The Constitution requires the President to report to Congress periodically (though not necessarily every year; the actual phrase in the Constitution is “from time to time,”) on the state of the Union. This does not have to be an in-person address; in fact, between 1800 and 1913, presidents delivered the state of the Union as a written message that was delivered to Congress by messenger, without the President personally reading it or being present in Congress when it was read.It was Woodrow Wilson who started the current tradition of delivering the State of the Union as an in-person address before a joint session of Congress. Prior to Wilson in 1913, you had to go back to John Adams in 1800 to find a President who had personally delivered the State of the Union address to Congress.While the State of the Union is a constitutional requirement of the office of the Presidency, the exact manner, timing, location and frequency of the address is not specified in the Constitution. The modern State of the Union address is largely political theater; the speeches have very little lasting impact on public opinion, and at best are opportunities for presidents to define their priorities for the coming year. During eras of divided government, as we have right now, this is far less important than it seems, since presidents cannot steer the national agenda on their own, so many of the things they end up talking about in their SOTU address are more a case of their saying, “this is what I would like to do,” rather than “this is what will actually get done.”By tradition and protocol, the President cannot address a joint session of Congress without an invitation from the Speaker of the House. Technically, the Speaker could even order the Sergeant-at-arms of the House to refuse to admit the President to the chamber. But these would be massive public embarrassments that would be signs of a government that is so badly broken it cannot even do the easy things anymore.EDIT: Carter Moore’s research into the House rules reveals that the House could not, under its own rules, deny the President admittance to the House chamber if he arrived, but he would not be able to seek recognition to address the chamber without an invitation. It’d be a crazy spectacle if he showed up hoping to address a joint session without invitation.

I have a possible change to existing laws that will help prevent not just school shootings, but all shootings. Obviously it won’t a stop them entirely, but it will help. A lot. It won’t even impinge on anyone’s right to bear arms. You ready? Make gun free zones actually be gun free. See, schools are gun free zones. New York doesn’t really allow private citizens to carry (I think the figure is like 5 private carry permits issued each year but im too lazy to go find the exact number right now). Hell, the only massive shootings that happened in a non-gun-free zone was the Vegas massacre. ALL the others were stopped very very quickly. See the Texas church shooting for an example. So, ignore most mass shootings happen in a gun free zone, clearly we are doing something wrong with those gun free zones. I propose, that in order for a venue to be considered a gun free zone, it must have - at the minimum - armed guards and metal detectors. If you are going to demand that I leave my gun behind and thus render myself less able to protect myself, then you damn we’ll be able to provide for my protection yourself.P.S. it is a wildly consistent fact that cities that have stricter gun laws (such as New York and Chicago) have a higher incidence of violent crime than more gun friendly cities of comparable size (like Dallas, for example) so the idea that a lack of firearms in the hands of law abiding citizens necessitates firearms in the hands of guards (or enormous police presence as the case may be) is a fairly we’ll supported one.
