The short answer is: don't spend any money. You can save a little (a few hours) with some simple software that will do almost all the work for you. The longer answer is about how to create a quality pdf with the minimum of effort. I wrote a series of articles about how to do that here.
For this article I am going to focus on the first and last steps, which are:
Creating the pdf from scratch. How to export (save, read, etc.) the pdf to your computer. What to do next if your pdf doesn't work.
You should be able to do at least the first and last steps by downloading the free pdftorview software. The pdftorview tool will automatically convert a PDF to a .psd file, and will be able to save it to your computer using most of the most common formats. The conversion is done using Open Office, which means that you can do all of the same things that you would do with an OOXML document, such as adding page numbers, modifying tables, and adding images.
Creating The PDF From Scratch
