welcome to the Kansas agriculture emergency response Corps volunteer orientation this is module 1 introduction to the ka ERC in this module we will cover the definition of the ka er see why an emergency response Corps is necessary how the volunteer corps operates who can join when volunteers may be activated what is the ka ERC ka er c stands for Kansas Agriculture emergency response Corps the Corps is managed by the Kansas Department of Agriculture and it assists state and federal staff in responding to agricultural incidents with the help of local volunteers like you you and your fellow volunteers provide additional responders local knowledge and expertise broad skill sets and a local passion intern kDa through the ka e rc provides statewide organization a unified response position specific training for volunteers and authority to respond to the incident why do we need an emergency response Corps agriculture makes up the largest sector of the Kansas economy it's a significant part of our Kansas culture and it represents a way of life that we want to protect but that others want to destroy agricultural emergencies whether caused intentionally or not threaten not only the health and well-being of animals but also the health and well-being of humans these incidents especially those involving a foreign animal disease could lead to a wide range of consequences including the loss of large numbers of livestock and agricultural commodities history has shown that responding to an agricultural incident particularly a foreign animal disease process and it will affect a much larger segment of the population than just producers all Kansans have much at stake our current agricultural practices though highly efficient at feeding the world and keeping food affordable also increase the risk of a major incident due to concentration of animals and dairies eat lots and other production facilities how does the volunteer corps operate the program manager a member of the emergency management staff of the Kansas Department of Agriculture oversees the organization during non disaster operations ka ERC personnel focus on volunteer recruitment trainings exercises outreach and general communication with volunteers however during an identified disaster incident the k da incident management team or IMT will work with the ka ER c program manager to identify and activate the specific volunteers needed to respond effectively and efficiently to the incident as a member of the volunteer corps you will only be used in a role you feel qualified to serve in however you can take additional trainings to learn new skills you will also get to choose the geographic range of your potential deployment whether that's your own County surrounding counties or statewide once you're activated regardless of your prior affiliation you will be working under the authority of the Kansas Secretary of Agriculture this is important for you to know a cohesive response requires a clear chain of command and in the event of a triggering event kDa will direct your activities prior to activation you must sign the KA ERC Memorandum of Understanding and code of conduct to ensure you understand the expectations for behavior and accountability during activation you will be covered by workman's compensation and liability protection in addition you will be reimbursed for your expenses and may be compensated for your volunteer time who can join the volunteer corps the KA ERC is a multi-discipline statewide volunteer corps made up of people with a wide variety of backgrounds and experiences these include local family farmers feedlot operators dairy operators swine producers poultry producers equine owners goat and sheep producers veterinarians researchers laboratory technicians veterinary technicians extension agents university faculty students first responders communication experts bankers heavy equipment operators truckers risk managers and co-op personnel the kDa encourages any resident of kansas interested in supporting the agricultural industry or the agricultural way of life to apply to join the volunteer corps to be a volunteer you must be 18 years of age or older a current resident of Kansas able to prove that you're a legal US citizen or a lawful resident willing to sign the KA ERC memorandum of understanding and code of conduct willing to fulfill training requirements when could volunteers be activated there are several types of high consequence threats that could lead to an activation of the volunteer corps one is a foreign animal disease include foot and mouth disease and highly pathogenic avian influenza another threat is a plant disease outbreak like flag smut in wheat man-made disasters like agro terrorism or hazmat incidents are also considered high consequence threats finally natural disasters like tornadoes or wildfires might also require volunteer activation volunteers will be activated at the discretion of the kDa IMT kDa IMT will attempt to activate volunteers closest to the actual incident volunteer activations will usually be limited to a few days though in some instances could last weeks or longer volunteers who have other commitments will be rotated out of the active incident response we will cover the activation process in more detail in module 3 thank you for watching module
