all right everybody's getting really excited about the upcoming HUD contracts and opportunities to be a local listing broker for HUD it's a huge contract a ton of volume they pay well it's an easy contract to run so I probably get more questions about how to be a local listing broker HUD and everything else combined so the M&M contracts are coming up HUD recently extended three-point-seven to the end of May so we expect the awards to the mmm contract just want to talk about who they are very shortly in which case once the M&M awards are out then those people are the ones who will be putting out an RFP which is RFP request for proposal to the brokers and that's when you apply to be a local listing broker HUD LLB now that used to be known as BL be broad listing broker but that got changed so if you hear me say BL be your ale LLB it's kind of the same thing the important thing you have to understand is there is so much documentation things you have to have written information you have to have your fingertips to position yourself to win a local listing broker contract so don't wait until the last minute you will not have time the time to start is now so I'm gonna go into a little overview about three point seven the areas that are covered and then what it takes to put a proposal together now this is by no means an end all or everything you need to know normally in the past we've done these over two to three day courses to teach everyone everything we need to know to successfully become a HUD listing broker there's a lot of material there but I'm gonna go over as much as I can and give you an idea of the proposal process itself so let's talk about three point seven and get into my screen three point seven are these areas here and you've got the out of the Denver Hawk the Philadelphia Hawk and the Atlanta Hawk Hawk hoc homeownership center that's all it means but these are the areas that are going to be bid by the M&M so the mmm is managing and marketing contractors think of them as your asset managers or an outsource or if you will that's who you will apply to you to become a local listing broker because they will manage it however they have not been announced yet we do expect them to be announced probably within the third next 30 to 60 days all right well again no guarantee there because HUD does what HUD wants they could award earlier or they could extend again they can do a best and final which will delay the process further we don't know where it's coming but it is coming and this is something you need to be prepared for down to start working on putting a HUD proposal together or an LLB proposal if you will to become a listing broker a HUD it's kind of like reading a term paper and a term paper is just that you have the whole term to write it so it does take a few months to get all this together so I'm gonna go through that but these the area is open for bid I get a lot of calls from people in the West Coast California Washington Arizona and Nevada those are done already those were done at three point five this is the one that's coming up for bid now most of these areas are Nora tea and small business set-asides so we'll be very surprised if we do not see a lot of new mm contractors and new companies that have not previously been HUD M&M contractors before so this means they'll probably looking for all new brokers and everybody have a fresh chance what you do have to understand what these areas is a little different this time it's winner take all each one of these areas will only have one mm contractor that means you only have one person to apply to and only one chance so be very careful and get it right the first time very very important you understand this winner-take-all in these contracts each one of these areas will only have one mm for you to apply to that's it one shot so want to make that very clear now as we go into this right now this is March of 2015 HUD extended and delayed the response or the awarding of the bids and the extension they filed was good until the end of May so we expect in the next 30 to 60 days new M&MS once they're awarded these contracts they normally have about 60 days for the transition period that's typical that means they need to set up the broker network immediately so in a minute these M&MS are awarded and announced they will probably have the applications or the proposal request also known as an RFP request for proposal they will probably have it out immediately be very surprised if it doesn't come out very quickly because they have to transition and take control of this contract in 60 days you that means the after I'm the broker Network done immediately and get them set up and trained so understand how quickly this happens when it does happen so it's hurry up hurry up hurry up and then just wait for it to happen because then you gotta move quick normally in the past when mm contractors are awarded and they start looking for brokers what happens is they put out an RFP or a request for proposal it could be an online application a hardcopy proposal that you actually have to write and put together like a term paper and they're 40 pages and we'll show you what those look like but they want it quick and one of the things that's really important to them is and this is what you have to understand they put a very narrow window in there they don't want to read 5,000 applications because every broker will typically apply for this so they usually put a very narrow window like 3 to 5 days 7 to 10 days we've seen for you to get your proposal and response in that eliminates most people who are not prepared and that's really what it is it's just cutting down the number of people who are eligible to apply and they do it with tight timeframes the RFP responds and this is for an elevating broker everything must be prepared ahead of time if you wait for the announcements you wait for the RFP she will never make it there's just too much information you have to have already written and collected so I'm going to talk about some of the things that you need to have ahead of time first is your office location make sure you actually have a real office location and real staff you want all your certifications in place ahead of time because you can't wait til they issue the proposal you have 7 days and you don't have your certifications do those take months should've been working on them all your licenses and your name number very importantly your name number is current and up to date if it's expired you will not be eligible to bid or to become an LLB there's technical requirements in the proposal you have to understand what they're going to be and have your information prepared for that ahead of time the other thing is they require your insurance and all your assorted documents and those are w9s all sorts of different things and different situations we're gonna get into that but you have to have all of these things done ahead of time do not wait for the awards to be done and the proposals for the brokers to come out you will never make it it just won't happen so there's a long term process a lot of planning to make sure you're prepared to bid so three components typically the RFP request for proposal response that's the application now that comes out usually within a week or two of the M&MS being awarded their contracts in which case they request proposals from brokers usually happens right away you'll have seven to ten days typically to get it back in and fill everything out the RFP can be done in a combination of formats we've seen straight online web applications where you have to answer all the questions online put all your information upload all your documents we've also seen where they request hardcopy proposals of 30 to 40 pages we've also seen a combination of both where you fill out a lot of information online and then send you a proposal as well so that's the first part and that RFP and your response is really everything if that's good the rest is easy after that they'll go through all the proposals that came in and all that broker applications they will cull them out and they will eliminate as many as possible they do not want to interview a thousand brokers so that are F being response that is everything after that they'll do an interview with you we'll talk about that and they'll probably do a site inspection on your office after that comes the LLB contract where you accept it and you start doing business for them that's the three steps to the process again proposal is everything I want you to remember the goal the goal is to show the mm contractor that you were the one that is going to make them look good not make you look good you make the M and M contractor look good and they'll give you business that's how life works so remember that everything in your proposal should not be about how great you are I mean that's part of it obviously it should be about how good you're going to make them look and what a great job you're going to do for that and there's a lot of things that you have to understand so let's talk about first thing office locations HUBZone if you can find one a HUBZone is an area that's set aside and you can search for these at sba.gov will show you the hub zones in your area these are disadvantaged areas where you kind of get preference for contract awards with the government if you have a location within that area now hub zones they're very rare there are not a lot of them left anymore so they're very hard to find but you can go to sba.gov and look now remember even if your office is physically in a HUBZone in order to qualify 30% of your staff must live within that HUBZone so if you can find a location in a HUBZone and you've got to hire some people that live in the HUBZone that's the key to it most people miss that part so make sure your office professional you've got staff you've got the capacity to handle this training facilities are a huge plus if you have your own classroom and that's because Todd likes to see community outreach by our education agent training and how to work with HUD all sorts of different classes and we'll get into the outreach portion later but if you have your own training facilities a classroom huge plus as well yeah we've done with office location certifications you want an SBA certification 8a or 8m those are the best ones the a day is a small minority disadvantaged business 8m is a small disadvantaged women-owned business why they use to em for female I have no idea but they did then you could have just an SBA small business cert you can also have a woman home small business these are great things to have they do give you a little more panel let's call it points depending on how the scoring your proposals and selecting brokers they like to see these however it's important to remember that none of these alone is gonna guarantee you a contract can't just say hey I'm gonna give me business and not turning a good proposal that's not going to do it none of these by themselves will get you a contract however they will help all things being equal you have the designation of small business cert you got to get ahead there so understand that response components this is your application there are so many items in here that you have to be aware of and the formatting is very important how this works now everyone's gonna be different we haven't seen the new ones we're not even sure who the new M&M contractor is gonna be yet but most will follow the same basic formula and there'll be a little differences between each one so depending where you are and who wins for your state or area will be who you're applying to but typically you want to cover and on the cover of your proposal they'll usually be specific information very important to understand when the proposals from the MMS come out for the lob use for you to become a local listing broker RF read the frickin instructions very important if you don't follow the instructions to the letter you will be disqualified remember they don't want to read 15,000 proposals they don't want to interview 15,000 brokers they're going to eliminate as many as possible and that's the people who don't follow instructions it usually starts with the cover page there will be very specific information requested on that cover so read the instructions in the proposal or the RFP request for proposal and follow them so you can have the cover next thing is usually required is a letter of intent and what you want this a letter of intent basically says I would like to work for you that's really all it says the letter intent I'm applying to work for you now the letter of intent is not typically a letter what it usually is is just a paragraph within your proposal and the reason for that and go back to reading those instructions you have to be very careful with a proposal there's usually page limits how many pages maybe you can only do nine pages maybe it could be twelve pages it may require a specific font a specific format spaces and margins and they do this to make you follow these instructions and you have to be very careful so typically you can't you have so much information you have to give them and the more information you give them the better qualified you appear but a letter of intent get a letter form it will take up an entire page so it's usually just a paragraph you're also going to talk about your goals what you will be doing for them what you want to accomplish all the different things you're going to do to market these properties and then you want to have some specialized strategies this is where you want to differentiate yourself what are you gonna do different than the broker across the street who is applying what advantages do you have how are you gonna make them look better how are you gonna move more properties create more new homeowners which is really the goal here hadn't it then marketing and again it can deal with some of your specialized strategies the some of your strategies can be marketing but lot of your strategies might be outreach training education programs so understand that and then training they are huge on training and it's not kind of what you think homebuyer seminars how to buy a HUD home is great they want you to eat you have to the consume we're creating more homeowners they also want to see agent training they want to see more agents out there working with hod bringing even more buyers and creating more new homeowners so how are you going to train other agents in hunt and get more agents in the marketplace selling HUD homes that goes back to increasing the number of Nate numbers not every broker has an aide number it's usually under a third of them in any given market so HUD likes to see more brokers participate by getting Nate numbers and becoming eligible so HUD properties that's the other thing you want to do with your trading eye let's continue with the components of a response which is your application community outreach again that's creating new homeowners but it's not just doing buyer seminars it's reaching out into the community working with faith-based groups also known as religious groups with proper term you're going to use his faith based nonprofits government agencies any type of affiliation or Association that you can get to people who've never owned a home before to help them become homeowners very very important remember sales price as far as the ratings known how the eminem gets rated in their scorecard believe it or not sales price is not the type item a lot of these others are so community outreach is very very important and what you're gonna do and I three outreach I wouldn't say hey this is what I'm gonna do I start doing it now and have whole photos and a webpage built about it to show that you're already doing it that would be a really great thing and give you a huge advantage compliance detailed system for your office and your staff showing how you're gonna take these properties how they're gonna put on MLS how they're gonna be marketed how the signs are going up who's gonna inspect the properties who's gonna handle all of that very very important so and how are you gonna stay compliant and a compliance system is how are you gonna address complaints how are you gonna address problems so we'll be in charge of it a lot of things you want to consider and you may know how you're gonna do this and say how don't worry I can handle that but it's not about that you have to tell them in your proposal how this will be done lay it out step by step staffing okay your office names or locations on the names of your staff your managers titles we'll be doing what what their roles the duties are you need a whole staff chart and an organizational chart for your come and showing who will be doing what and that you have the staff and resources to manage this okay workflow this is the detailed order of the way things will occur in your office from the time the listing comes in until it's closed and you give the homeowner the new keep the new one one of the keys field staff usually separate from in-house staff and you should have a whole org chart for this who will be doing the inspections you want the names the titles their roles and duties what are they to do when they go on inspection do they take photos we used to carry Scotch locks too and we cared the Scotch flex was to open wires because that's a violation so we just cap them off ourselves things like that so these are the type of things you want to deal with additional things in your response technology what equipment do you have computers software communications phone system Internet all of these things don't just say yeah I got a computer at a fax machine that doesn't help you really spell it out the more information you give the better prepared you appear and you look better than someone else now another one that most offices don't have and you have to have this if a time you go after a government contract and even private companies are starting asking these this is a disaster recovery plan also known as a BCP which stands for business continuity plan they you must have one of these there's a sample and a video and how to put one of these together on free broker school.com so go take a look at it if you don't have one you must have one of these but his answer recovery plan is what happens if your office burns to the ground how are you going to stay in business and be up back in business an hour later where will your people work who will come in now it could also be what happens there's a power outage what happens if one of your staff members get sick or god forbid dies it has to account for any type of disaster those will be natural disasters external internal disaster staff issues how will you keep your business running if there's a problem that's what you have to have another thing that most people don't realize is they have to have a quality control plan this should be part of your proposal as well how will you monitor your staff in your office how are you ensure that things are getting done right this could be weekly meetings it can be checklists it can have accountabilities it could be monthly audits of the staff all of those type of things they have to be in there don't just say you're gonna do it show them how you're going to do it and why you're gonna do it step by step again you started to see why these proposals run 40 pages but it's well worth it because you make a couple hundred grand a year just off one of these contracts for the next five years most of these MMS or while they call them five-year contracts they're actually one-year contracts with four renewals but have that mind complaint procedures how are you gonna deal with buyer and agent complaints what's the process who talks to them who resolves it how does it get handled very very important now those things I just showed you the disaster recovery plan or a business continuity plan a quality control plan and complaint procedures I will tell you right now that 90% of the brokers who apply to become a listing Brooke Rudd don't even know these exist and will not have them in there you just get those three things right that'll put you ahead 90% of the competition all day long very important to understand these things let's continue with other things that need to be in your proposal your response components facilities you need to be able to talk about your office its physical location its size its amenities what you have show them you have a real office to put this real staff in that you're in business and you're a real business person that you're not just working out of your house it'll never happen so the other thing you want with your office though is you also want an alternative locations and other than that goes back to your disaster recovery plan if this office burns down or gets flooded or something happens where can you work out of next so you want all that teaming if you have a partner or a mentor or somebody's helping you with this proposal you're gonna have to disclose it be careful how you do because that can be political sometimes so teaming Arrangements if they exist you need to disclose them so you'll write a paragraph about that then about your company your firm you want to have the history of the company we've been in business for seven years we started here we grew to this we've become this level we have this much market share we have this many agents we have this many staff last year we closed so many you want a history of your company and information on the company and again it can be maybe a paragraph or two it doesn't have to be crazy but you have to show that you're real your Experian legitimate and a lot of this thing in this proposal that you're gonna be reading is that you know how to write and communicate information that's a big deal then you want to get into your organisations and your professional designations yeah everybody's gonna be a realtor Henry's gonna be on MLS everybody has that okay and yes you belong to NAR and your state realtor born you local with that's great everybody has that obviously put it down what else do you have what makes you different so list all the other organizations you're with all the other designations and I would make sure to be involved with all the minority organization as well the Arias and erips the day Rob's all of those get as many affiliations and designations as you can it shows that you're involved and you're working with everybody and that's important to them now next one he personnel Seavey's and resumes TV stands for curriculum vitae which let's call it a resume one of the same in this case but have a list of all your staff members will be working on this contract bios and the resumes so you need to show not only that you know what you're doing that you have a staff and that you have a staff that knows what they're doing very important how do you show somebody that you could handle forty listings a month you can't do it unless you have staff and this is what they want to see alright let's continue with the response components you're starting to see why these things run thirty forty fifty pages sometimes and these are just the typical mandatory ones that everybody will request keep in mind each evident contractor' may have a few other things I've literally seen things like one of the last three motivational books you've read or motivational speakers you listen to I swear you can find some crazy stuff on here so be prepared for anything but we're still going through the mandatory items so coverage area map this is a map of your office location and your coverage area that you would like to handle listings for HUD in don't make it too small but again don't go you know 20 miles away it's not realistic so a realistic coverage area with a map and do something nice in color your MLS memberships you may just have one or you may have three or four MLS is that you belong to make sure they're in there your state licensing info your client list now this can be great if it's REO but don't just think in terms of REO because HUD does not consider their properties the same as REO from never refer to a HUD property is a foreclosure it's a government owned home so real Oh a type of other groups that you've worked for very important show that you have experience that you can handle volume because this is volume contract sample marketing piece is very very important get a good local graphic artist or somebody to do some good marketing pieces and those can be fliers those can be postcards those can be web pages those be Facebook post Twitter really want to show the marking that you're going to do that that you're out there creating new homeowners so the marketing pieces should be about creating new homeowners why buy a HUD home here these are great properties they should also be to community groups and the marketing pieces should be for seminars in classes that you're going to do now this one's silly but a photo of your yard sign it's almost always requested then one of the things that's required on your yard sign is the fair housing logo the Equal Opportunity fair housing logo you've all seen it it has to be on your business cards your stationery your website and it must be on your yard sites no spaghetti send a photo of the yard sign and this is almost always one of the items requested is mandatory and they forget to have the equal opportunity in fair housing logo on their yard sides and that's an automatic disqualification these are the silly things that no one else will teach you so be careful of them alright we're not done with response components there's a lot of parts to this sample home ads these could be property specific or generic about HUD homes okay remember they're never foreclosures you can either call them HUD or government-owned be very careful with that and talk about how great they are you could also talk about the FHA financing that's available and you're gonna have to learn things like I I II you those are the terms for insurable it's your but escrow uninsurable but you're gonna need that a marketing plan very important when they give you all these listings what are you going to do to sell them you should have a step-by-step marketing plan that you're gonna put it into your proposal and remember one other thing all these items you're putting in your proposal if it's accepted becomes your actual contract so whatever you say you're gonna do you're gonna have it becomes part of the contract so a step-by-step marketing plan very important all the different things you're gonna do broker registration packet this will typically be their forms the M&M will send you or distribute in some manner all the different forms they require and they'll probably about a dozen of them you're gonna have to fill out or sign make sure you don't miss any of them they'll almost always request a w-9 form and they'll usually ask for your insurance declaration pages that's the front page your insurance policy saying you are insurance from this state to this date for this and this amount it's called a Dec page make sure you have them they'll watch your ENL obviously which you brokerage should carry si is a workman's comp those are different insurance policies and they've names vary by state but they cover all of your employees and then they're gonna want to see your liability policy which is usually a general office liability policy a general business policy umbrella riders those are liability umbrella riders that cover you on top of your general liability insurance and I recommend every brokerage carry one throws an extra two or three million on top of your existing policy in case god forbid when your staff members has a buyer in the car and they get into an accident they're gonna ask for these now they might ask for more specific ones we've seen some crazy requests over the years of these so make sure you have a really good insurance agent standing by who can get you a deck page in a day or two because again all this information you're gonna have maybe a week to get it together and submit it so as you can see all this stuff has to be written and assembled ahead of time all rights no more response components required exhibits these will be client defined and you won't know until the very last minute when the application or the request for proposal comes out what they're asking for it could be any number of things from a staff breakdown to past MLS histories to anything but they'll usually have a couple of things that you have to give them so make sure you can move quickly and those are the required ones those are client defined but now there's some additional exhibits that you want to be able to put in and that's items of interest and benefit based on who the eminent winner is and their unique strategies what are their hot buttons and you kind of got to read their application and see what questions are and what they're looking for but you're always gonna want to put a couple extra things in there it can be a photo of your office it can be a chart showing what your market share is anything that makes you stand out better than your competition as to why you should work for them again very carefully most proposals in the RFP will have very specific page limits so you have to be very careful by kind of crunching all that information in to say there 30 pages because their exhibits alone might be 10 pages you're gonna find that you have all this information very little room to work in sometimes so be careful with the additional exhibits and don't let it push you over your page limit because you're gonna have the best proposals on the planet but if it doesn't fit their actual requirements and the technical requirements you can be disqualified for that as well so you gotta be careful about those things
