A sergeant's signature is required on every case report and every accident report. Only then does the report enter into the Records system, and only then is it considered an official document. Some departments may have different policies on this, but I have worked on three different police departments, and they all follow this protocol.It has been this way since time immemorial — or at least since the early 1970s. In those days we wrote reports on paper, by hand, in black ink. We were like scribes.Some sergeants were harder to please than others. We had one guy who was an English major in college, and it was not uncommon for him to mark our reports up with a red pen if we misspelled a word or had the wrong punctuation. He had a valid reason for this, but it was still a little annoying.For years we teased an officer who was unusually poor at spelling and grammar. “Johnny” was unable to spell “urinated”. One of his reports had several versions of the word crossed off, and he finally submitted the report using the word “pissed”. The sergeant rejected it. His reports became entertainment for us to read. Exploited just once that too unintentionally.I and my girlfriend love to bake. (Not professionally. But just for our sake). We were out of Vanilla extract (In India it’s understood by only as Vanilla Essence). We searched many shops and they were also out of Vanilla Extract.One night we went to a Super Market (I won’t reveal the name, else I won’t get another chance if they know about the flaw :-P). I searched for the Vanilla Extract and luckily it was there. I told my girlfriend, “let’s take a box (Set of 10 bottles) since we are baking quite frequently and we will run out soon and search for this again”. She agreed. Suddenly, she said and I agreed, “let’s take 3 Cardamom Extract as well (Ilaichi essence)”. She removed 3 Vanilla extract from the box and put 3 Cardamom Extract in the box.Here comes the Fun part.Something struck to my mind, and I checked the price of both the bottles. Cardamom extract was nearly double the price of the Vanilla extract. I told her, “we should take these separate as the price is different”. She said, “let’s try once today. If the cashier sees, it’s okay. Else it will be his mistake”. I agreed.Here comes the Funnier part.The cashier didn’t open the box and scanned the bar code on the box directly. We paid and came out. My girlfriend said, we shouldn’t have done that. But it’s just this one time. I said, “let me tell you something else”.Here comes the Funniest part.“The bar code on the box represents just one bottle. Not the whole box. The cashier didn’t have any idea about that. So when he scanned, it took the price of one bottle of Vanilla extract. We got 7 bottles of Vanilla extract and 3 bottles of Cardamom extract (which is equal to nearly 5 bottles of Vanilla extract) at the price of just one bottle of Vanilla extract.”After knowing this, my girlfriend is saying me even today (after 3 days of the incident), “this is bad. We should have told them”. I said, “we wanted to do little bit of cheating (Hera Pheri), but God had a different plan. Now don’t think that it’s cheating. We simply took advantage of a flaw in the pattern.The production company should have put the bar code of 10 bottles on the box instead of just one bottle. Who knows, the super market also not exploiting that flaw? As while buying bulk, no one checks individual items. They scan the bar code and put the price.The cashier should have checked properly as we bought just 4 items including that box and there was no rush as well.”Here comes the LOL part.When I told the incident to my best friend, he suggested, “Let’s start a Essence shop at the parking Area of that super market. As the comments suggest, I did intentional shoplifting when I put the higher priced bottles with the lower priced ones. From my perspective, I needed a container for the bottles as they were small. They can’t be kept in the trolley separately as they will slip through. And I can’t carry another box as there were none empty.

There is a string of policy memorandums implemented by USCIS that can drastically complicate the H1-B extension process.Most recently, on Sept. 11, 2018, Policy Memorandum 602-0163 went into effect granting USCIS officers the ability to deny a visa or green card application, petition or request (extensions) without issuing a Request for Evidence (RFE).What this means is that immigration officials who have questions about a case or see a technical issue can merely deny instead of giving the applicant or petitioner an opportunity to correct clerical errors or provide U.S. employers and attorneys the right to address concerns.Adjudicators have effectively been given almost full discretion to make complex judgments without clear standards nor proper oversight to safeguard against unequal treatment.When taken in conjunction with these four other new policies enacted by the Trump administration, the implications are astonishing and pose major issues to H-1B visa extensions.1. Deference to previously approved visasThe first major hurdle for H-1B visa holders came in the form of Policy Memorandum 602-0151 issued on October 23, 2017. The new memorandum rescinded previous guidance, issued April 23, 2004, that gave deference to prior determinations of eligibility for H-1B visa holders filing for extensions that involved the same parties and underlying facts as the initial petition.In other words, USCIS introduced a series of policies with more stringent standards to apply to previously approved petitions.2. Level 1 wageThe second complication to H-1B petitions is wage levels. More H-1B RFEs now question wage level 1. On March 31, 2017, USCIS issued a policy memorandum that put into question the qualification of ‘computer programmer’ as a specialty occupation. Specifically, entry-level positions that require a university degree, but no experience are typically classified under level 1 wage.USCIS has argued that the job duties paying level 1 wages are not complex enough to qualify as specialized but too complex to be considered entry-level because they involve the exercise of judgment and thus require oversight from a wage level 3 supervisor. Quite the predicament.3. Specialty occupationThis brings us to the problem of singular degrees and specialization. USCIS contends that a specialty occupation requires a theoretical and practical application of a body of specialized knowledge and together with at least a bachelor's degree or its equivalent. The issue with the singular degree requirement is that often the coursework of a related degree provides the specialized knowledge needed to perform job duties.For instance, to fill a computer programmer position an applicant does not necessarily require a computer science degree to carry out tasks. Instead, a person with a mathematics or information technology degree can adequately fulfill such job responsibilities.Under the new policy, if an employer determines that an applicant with a mathematics degree is most qualified for a computer programmer position, a technical evaluation must then be submitted with solid documentation demonstrating how the applicant’s coursework is directly connected to the job description, adding time and money to an already complex process.4. Right to controlAnother obstacle to the H-1B visa is the “right to control” in which USCIS scrutinizes the employer-employee relationship by weighing multiple factors such as who directly supervises the H-1B worker and whether supervision is performed on or off-site. If the work is performed off-site, then the method and frequency of supervision are analyzed. USCIS further evaluates the employer-employee relationship in a myriad of ways including with the use of proprietary information and whether the end work product is directly linked to the H-1B employer's (petitioner's) business is closely examined.To combat such intrusive investigation by USCIS, project management software that indicates oversight and services provided by all constituents should be used. Furthermore, submitting an itinerary or any and all documentation demonstrating the employer-employee relationship with specific job duties that is signed by all parties can help increase the chances of success.Lastly, the implementation of USCIS Policy Memorandum 602-0050.1 beginning October 1, 2018, expands the conditions under which USCIS issues a Notice to Appear (NTA), the document that initiates removal (deportation) proceedings, to include situations where:“upon issuance of an unfavorable decision on an application, petition, or benefit request, the alien is not lawfully present in the United States.”The expansion of NTA policy will severely limit, the option to self-deport and could be ruinous for visa applicants by putting them in jeopardy of becoming criminals and being barred from the United States should they become out of status upon denial without warning.This is particularly alarming since RFEs are now issued at the adjudicator’s discretion adding undue pressure on the high-skill immigrant workforce. We may see a drastic increase in flat-out denials (including for extensions) even in cases that would ultimately be approved given the chance to rectify concerns or submit additional evidence.The implication for an H1-B visa holder seeking an extension is this: dot your i's and cross your t's, there is absolutely no room for error. Make sure you have a seasoned law professional with high approval success in your corner.Collectively, these changes could be devastating to American employers and employees who use legal processes to file visa petitions on behalf of the foreign nationals to extend their employment.** Guidance for employment-based petitions and humanitarian applications and petition case types will not be implemented according to the June 28th NTA memo at this time.**

A recent incident of my college times. Maybe sometime in November 2010.It was the first day at my C Lab where the Instructor was teaching us our first program (Not Hello world Program though ) . Yes, I did my BE in Computer Science from a reputed college in Bangalore. Talking about our college , we had to score really good (Mostly below 1000 Rank for CSE) in a Common Entrance Test to get into our college. The reason for bragging about my college is to picturize how intellectual the students were. And one such intellectual student was in my Lab as well . Lets call him Rahul.“Rahul - Naam to suna hi hoga”Rahul was really good at things and was always on his toes to shoot answers to the lecturer. But that fine day in our Lab he did something that still makes me laugh my ass out.Lecturer asked us to type in the program in an editor ( Mostly Notepad !!). After few minutes maybe Rahul started calling the instructor telling that he had an compilation error. While instructor was busy helping others he just told Rahul to refer the manual for the code. Rahul bragging himself told that he has been writing that piece of code from years and is very sure about the code. Apparantly he was from Computer Science background and CS was his main subject in 11th and 12th.Few minutes later when the instructor arrived at his desk and showed him that Rahul had typed semicolon “;” instead of colon “:” in one of his line, Rahul had a poker face and tried arguing that he typed colon “:” but the computer was taking it as semicolon “;”. Instructor asked what was wrong and continued to ask if the Shift key of his computer was malfuntioning. Rahul had a hell of a reply with confidence in his voice “Sir, my colon is malfunctioning !!! Not the Shift Key!!! What has shift to do with colon!?. ”Instructor politely replied “U need to use Shift + “;” for colon “:” !!!”Rahul with his embarassed face tried to make a comeback with “ Oh !! Sorry sir!! It has been 3 months that i have coded” Whole class burst out in laughter PS: Rahul is now in one of the Best IT Company that most of us could even dream of.

Thanks for the A2A. Not sure if I'm a 'Maestro' though :PFirst of all, I'm not an expert in what one should or shouldn't do in undergrad college. Everyone has their own interests and methods. I'll just describe my own learning experience and hope that it may benefit some readers.I was familiar with C/C++ before I joined college as I studied it in 11th and 12th standard at school. But the real learning began in my 3rd semester when I joined MITx: 6.00x "Introduction to Computer Science and Programming" on edX (Fall_2012 link: 6.00x Course Info | edX). I recommend this course to anyone who is just beginning with programming. There are many greats things to be learnt in it. Python is used for the assignments but that's no problem as it is incredibly easy to learn. Getting to learn python is just one of the many benefits I received. As the assignments are graded in a manner similar to that used in competitive programming websites, you'll get good practice of writing code. Also, you'll get to know many basic techniques. I attended the Fall 2012 version of the course and I think they have reduced the syllabus of the course now, but it is still a very good place to begin.Shortly after that I tried my hand at Competitive programming. I participated in ACM ICPC 2012 but I failed to solve even a single problem in the qualifying round. The reason was absence of "return 0;" in the end xD. My team got Segmentation Fault on every code that we submitted. Same was my experience with Codechef when I started out there. But when I finally came to know about this mistake and saw my first green tick, that was when I was truly addicted to programming. I practiced many problems in Codechef's practice section and that taught me the basic techniques used in competitive programming. I learnt that if your code fails on a single test case, you can't call it 'nearly' correct, it's just plain wrong! That is a very important lesson. Every month since then, I participated in the monthly long contest on Codechef. The great thing about long contests is that they give you sufficient time to solve complex problems and to learn new algorithms.I also started participating in two-hour contests on Codeforces. After learning the basics through long contests, it is important to participate in short contests. Being able to think in a time-constrained environment and arriving at the solution quickly is necessary for interviews.College students should definitely take part in ACM-ICPC. You'll get to meet a lot of like-minded people there and it is a very good learning experience. My team signNowed the Amritapuri onsite regional round in 2013 and 2014 and got decent rank in both years.Apart from competitive programming, I also did some web development using PHP and MySQL. My other small projects include a 2048 solver and an app for the game of Nim. The importance of development projects is that it gives you a taste of what software development feels like and what kind of challenges are faced ( readability, documentation, etc ). So I definitely recommend choosing some area (Android app development, GNOME development, Web development: front-end and back-end, Kernel development, Windows Desktop Apps, ... really the possibilities are limitless) and doing some development work. Doing programming projects that weren't a part of your college curriculum shows that you are truly interested in creating new things. You may also try your hand at advanced topics in computer science like Image Processing, Machine Learning, Data Mining, etc. I studied multi-core programming using OpenMP.If you have enthusiastically participated in programming contests, you are nearly ready to face any software development interview. Some companies ask DBMS, OS or other subjects' questions too, but in my experience Data Structures and Algorithms is the most important topic for Software Engineer interviews. You can brush up your knowledge by reading up on GeeksforGeeks or CareerCup . You'll definitely find some new tricks there. That's what I did while preparing for Google interviews. A word of caution: while studying questions from various websites, don't just jump to solutions directly, try out the problem yourself first. I cannot stress enough the importance of solving problems yourself. Go the extra mile for each question.Regarding Google interviews, I participated in the Google APAC 2015 University Graduates Test organized by Google. The students who are in their final year and who performed well in the test ( I am not aware of the cutoff criteria ) are considered for further rounds of interview. They flew me out to Bangalore for 4 rounds of technical interviews. I cannot disclose the questions that they asked me in the interview ( they make you sign an NDA ), but I can say this: it was the most awesome experience I ever had! The interviewers were fantastic and the discussions were great!Keep in mind that practice matters a lot in programming. Reading up just before an interview won't help at all. It is the continuous perseverance of months and years that makes one a good programmer. There is always something new to learn in programming and even after a lot of practice you may still have days when the silliest bug makes you sweat; God knows I've had mine :D . So don't let the bugs get you down and code on!Cheers!
