more about that at the county level but we were definitely appreciative to see the grants being pursued at a county level because we know that that isn't important right now there's also a emergency relief manufacturing fund this will interest some of our members it's a five million dollar incentive program to produce that personal protective equipment the PPE s that we're seeing in the news that are very needed by hospitals and healthcare workers and so they're supposed to be more information released today I haven't seen it yet this morning but when we get that we'll be sure to send it out to our members before we move on from this I wanted to do another poll question if any of you have applied for resources yet I'm hearing that the stage Reese let me launch the poll here okay so we'll open this up for just a few minutes it would be curious to see those have that I've applied for the different resources I've heard that the state it's kind of complicated and a little bit onerous to get the particular information if you are some of the ones on here that have applied for the state loan if you could pop in and type in a question if you're running into into issues I do want to know it's important to note that both council member Frieden and the chamber this is nowhere near the extent of our advocacy if you are running into issues at any level please do continually engage us we are in regular communications the chamber is with elected at the county level state level and federal level so if you're running into barriers or if you're running into questions please engage us and let us help you in that it looks like some of the people responding is that they've applied and they've not heard back let's see what else federal level the SBA website was down for a few days we heard that these are all really really helpful as the people are kind of trickling in and responding 8,000 applications came in within 48 hours working through them I'll get some guidance at the state and federal level as to kind of where they are and when people should expect to hear back because that's obviously incredibly important to need for resources now versus not knowing when you're getting them I'm gonna go ahead and close this poll okay cuz where did you want to add anything to that before we kind of move on to sure one I think we all know that some of the challenges technological that the state and feds have had and are all working with our partners at those levels to try to address them I think you know recognizing the fact that just like everybody has been flipped upside down trying to keep up with the developments through this crisis you know the unemployment for instance was up 16 times week over week you know sixteen hundred percent almost and so the amount of traffic and the amount of interests you know none of us were totally prepared for and so we're trying as best as we can to keep up in such a Tricia's point if there are issues that you're having even at other levels of government reach out to the chamber reach out to us and we will try to address it as quickly as we can with those areas I just wanted to add one other fund that might be of interest at the state level that was included the Department of Labor has a layoff aversion fund for teleworking and things related to teleworking to be able to keep folks employed wall the social distancing health directives are initiated and so it's another area to think through but those are up to $50,000 per applicant business or nonprofits or something to to take a look at as well and Tricia and I can make sure that that is included in that the follow-up that sent around absolutely and I can sum I don't want to put you on the spot there wasn't question and I know that you've looked at this a lot at the county level but what it means to demonstrate financial stress or disrupted operations that was one question get information on that but I'm not sure if you know the answer to that based on the conversations that you're having at a county level with similar parameters yeah it's still being worked out at the county level we are you know we've had conversations with the states I don't have specifics right now with that and I can talk through it when I present the the county piece of this but you know one of the things that you're likely to be required to show is you know the last two years of taxes or something similar to that and then you know demonstrating the you know the you know changes I mean there's also going to be other opportunities to show disrupted operations or financial stress but exactly how that is done we're trying to figure out and the goal and we're working with the executive branch on this closely as to make sure that it's done in a way that's reasonable in terms of recognizing these are public dollars but that can be deployed quickly because you know our goal particularly at the county level and we don't have a lot of money 20 million dollars we all recognize given the magnitude of this crisis is not going to spread far enough to keep every business and operations and keep the lights on but you know my hope and kind of the the goal that all of my colleagues have is to make sure that we can deploy it as quickly as possible to help to bridge to some of the larger funds particularly at the federal level that that businesses will be eligible for awesome and there is a question about um who into chambers should we contact ifer to say that we actually am looking at the attendees and we have almost a full chamber staff on here now know knowing the importance of this is for our members so what I will do on the one pager I will include all of the staff contact information and who to contact about what particular questions so I'll make sure that that's included in the one-page or - okay quickly let's move on to just I wanted to make sure that we highlighted the state actions because in addition to helping small businesses keep cash on hand and through kind of giving them grants and loans also the ability to hold on to cash and to not have certain payments due so this is an overview of different actions of the state has taken business related tax returns and are held off until June 1st I know many of you have monthly things that are due to the state whether it's the sales and use tax various withholdings taxes admissions and amusement tax all of these are not due until June 1st and then income state taxes and payments are due July 15th so just so everybody and our businesses know that both as a business owner and as an individual that the state is acknowledging that one way to keep cash on hand is to defer certain payments for at least a few months so I was trying to make sure there was an overview of that and with that I'm going to turn it over counselor so before he goes into this it is worth noting that a councilmember Friesen has done an absolutely fantastic job for small businesses in his entire tenure in the last year but specifically the last two to three weeks as this crisis has ramped up I know that I've spoken to him at least two to three times on the phone every single day kind of delaying messages from our small businesses as the things that they need and solutions that they that the council could potentially pursue so before he goes into kind of the overview it's worth noting that a lot of this that you're looking at now is through his hard work and perseverance and working with his colleagues to kind of drive this policy so with that I'll turn it over to you council member and you can go over some of the things you guys did last week and what you need to do next week sure we'll save you so much and none of this would have been possible without the partnership of the chamber and the County Chamber and all the partner chambers and countless conversations that have occurred with our local businesses not just with myself but with all of my colleagues and everybody is working really hard to try to reach out to as many folks as possible who we know are really struggling so this was introduced on Tuesday as emergency legislation it is scheduled to be voted on this coming Tuesday it was introduced as emergency legislation and so it will go into effect immediately upon it being approved on Tuesday assuming that is what happens which we expect since it was introduced by the entire County Council as a County initiative there are still a few things that will be tweaked between now and Tuesday although we are simultaneously working with the executive branch to have them be ready as soon as possible to be able to actually implement the program itself and so normally there'd be a long process where regulations will be put into place of how this would would work that process wouldn't start until after a bill is been approved we are throwing all that out recognising the crisis that we're in and that process has already begun is happening as we speak I've been in conversation with them and we're all trying to work as collaboratively as we can to make sure that by the time this passes on Tuesday that as soon thereafter as possible it is ready to be deployed because we understand that now more than ever time is money particularly for businesses who are struggling just to keep the lights on so it's 20 million dollar fund these are grants they're still some has been some interest in loans and grants I've felt very strongly that in the conv rsations that we have had with businesses throughout the county that grants are everything and even though we have a limited amount of funding I think you know that was an important part of this program it is seventy-five thousand dollars per business or nonprofit and a hundred or fewer full-time equivalents both of those are quite different from the state the state's program as you might have seen earlier caps the grant portion of their program at ten thousand and then has a much larger effort for low-interest 2% loans up to 50,000 per business and so we've really tried to fill that gap in this and our conversations with the state program which was being considered and ultimately launched at the same time as ours was and then a hundred foot or fewer full-time equivalent employees which is a major difference from the state the states is capped at 50 or fewer and the the feds the federal program the two trillion dollar plan that includes 350 billion for small businesses just so everybody knows as well that is any business that qualifies under the Small Business Administration rules and and that program allows now for forgivable loans and so some of those loans will be able to be forgiven if you don't maintain your workforce up to a certain percentage and so so that three levels I think they work well in tandem the funding can be used as proposed for employee wages and benefits and other operating expenses including taxes debt rent or other operating costs during the public health emergency as determined by the governor's state of emergency you know this is really important this was largely modeled off of the program in DC I'm sure many of you and there's probably some on this call but those who aren't based in DC or have operations in DC I'm sure you have professional relationships in DC and much of our program in terms of the grant funding and how it be used is based similarly on theirs and I will say and and made clear that they were able to get their program up and running seven days after it was approved at the council in DC and I expect that to be the standard that we at least meet if not be in order to get these funds deployed as quickly as possible there is another portion of the the bill for a teleworking grant we're having conversations about this because actually as we were working on this and working with our partners at the state they stepped up as I mentioned earlier to have a pretty robust teleworking program that's much more robust than the one that we're able to put forward at the county and so we may move away from this and direct people to take advantage of the state program with those conversations are ongoing but as currently proposed there's $250,000 for micro grants for local businesses and nonprofits and it's for basically modest teleworking equipment if you can stay in operations but don't have scanners printers headsets zoom you know member then you can't afford you know but otherwise could stay in business you know in order to keep an employee on we want to make sure that we're providing you with the small amount of money that you may need in order to do so so stand by on that that's something that actually could be subject to change or adjustment as we move forward based on the fact that there's good news here that we've been working on this and with our partners at the state and they stepped up with a larger fund than the one we have that is also eligible for businesses that and nonprofits okay and I know that this isn't necessarily entirely on you but can you talk a little bit about some of the conversations similar to the state level letting businesses keep cash on hand some of the conversations you've had either with your colleagues or with the county executive about different potential actions the county can can take to defer various payments and things like that yes I have as you know have had many conversations with colleagues and with our executive branch - and our legal department to determine what power we do have in terms of waiving deferring and changing deadlines of various taxes fees licenses registrations etc it's a work in progress I am hoping and have made an emphatic request that that be available and specific in terms of the guidance of what we are doing and we're able to do within our power to announce on Tuesday when this bill is scheduled to be passed I am Not sure that is going to I can't confirm that yet but I'm working towards that and that has been the request that's been made of the executive branch and I know that they are working from a legal standpoint and on the in the finance department to put together this information and have for the past at least a week to ten days to try to figure out how to move forward and how we can provide some level of relief similar to the state and the federal actions the one thing that I will say just to be clear the county is very limited in terms of our ability to make changes related to taxes our taxing authority comes strictly from the state and so there are certain circumstances that we don't have the ability to do that and so depending on what we confirm and how the county executive decides to move forward we will look at what potential legislative actions we can take at the council however limited they might be and also looking at potentially at the state level of what type of enabling legislation that we might need to have if they go back into special session as they're scheduled to go in May or soon thereafter so that we can move forward on that to provide relief moving for but we we recognize that the grant piece is important the immediate cash flow which was the first problem this is the second priority that we're working on as well and the chamber has been an active partner in that which I appreciate and counselor there's been two questions about more of the grant our churches included in the category of nonprofits and then does this grant do you have to be an established business for a couple of years or can on you know newly formed businesses apply I guess it would depend on the they not just have the ability to show need I mean if you're a business and spent around two or so years have you had conversations about kind of the criteria from that standpoint yes so those are things that are being worked out right now at the executive you know in the executive branch in terms of what the criteria are going to be to demonstrate the need based on the emergency regulations so I don't have comfort confirmation on exactly what those are going to end up being but those are two very important ongoing active conversations that are happening one is the question of demonstrating need and whether or not a new business would be able to demonstrate that need based on the way that the requirements are set up the way that the bill is written it wouldn't prevent a business from that is new from being able to be eligible but the regs could because if you have to show the last two years and you don't have the last two years then you wouldn't be able to do that and so those have been you know some of the active conversations that are happening behind the scenes that we're still working through of whether or not those would be allowed and so you know hopefully I will be able to get back as soon as possible and that will I'm hoping will be determined and confirmed by the time we pass the bill on Tuesday so that you know so that we have as I said the emergency regulations that are set up as quickly as possible in terms of faith-based institutions that's an ongoing question as well the way that that seems to be headed and I feel this way myself is that it's it's about employment this program was set up for employers and so an employer is an employer as an employer if you're eligible as an employer you should you know be eligible for for the program and you should be able to apply for the the funds I think a religious institution may have trouble demonstrating the operating losses because it's not the operating losses you know donations would not be eligible but for instance a religious a religiously affiliated you know service nonprofit like you know for instance a childcare pro that charges monthly and these next two months are going to have real trouble charging folks because they're not open you know that would be an example of an operating loss and if you had to layoff employees as a result of that or furlough your your teachers as a result of that now would be an example of an employer and I think the way that this is headed that would be eligible but again that those are questions that have to be fleshed out to a certain extent not necessarily in the legislation itself but in the regulations and there was what one question about if you're a small brick and mortar realtor or a sorry retailer and you owe your suppliers money because you can't move product can you use the grants to pay suppliers or with that again fold a regulation well I think it would depend on what that means most most like I mean I'm not sure paying a supplier would be considered an operating expense you know if you got supplied more than you can handle but it could be so I think that most likely would be you know it probably depends on how it's structured and you know likely would depend on the way that the emergency regs are today and there's been there's some questions around kind of the time to apply and the race to potentially need to apply if you're gonna have further hardship in the weeks and months to come and you you know can show more of a justification as to get these grants down the line but then you're potentially missing the opportunity i'm i it'd be good for you to speak to that but i will also put the plug in here and that this is kind of the importance of having these conversations so we can raise these questions now and i do see that we have some of our fellow colleagues on here from some of the local chambers and so as we're working through these issues this is why it's important to have these conversations so small businesses can raise their concerns nonprofits can raise their concerns and the chambers can kind of advocate with our local elected as these regulations are being drafted to really make sure that they practically make sense for our business owners yeah thank you for that point and you know I hope I've said it enough I'll say it again the partnership of the County Chamber and the local chambers has just been instrumental throughout this process and speaks to the partnership that is so critical to our decision-making the the point of this program the main focus of this program is immediate need ultimately we are never going to be able to keep up with a sustained massive economic calamity that it has the potential of occurring depending on how long this public health emergency is going to take and ultimately the scale and scope of county government just is not able to meet that need and I think we all recognize that what this is intended to do is to address the fact that immediately there are employers in the community who would have to shut their doors and lay people off in furlough people and close down operations and never be able to return and that we all recognize would be a travesty and that is what we're trying to prevent and so we're trying to make sure that this is focused on the immediate and urgent needs that the crisis has created as we currently stand we all recognize that one we need the federal government as they had with the two trillion and that might not be the end of it in terms of the needs of helping small businesses with direct support and state government to step up and and and to help and not just with funding we need major policy decisions that only the federal and to a certain extent the state government has the ability to do including how banks and lenders and the financial regulations and others you know occur during this crisis just to keep our economy afloat as as best as we can so that we were able to recover once we solve the immediate urgent need of the public health emergency I think we also all recognize that this night might not be the end of what it needs to do and so you know while this program will be focused on the folks who need it now and need it the most it doesn't rule out additional actions that the county is going to have to take in order to help those who are struggling desperately and so just because this isn't the best you know the county grant program isn't the best for a particular organization based on timing or eligibility today does not rule out there might not be a future county program and or that we wouldn't be working very hard with partners at the state and federal level to make sure that they're stepping up to help as well I do think that's an important point that similar to what we're seeing at the federal level with multiple items of legislation moving forward has different needs arise and unforeseen issues come up I don't think that it's the intent of the county and the state to say we passed this grant program we're good and so I think the more that we're hearing from small businesses as to what they need kind of the more that County the county and state level will do what we're seeing at the federal level which is like multiple iterations of legislation to kind of have an ongoing support for the regular issues were seeing but also kind of the unforeseen issues where we're encountering as we work through this crisis absolutely there's some other questions about you know one employee businesses is this can they qualify for this grant the bill is written in a way that they can and in fact larger a large part of the bill you know what's written similarly to how DC's program was set up and DC their program expressly allows it there may be some requirements on you know paying you know self-employed insurance self-employment taxes excuse me or some other standards for sole proprietorships but I think many people recognize that we have a number of sole proprietors in the county who will be impacted by this and I expect them to be eligible and as the bill is drafted they sorely can be ok big questions so we've we've talked about the Greens we've talked about the loans people can continue to still ask about that but I don't know if anyone has broader questions for the councilmember I think we have him for another 10 minutes or so but we can certainly ask him about beyond these grants and loans or share stories of him beyond these grants and loans let's see one quick point our colleagues have introduced a 250,000 dollar appropriation special appropriation for the visit montgomery county visit moco pay for hotels hotel rooms for frontline health care workers to be able to sleep in the middle of the day at certain points many of whom can't go home because they have a or struggle to be able to figure out where they can go because they don't want to potentially infect a vulnerable person in their household and so given the fact that we recognize that this is taking a significant hit on our hotel industry we've already seen a number of them close and and and and furlough employees etc that's one way that at a discounted rate visit MOCA will be you know introducing or engaging in agreements with hotels and working with hospitals to be able to to make that connection and provide that type of support I think it's one of the many examples of things that we're looking at now to be able to leverage the different communities that we have public and private nonprofit and for-profit government and private sector to be able to figure out how we address this crisis because we all recognize that we need an all-hands-on-deck couple questions on how people can donate or different nonprofits that are working this might be a good opportunity to talk more about the work that I know manna Food Center is doing and things like that so our businesses can know that too sure yeah the county's really focused on that too obviously the purpose of this call was really focused on the business piece so I didn't talk a lot about it but we have a five million dollar special appropriation that's going towards vulnerable populations that was proposed and introduced on Tuesday as well as part of this broader package $260,000 appropriation specifically to manna f ods for helping with food insecurity and particularly helping the school system meet the needs of the school lunch program which is drastically expanded and we're seeing increasing adoption of that you know important them to know we have 50,000 students in our school system who are on free and reduced meals this is a huge challenge for those families at this time top of mind for us in addition to the housing and homelessness challenges and the healthcare challenges in terms of donations manna food is a good one kind nourish now there are several organizations the food council was working on this as well that are you know working hard to meet the food and security challenges that many residents face the hospitals are now starting to do certain collections including Suburban Hospital which I know is a great member the chamber that started taking collections as well so you should stay tuned for that the Community Foundation has put out a really helpful list of organizations that are specifically dealing with the Cova 19 crisis and ways that you can give where you live and support those efforts and then I'd also like to give a plug in particular to the volunteer fire service system and the volunteer fire houses particularly if you deal directly with them reach out directly to them and your communities but they really need help particularly even just with food and and feeding their their members and it's a good way and many residents and businesses have stepped up in amazing ways over the last couple weeks to just sponsor a meal for members of different volunteer fire houses as a way not only to support local restaurants and businesses but also to help our our first responders and the heroes in our community are doing such important work on the frontlines and as well you can there every hospital has ways while they don't accept you to drop off food and that's not something that you should do there are ways to provide things for the frontline health care heroes who are really at the forefront of this crisis and you need support as well and so they're checking out suburban and Adventists and Holy Cross and the you know the other of the six hospitals that we have around Montgomery County to make sure that we're doing what we can for the folks who are doing their jobs while we do our jobs which is largely to stay out great and then for those of you that are asking really specific questions I don't let you know that I do see them and I will follow up with you directly on but there is kind of a broader question which i think is interesting and you as our you know business voice on the council what this means potentially for land-use moving forward have you had conversations on landowners that might need to delay development plans moving forward or are we still early enough into it that you're not hearing about that just yet yeah I think we're early into it to understand what the global broader sustaining economic impacts of this are going to be I think we all recognize that's real and significant I will say that the several property owners that I have spoken to recently plan to continue plan to proceed they see you know the best part about our County is that most of the land use is long-term ownership it's it's not you know buy build and sell and you know and and with companies from outside particular and the DC region more broadly will be as well-positioned and poised as any place in the world to be able to come out from this as strong as anywhere else largely because we have a thriving bio health industry because of the potential infusion of capital that will go through and from the federal government and partner agencies and related residual businesses because you know now more
