all right hi everyone welcome to the instructional webinar for the 2019 s correct Delaware procurement program my name is Charlie I'm within climb and we will be managing the procurement on behalf of the sustainable energy utility so on today's agenda we'll be doing a program overview going over some of the changes from the 2018 program and then a sample facility application and then we will have a Q&A at the end so please hold your questions until the end and then you can chat those in to us we will answer those to the best of our ability so to give a general overview of the program all contracts awarded through the program will commence with july 2019 SRX so anything created you know before that July 1st 2019 those s tracks are not eligible for the program if you do win a place in the program and you have a previous contract with an aggregator those will need to be terminated prior to the creation of those july 2019 esther x we only accept bid based applications so there's no administratively set price setting the lowest prices in each tier will be the winning bids and the ones that are accepted into the program the contracts are all for 20 years and so the first ten years are at the accepted bid price plus any bonuses that are included in your certification number and then the second ten years will be at the lower of the bid price or twenty dollars so say you have a winning bid of thirty five dollars you would receive that for the first ten years and then $20 for the second ten years if you had a winning bid of $15 you would receive that for the whole twenty years of that contract so the solicitation is broken into tiers that are based on facility size interconnection date ownership structure and system location this year's program will have five tiers which is a change from the nine that we have last year moving on to the basic requirements for the program projects must have or be eligible for the delaware certification you can obtain this from the delaware public service commission and you are responsible for obtaining that on your own if you do have any questions about that process or anything please do direct those to the Delaware Public Service Commission they're very helpful and you know happy to walk you through the process the second requirement is that projects must be operational within 12 months of the contract award date so once you win a place into the procurement you'll then have 12 months to get that Delaware certification number and complete the other requirements for the program the third main requirement is that a revenue grade meter is installed typically new inverters will satisfy this requirement but that will be required once you have a winning bid so you can bid in without that meter but once you do have a winning bid you'll be required to install that so I do want to go over the delaware parts and labor bonus in your delaware certification number there may be a p or a w at the ends there so if you have a p in there that's an equipment bonus and the W is a labor bonus and each one of those is for an additional 10% to the price of your bid so if you have both bonuses and you bid in $100 you would then actually receive one hundred and twenty dollars per s req you had one bonus you would receive one hundred and ten so that's kind of how those bonuses work and then these bonuses are also useful for any bid ties that happen so if you're tied with another bid and the certification numbers that have that bonus would win out over facilities that do not have that bonus and I do also want to kind of remind everyone that if you are claiming these bonuses be very certain that you have them because if you claim them incorrectly your contract is subject to cancellation moving on to bid de Paz quired only for facilities that don't yet have a Delaware certification number and are equal to $100 per kilowatt of nameplate capacity and so this is DC capacity and we use standard rounding for the bid deposits a four point three kilowatt system would have four hundred a four point eight kilowatt system would owe 500 these bid deposits are returned for all successful applications that go ahead and go forward with the contract or for all unsuccessful applications so the only time that you'll forfeit a bid deposit is if you have a winning application but you don't follow through with the contract so moving on to performance credit support this is only required for systems over 500 kilowatts if you do win a place in the program this is something that will contact you about once your system is operational and so this is just required to secure the obligation to deliver the minimum annual quantity of s recs for the terms of your contract with us and this can be provided to the sustainable energy utility by cash letter of credit or any other forms of collateral that they accept and then your performance guarantee for years one through ten it's going to eat be equal to five percent of your annual s Trek commitment and then four years eleven through twenty is equal to ten percent of your annual SREC commitment so the timeline for this year's auction the application window will be opening June 20th at 9:00 a.m. in closing July 3rd at 5:00 p.m. so this is a two-week window where you'll have to go in and submit the bids I'll discuss more detailed kind of that process later on when I go through the sample application and then on July 12th the preliminary results will be announced and then once the final results are announced winning applicants will be sent further instructions on how to move forward and manage their contracts and I do just want to note that there is no reward for submitting earlier later in this window we do recommend starting early but there is no you know you don't get a bonus for submitting on day one versus the last day so here are the five tears for this year's procurement the first one being customer owned facilities less than 50 kilowatts and you can see that 4400 s racks will be procured from this tier the second tier being 50 kilowatts to 500 kilowatts and having 2300 procured third tier five hundred to two megawatts with 3300 s racks and then the fourth tier will be greater than 2 megawatt facilities and then any new lease system so non customer own that are less than 50 kilowatts and then tier 5 is reserved for existing delaware sided systems and any out of state facilities that qualify and then I do want to note that tiers 1 through 4 are all new in-state systems but the definition for new in tier 1 is different than tiers 2 through 4 so for tier 1 systems they're considered new if they have not been built yet or have interconnection approval later than June 9th 2017 all other systems would be considered new if they have interconnection later than August 4th 2018 so just some more details on the tiers per customer own that means that the owner must own both the solar array and the property where the system is located to qualify as customer owned so you have to own both and then tiers 1 through 4 as I mentioned must be in-state and that just means Delaware cited and obviously out-of-state would be any other state meant Delaware and then Delmarva will be procuring a minimum of 15,000 maximum of 20,000 with that 5,000 difference coming from tier 5 as mentioned in that previous tier breakdown so the award process will look something like this July 3rd is the last day to submit those applications the first step after that would be that will sort the lowest price bids in each tier and then step after that will be within the capacity of each tier the lowest price bids will all be awarded contracts up to that number of s racks that we can procure per tier and then mentioned those preliminary results will be announced on July 12 so for the award process in the case of a tie scenario so anytime multiple bids at the same price are at the cutoff point for an over subscribe tier so say you had a hundred spots left in two facilities bid in with you know 100 100 each but they're at the same price that would be this case and so in order to avoid this we have a hint there all we always recommend doing bids and dollars and cents and so you know you add the cents in there and that makes it much less likely that you would have this tie scenario and then to actually break the tie if there is one if you have the Delaware labor and equipment bonuses those will win out over the non bonus systems and then once we take this into consideration if capacity remains the remaining projects are then given five days to submit a revised bid and we pick the lowest price on that if the tie still remains after that there's a lottery conducted and again it's that same order if you have bonuses versus if you don't the ones with boniface bonuses will take priority and then notwithstanding the above if there is a bid tie-in the combined tier 5 the new systems will prevail over existing systems and then in-state content over out-of-state will win and then if a tie remains there is a rebid so now we'll talk about multiple facilities that need to be aggregated under one contract so applicants do need to aggregate facilities together under one contract if they are on the same parcel of land or share a utility interconnection point so an example of this would be if you had an office building with multiple offices and each of these offices have their own facility they would need to be aggregated into one facility in one bid if this is the case that you're in do contact customer service and we'll go ahead and make some manual changes to your application just to ensure that it's all done correctly in the proper ownership of those s Rex is you know done on the contract the exception of would be if there's a partial fill from previous solicitations I don't think we have any of this but this would just be if there are 250 spots left in one facility say bit in with 500 and only half of them were taken they could then submit a new application in this year's solicitation for those remaining 250 moving on to owner representatives all SREC owners can submit bids on their own and manage the contracts on their own however they can also utilize the services of a third party to manage their applications and contracts and even submit the application for them you can change or remove this representative at any time throughout the duration of your contract just let us know and we can go ahead and make the appropriate changes for you so some other important things to note Delmarva as they always have has the right to exercise price discretion and rejected if they don't like a price or you know kind of for whatever other reason they may find any bid over the alternative compliance price of $400 is automatically rejected I don't think our system allows you to even submit a bid over 400 and then diversity of ownership in tier 2 the sustainable energy utility cannot award more than 50% of SRX and tier 2 to a single owner unless that tiers undersubscribed and again as mentioned earlier the last 10 years of the contract will remain at $20 the same as last year moving on to changes from the 2018 program so as we did mention I just want to reiterate most of this the number of tiers was reduced just to simplify the process and make it easier to understand so there's five now there were nine last year and so we've just tried to make that easier for everyone I did mention this as well we're Tier one systems are considered new if they have interconnection date later than June 9th 2017 and then all the other tiers are considered new if they have it later than August 4th 2018 and so this was done for you know people who have a customer own residential facility and they bid in didn't quite you know get that cut off and so they missed out last year this kind of gives them a second chance to bid with those relatively new facilities another change is that Tier two can use any financing model and this is in addition to what I just mentioned with not having you know one owner take out more than half of the Asterix in that tier again unless that tier is undersubscribed and then we could go back and award the rest of that's here to them and then Tier three is all new systems from 500 kilowatts to two megawatts and we now allow all financing and ownership models for that tier okay so moving on to the application example so we'll just go through a sample application just kind of give a good oversight on how that process works so the window will be Thursday June 20th at 9:00 a.m. that's when you can start submitting bids all the way through Wednesday July 3rd at 5:00 p.m. and so all of these applications will need to be submitted online if you did apply in the past and we're unsuccessful that information will still be stored in the system under your same account so you don't have to go through all the steps you can just resubmit at a different price point we only allow one application per facility applications can be saved and returned to before final submission so if you get to step 3 and you're confused about one part of it you can save your progress and then come back later and then as we just mentioned the application can be submitted by the facility owner or the owner representative so the first step in getting the application in would be to register an account on SREC Delaware this is required before you can do you know any of the bidding and this is just kind of go to our home site a strike Delaware comm on the top right there's a little sign up link and you'll just provide some general information and create account once you have your account created you click new application to start the process of you know filling out your facility details or if you had an unsuccessful application from a previous solicitation you can re-enter that one and you know do a new bid price and then I do also want to note if you had a third party representative apply but it was an unsuccessful bid and they're no longer representing you we can actually transfer that application into your new account so if that is the case for you do let us know and then we can go ahead and set you up with your previous application and you won't have to go through all the following steps so step one is going to be the general facility information you will name your contract provide you know site location module type inverter type the number of arrays and then the details for each array so that being a number of modules power rating system till an azimuth along with the mounting location so roof or ground and then whether or not you have the revenue grade meter installed you'll also indicate whether this is a lease or a power purchase agreement if you have online monitoring your inter connecting utility as well as an interconnection date and if you have a Delaware certification number or not and I do want to note that the information here is very important it needs to be accurate and you know done correctly because we use this to base what tier you're actually bidding into later on in the application so do make sure that you have all the correct information entered here or it'll have a negative impacts on the rest of your application the second step is just the owner contact info and so I do want to stress the fact that this is the owner of the S Rex not the system so some people may have you know diverse ownership structure on their facility and so this is the owners of the S Rex themselves and so that information will need to be entered here step 3 this is where the owner representative will be identified so if you manage your own facility you can just click that skip this step button and move on if not you'll pull up the drop down menu where it'll have you know a list of Representatives if they're not on that list you can manually enter them and they're not required to complete the application again you can do this on your own so step four is the bid price and SREC obligation the bids can be any number the lowest price bids again will be the winning bids and the project's compete within each tier so you'll only be competing with facilities that are bidding into the same tier as you in the top left you see the tier selection this will be prefilled based on that information provided in part one and so if you think the tiers incorrect go back and please nd share the information was intricately in step one and if you do and it still looks wrong do contact us and we can take a look for you once you do pick your bid price the bottom will show your s correct commitment and so this is just an estimate that we provide based on the system details that you've submitted earlier in the application you can change this number to you know alter the amount of s tracks that you think your facility will produce so these are just kind of you know guesses for us for people who may be unfamiliar with how many s tracks their system would produce and then if you have a facility that is greater than 500 kilowatts and you don't reach the 80% of you know your commitment so say you were committed to you know 200 s tracks and you can't get to that hundred and sixty amount you would have to pay damages but for any facilities smaller than 500 kilowatts you would not have to pay damages for not hitting that commitment and your payment can be up to a hundred and ten percent of the commitment so say you were committed to a hundred s tracks per year you could receive payment for up to one hundred and ten so again back to the parts and labor bonus this is where that part of you know the certain number comes into the application if you have that PW at the end of your certification number that means you would have both parts and labor bonus you just have a W that would be a labor bonus and just a P that would be a parts bonus and if you have two zeros and you have neither of those and I do just want to reiterate the fact that you know if you fail to comply you say you have a part bonus or you say you have a labor bonus and you don't and we build the contract around that those contracts are subject to cancellation if it's done incorrectly Step five goes kind of into detail about the bid deposits so the bid deposit is only required for applications and facilities that lack a Delaware certification number again it is $100 per kilowatt of DC output on the nameplate capacity so 4.3 kilowatt system I was four hundred four point eight without 500 and again the bid deposit is returned if the application is unsuccessful or once the facility obtains the Delaware certification number this bid deposit is only forfeited if you win a place in the auction but don't actually go through with the project the types of payments that we accept for the bid deposit our credit card electronic wire ACH payment and letter of credit they all kind of have their varying fees and you know details and I do want to note that $10,000 is the limit for bid deposits paid by credit card continuing on with the bid deposit if you do use a wire or ACH payment we will assign you a transfer identification number and so do keep track of that number and when you process that payment with your bank make sure you give them that number so when we receive the payment we can you know assign it to the correct contract you know that you paid that deposit and then you'll also need to fill out this returning bid deposit account information so this is where you know once you get that certification number and we return the bid deposit this is where that will go to and you'll have to go ahead and provide this information if you have a wire ACH or credit card payment so the last step is to sign and save you'll just type your name into this box click Save and submit and then you'll get this little congratulations pop up and you can go back to your dashboard and so if you are managing multiple contracts for multiple customers you can go ahead and do another application from here you'll only see the applications from the 2019 s correct program and you can always go back in and alter you know your bid amount or change any details as long as that's within that two-week window and I do also want to note that we review applications after submission just to ensure accuracy and you'll receive a confirmation email up to two days after submission from us just you know ensuring that you know it's done correctly and you're all set with this procurements so once you have a winning bid these will be your next steps the transfer agreement and any other documentation will need to be signed and returned by September 1st 2019 and then any contract with another S track broker or aggregator will need to be terminated your system will be managed in the Gatz account of the S write Delaware program so if it's in a different account we will have to do that transfer for you monthly meter readings will need to be entered on the S track Delaware website so you can enter these and then based on the generation there we will start submitting payments by direct deposit into the bank account that you provide for your contract and so that concludes the overview of the 2019 S York Delaware procurement we're going to move on to some questions and answers so if you do have questions you can go ahead and send those in by chat and we will answer those to the best of our ability thank you you okay so we do have our first question it is if we are building a car part that has different rows facing different directions how do you suggest we enter the azimuth not all the rows run parallel to each other similarly the tilts are different because they are dual tilt so half the paint on those panels will face one way and half face the other way so if you have this kind of situation you would just have multiple arrays and so for each azimuth tilt and power rating for you know as long as it's the same you would essentially fill out a new array for each disk different azimuth until so they all need to have the same azimuth until a neat array and you can just do a new array for each one that is different I do have another question can you show the application again I'd like to see all the fields so we will be posting this webinar on our website in the next few hours along with the PowerPoint on its own so you can come back and listen through everything and you can also download the PowerPoint just to look at the slides so I'm not going to go back and show all that stuff now but it will be available later on this afternoon you so I got a question about the program being set to end or if the program will be extended we don't have any concrete answer there so the program is really a tit and reworked every year will still be managing all the previous year's contracts so that's just something that will be kind of determined in future dates and then they also asked are there are they planning to open any other solar incentive programs that's another thing I'm not totally sure about will be you know running this procurement kind of evaluating the results and then we'll make a decision moving forward in the future so nothing concrete there but we will continue to manage all of these facilities for the duration of their contract you and so I'm not getting too many more questions if there are more please send those in I'll give it another minute or so but if we don't get any I'll go ahead and conclude this webinar so I have a question about how the cooperative utilities in Delaware are different from Delmarva in terms of the s correct procurement from our perspective you know Delmarva is going to be procuring s Rex from you know whoever wins their bid so the only thing you'll need to do is tell us you know what your utility is and then we'll use that to register your system differently and GATS so from our perspective it's not going to change much and then I have another one provide a starting point for where to get our delaware PSC cert number so if you just googled delaware Public Service Commission it should be the first link that pops up and you can contact you know their customer service number and they'll be happy to kind of walk you through exactly what the process is I believe there's a $50 fee to get that certain number and it can take you know between six and 12 weeks but again you'd have to reach out to the Delaware Public Service Commission to get more details on that I have another question about where you would find your Delaware certification number so if you don't know what your certain number is and you think you might have one you can reach out to the Delaware Public Service Commission you know give them your facility address and your name and whatnot and they can check to see if you're already registered or not so if you don't you know any questions regarding the cert number I would you know encourage you to reach out to the Public Service Commission they have you know better information and details on how to obtain that and then how to find what your certain number is if you already have that done I have a question here what do I do with the previous s Rex over the past four years that I have so if you have outstanding s Rex you can reach out to an aggregator or a broker and they can kind of sell those on the open market we do have a link on our website you can download an excel document it has a list of these brokers and aggregators and so if you wanted to sell those I would recommend downloading that list and reaching out and getting quotes from a couple of those companies so I have a question for the completion date for facilities once they have you know paid a big deposit and whatnot it is 12 months from being accepted into the program so you have you know a full year to get that Delaware certification number and have the system up and running from when you're accepted into the program otherwise you will forfeit that bid deposit so I have another question about this pre-existing SRX they're asking if they can sell them themself or into the auction so as we mentioned earlier NES tracks generated prior to July 1st 2019 aren't eligible for this program so you can sell them yourself if you like you just need to secure a buyer and typically that can be difficult if you don't kind of know the industry really well so you don't necessarily need to go through a middleman like a broker or aggregator but it may be easier from someone who doesn't necessarily have a lot of connections in the industry you so I have a question is there another SREC auction that is different than this one later on so we do sometimes have spot auctions depending on if Delmarva needs to procure additional s tracks to meet compliance and so that would be announced later in the year and that will be for you know any previously generated s tracks that are still valid in Delaware so we may be having a spot auction later on but that is still up to discussion and pending you know evaluation of this program and exactly how many SRX they have for the year okay so it looks like I'm not getting too many more questions so I'm gonna go ahead and conclude this webinar if you do have any other questions in the
