i am liz russell i'm with the arkansas p-tech i'll be your host and moderator this morning and we really appreciate the time out of your work day to join us so this morning's training is going to be taught by miss deborah garcia is a procurement counselor with the arkansas p-tech and kind of a sam specialist so just a little bit of housekeeping before we get started um to ensure the quality of our meeting and our recording uh you are on mute we will be taking questions and answers a little bit later through the chat box we will be sending out a copy of deborah's slide presentation uh in an email later this afternoon so you don't have to furiously take notes you can just focus on her presentation this morning um and then the recording will be posted to our website uh probably within a couple of weeks um so if you have to jump off or you missed any part part of it uh you'll have a chance to watch it on demand um so just a little bit of a word about our format um presentation falls roughly into kind of three sections so i would encourage you if you have a question go ahead just drop it in the chat box and when she gets to a stopping place we'll try to get caught up on those questions and then move on so without further ado deborah i'm gonna turn it over to you liz before we do that i think we have some guests from the small business administration on oh great derek and jerry good morning yeah would either of you like to just say a few words to our guests about what's going on with the arkansas district office of sba yes so thank you so much my name is jerry talbert the w district director for the arkansas district office sba i have uh derek andrews uh he's my outrage and marketing specialist and we both handle the contracting side of the small business administration we have a lot going on within our district office uh unfortunately the last five years contracting support from the sba in arkansas has been slow at best because of a multitude of issues we've had a lot of personnel turnover and staff some people retire some people have moved on with all other jobs and the skill sets as well so we've kind of calmed all of that down 95 of our team is now new to arkansas and not so much new to the sba so much but i'm new as far as a duty station i'm a transplant from central illinois um over the last year i've hopped from illinois to maryland from maryland to arkansas so i'm kind of grounded now but since uh my and derek's tenure with the district office which is basically the first of may we've really hit the ground running on the contracting side most of our goaling objectives are in contracting and we have farmed dementor protege since we've been doing this we've engaged with all the federal entities all of the buyers from the government all throughout the state we have grown our 8a program we've had two firms come in within the last couple of months we also have secured almost 8 million dollars in federal contracts since the end of july and so all of those are really first for the district office and in such a short period of time now that we have the train rolling down uh the tracks everything's really picking up very quickly we're getting a lot of activity from all these different federal entities about opportunities underneath the simplified acquisition threshold and also opportunities that they can just use with the credit impact card of thirty thousand dollars or less looking for contractors at a quick notice so being able to identify who those businesses are what those businesses do what the social economic categories are is extremely important but there's a lot of work that's out there um and the quicker that we can disseminate that out and get that out to the businesses the better off everybody's going to be so a lot of work to be done we have quite a bit of training activities planned with our resource partners and we're looking forward to this next year thank you gary derrick thank you so much for joining us and um everything that you are doing to support the small businesses in the contracting arena we value that partnership um okay so and i think we've got everybody in place now presentation so uh deborah i have stopped sharing my screen and i'm gonna let you do the same okay here we go okay you see our little ptac all right i want to explain exactly what we are for those that are not familiar with us once upon a time the federal government the department of defense decided that anything any contract that is expected to be under 250 000 would automatically be set aside for a small business well they weren't getting very many bids so that it hit them that the a smaller business just didn't realize how to bid and they needed assistance so the p tax were born and we are funded through a grant through the depart the defense logistics agency through the department of defense and we are here at no cost to you to help you be able to bid on government and state and local contracts all right this is let me see here if i can see if i can get this a little bigger there we go okay this is our uh p-type counselors uh when you become one of our clients uh we are here for you from that point forward we help you register and sam there's several registrations that you need to get you need to acquire a duns number which is a data universal numbering system we can help you with that we get you assist you in registering in sam to get something called a cage code which stands for commercial and government entity uh we can help you with certifications such as a woman-owned business hubzone we can be we'll be discussing that in another webinar we're not a one and done kind of uh agency we are with you from the beginning to the end and anything in between today we're going to be talking about how to register in salem sam stands for system for award management um the federal government speaks in acronyms and numbers and you're going to learn a whole new language today so in order to bid on government contracts you have to be registered in sound it's uh sam is also a way of setting up a direct deposit for it when you get a contract now not if but when you get a contract with the federal government that's the way they will be depositing the money that they owe you into your account this is what sam looks like all you have to do is do sam.gov and this is where it's at if you notice up in the upper right hand corner there is the login you click that little button and then this is where it takes you so if you notice down at the bottom under sign in it says create an account if this is your first time you need to click on that little button right there but before you even start this process you have to have your duns number you have to have four things your duns number data universal numbering system your tax identification number your tin or your ein those are interchangeable it's tax identification number or employee identification number from the irs the counselors can help you with both of those if you're totally lost and have no idea how to get either of those we're here for you and we can help you will also need your banking information and something called next codes north american industry classification system code say that 10 times real fast anyway so then after you click create an account this is going to come up you're just going to put your email in there and hit submit so far so good this is easy peasy then you're going to get an email like this confirm your email address and once you click on that little button it's going to take you to another it's going to open another window and it's going to ask you to create a password the password has to be at least 12 characters long uh it can it can have um you know the ampersand it can have explanation points uh they like for it to be uh something that's not really common and let me tell you they will tell you see down here where it says password strength very weak you will go um you keep going and then it'll go oh it's so so and then it will turn green and it'll either say good or great and then you'll know your password's ready to go and that they will accept it and once you get the good or great and the little green you hit continue this is the next page you're going to get because it has a double security we don't want anyone in your sound but you you know there there are um you know you're going to have your banking information in there a lot of uh information that we don't want anyone to have but you okay so this is double security you don't not only have a password but you have a second validation that you have to choose in order to get into your sam so normally what we do we pick the phone which is the easiest for me and for most of our clients is that you check phone and then you continue there's a little continue button down at the bottom and what that does is that allows you to receive a text a security text from sam this is where you would put your phone number in and send is send code so that way they can text you a security code it's a six digit number that will allow you to put it in and that way they can verify that yes it is you that is attempting to log into your account and that number will you need to kind of keep up with that phone if you happen to drop it in the ocean and we can you know and you get another phone number we can work on redoing that but it it takes a little bit so um if you plan on you know changing your phone number contact your your uh counselor so we'll have enough time to be able to work with the federal service desk and sam and cage in order to get your phone number updated okay so we've created an account with login.gov login.gov and sam.gov are two separate things your login is just how you get into sam it's not the registration in sam okay i'll explain that more in just a second so then you click the continue button and it takes you to this page we always use the individual account details for our clients so we're going to create an individual account so we click that button and this is what shows up so see they already have our email address so we put our name our phone number and it asks us what primary way of communication we would like i always put email because i always like to have stuff in writing so that way i can go back and refer to it later if you know i get confused about anything now this page continues on this is the bottom part of that page you have security questions that you're asked uh and or in case you're locked out of your account uh some of these questions are like what was your first uh stuffed animal's name or when were where were you when you heard about 911 things of that nature that only you would know so we set all that up and then we have a review page if you you know if all this looks good to you then you hit submit and when you hit submit confirmation you have successfully created your sam account now a lot of our clients run into a problem here because they think awesome this is it that's all i had to do i now have a sam account you have not registered in sam yet there's a lot more that you have to do so it's going to take us back to the home page after we're done with all that and we have our little login account it's going to bring us back to this page and we have to log in again create an individual account here we go this is a room for you don't forget you have to have your dad's number your north american industry classification system codes i want to talk on that just a little bit what that is is the government wants to know what you do but they have assigned a number to what you do like if you're janitorial that number is five six one seven two zero okay so they want to know the number that's associated with what your business is okay so now you get the chance to log in so when you log in it's going to text you that one-time security code and it's good for 10 minutes um i encourage you to make sure that that's your phone and it's on you um i've had problems with it being someone else's phone and then we have to track them down and they may be in a meeting and then the two minutes expires and then we have to go you know over that uh again so let's keep it uh your phone close that close at hand and this is the terms and conditions this is the page after you log in and after you go through the text security code this is just a user agreement you know that you will agree to the system of award management authorizations and that you won't do what nothing that's unlawful or prohibited and then you hit the little accept button and this is the beginning of your registration in sam okay now what we're going to do is we're about to go live and i'm going to show you what my sound looks like so let me see if i can get this down okay okay we're going to share screen okay liz do we have any questions so far uh deborah um i don't see any in the chat box but this is a good time if anybody you know get into sam's kind of like math if you you get behind it's hard to catch up so if you've got any questions at all go ahead and drop them in the chat box now or later and we will be sure to get to them okay all right so this is the same login and we're live so i'll put my email in here and your password um please make sure you remember your password email it to yourself um it changed you have to update it every 90 days try to keep that current if you don't it's okay we can do forgot password down here password so don't worry about that okay i see as in the powerpoint here is your little i accept click that and we're here now for the new registration you go over here no one ever tells you to go over here to the left-hand side so you go under entity registrations register new entity for a new entity you register new entity scroll down and it's telling you everything that you're going to go through everything all the sections you start registration then it gives you a whole list of everything that you're going to need you dunn's number your tax identification number banking information and then you hit continue now they want to know what type of entity you're registering who are you are you a business are you a state government a local government even um in order for a state or a local government to receive a grant they too have to have a cage code so normally if you're a business we put business only makes sense so why are you registering this entity i want to be able to bid on federal contracts or other procurement opportunities i also want to be able to apply for grants loans and other financial assistance programs the second one knocks you out of being able to bid okay so we want to always check the first one because we want to be able to bid on contracts scroll down next okay this is just the description purpose of registration all awards and this is what we're going to go through all the information that they're going to want now this is where you put in your duns number and the information that's associated with your duns number your business information your address all that now because i already have an existing you know cage and an account what i'm going to do is i'm going to go back and show you my existing entity so i can go further you cannot use the same dumb number to register another entity now okay i hit existing entity and then this comes up you have to click on that i am registered as a sole proprietor so my business name does not show up it's under my social security number not my federal tax id and then you scroll down and there's my information and i want to update my entity now it wants to know what would you like to update if you are a new client or a new registration to sam you would put purpose of registration and remaining entity registration so that means everything so that's what we're going to put if you are an existing and you want to update like the points of contact or your banking information you would use the second one or if you just want to update your points of contact of course you would do the third so we're going to do the first one next this remember that that was from when they were we were doing a brand new one because we're a business and we want to be able to bid on federal contracts this is not as complicated as people try to make it it automatically put in my duns number and right here you have to be very careful because it is it wants the information that's associated with your dones to be exactly the way dunam bradstreet has it okay so it has to be spelled exactly the same and because like i said i'm a sole proprietor it my last name is first comma deborah and my address drop down and if you are lucky look at this you will match this is what you put in this is what dun and brush street has so we matched so all you do is save and continue if it does not match you need to consult a counselor so we can get with dunn and bradstreet to make sure exactly how they have it okay so call your call your counselor okay it wants to know the month day and year that your business started and it also wants to know when you close your books most companies close their books on the last day of the year 12 31. we don't deal with the company division name or the division number now this here they the congressional district is automatically put in for you so you don't have to worry about that because i'm 90 percent of the time you won't know what district you're in anyway and it automatically populates that the ill pin okay the m pen is as important or more important than your password you can change your password okay you remember it said forgot password back there your m pen if you don't know your mpin you can't update your pen you can't change it so you have got to know what impin it is i mean i don't care what you got to do tattoo it on the back of your hand don't forget your m pin okay it's nine characters long not eight not ten exactly nine letters and numbers only no special characters it has to have at least one letter and one number make sure you remember this because if you ever want to change it you have to know the old one watch this see now you can forgot m pen and you can reset it but we're not going to go into that now that's another whole thing but please be careful keep it with you send it in an email don't lose it very important address mailing address the mailing address can be different than your physical address if you'd like if you have a po box that's fine this is your tax identification number or your employee identification number that you get from the irs like i said before we can assist you in getting that the irs has a website that you can actually apply for a text identification number and receive it within 20 minutes 20 to 30 minutes online and we can assist you with that so you put this in save and continue make sure once again that whatever is on your tax id is the name that you put here that's the name of the business it says taxpayer name it does not mean taxpayer name like your name but only reason my name is there because i'm a sole proprietor okay it means the business name the taxes that are being paid under that business okay and make sure it's exactly the way it is on the irs paperwork if it's not they're going to reject it and we're going to have to go back through this again you're going to go through irs validation and cage code validation and if you fail either of those we have to go back in and and start over you also make sure now your duns number information and your irs information can be different so please pay attention to what is on your irs information again there is your address tax year the most recent tax year last year okay the individual executing consent that would be the one that is the highest executive officer of this company so that's me because i am a sole proprietor and i'm the owner the m pen works as your signature to give consent for the irs to make sure that you are not delinquent in taxes that you're doing great everything's cool so what we do is we put our m pen here and then the date would automatically populate by itself now if this is your first time to register you will not have a cage code so you would put no because you would not have one yet that's the whole purpose of registration is to get your cage code remember cage stands for commercial and government entity that means you're good to do business with the federal government you get a bad boy you're one of us save and continue does another entity own or control the entity you are registering so does that means do you have a parent company that is over you and controls what you do or how you operate your business no are you a successor to a predecessor that held a federal contractor grant within the last three years so has a company if you took over a company and they had a a contract with the federal government and you took over that contract that would be a yes if you have not then it would be a no okay country of incorporation united states state of incorporation arkansas we don't worry about the security level at this point we skip down native american entity type it is not sufficient enough that your grandmother told you that you have native american heritage you have to have a tribal card from one of the nations in order to be a native american okay so if you have a travel card you can check one of these if not you cannot okay organizational type no we don't do that entity structure i'm a sole proprietor but it has you know like you're incorporated corporation entity not tax exempt tax exempt partnership or limited uh liability partnership you have to pick one and then for-profit non-profit other not for-profit organizations and we will help you with all these questions i do encourage you to get with a counselor um to help and assist with the registration and sam some of these questions can be tricky so we do this every day sometimes two or three times a day and you know that's what we're here for we're here to help you um these are the social economic categories uh veteran-owned small business of course women-owned woman-owned small business economically disadvantaged woman on small business that is a certification that the sba uh will certify you as a joint venture another sba um and minority and if you choose to check minority then you get to pick oh save and continue oh i want to um also let's hop back here for a second put a plug in for um self-certifying as a woman owned up until october 15 you can self-certify and sam as a woman owned october 15th which is right around the corner next week you will need to certify through beta.certify.sba.gov and to be able to call yourself a woman-owned small business we i know i keep saying this but we can help you do that as well just give us a holler we'll show you where to go how to do it and um you can also there are third-party certifications um third-party people that will certify you as being a woman-owned but that uh cost a little bit of money and if you're like me you don't have money to throw away so now this is our financial information first thing is do you accept credit cards no i don't but i'm sure most of y'all will in your business um you put in your routing and your account number now once you do that you see there's only the last four digits that will show if you ever want to update this information you have to know the old routing account number in order to enter your new writing and account number so we've come across that quite a bit is that you have to you know oh i had that bank you know years ago well you're gonna have to find it and we're gonna have to put it in there in order to put your new one get your new one going uh this is the bank telephone number in case they need to get in touch with the bank that we're using and this is the remittance address in case the direct deposit goes down what name do you want on that check and what address do you want that check to come to okay this question is did you do more than 25 million gross revenue from the u.s federal contracts subcontracts loans grants or cooperative agreements in the last year uh i have yet to have anyone say yes and i always tell my clients if either of us had we would probably not be having this conversation right now so that is usually a no they want to know if you are in court proceedings with the federal government is the court suing you for anything so usually it's no we don't have to worry about that if it's yes then they want to know within the last five years you know how civil proceedings are greater than 5 000 but most of time it's no you know you have to really have done something to have the government sue you so this page here is um search authorization so what this means is that if you allow this little box to be checked you could be searched in sam and the search is right up here where it says search records that you can they can go in like a contracting officer can go in and search to make sure that you're active and sound that's very important because that's the way they check to see and make sure they can do business with you if you don't have an active salem and an active cage code they can't do business with you so we want to leave that little check box checked so people can see that you're you're active and ready to do business with the federal government this is your first review page we are officially one third of the way done you just check all that make sure everything's in order and then we will hit save and continue all right liz do we have any questions you bet we do we got five questions um so we've been talking in the chat box and um have responded briefly but i want you to elaborate on these questions so deborah the first one is should we enter multiple nate's codes to define our business in spam okay we haven't got to the next code page yet okay we're going to get there here in just a minute i believe it's the next section okay we'll put that one on the back burner then okay the second one what would be a reason for updating the m pin uh one of the reasons uh would be that you forgot it that you can't remember it uh there would other than that there would be no reason that in pen i have had my pen for three years so there would be no reason to correct that that is a i'd like the password that's a permanent yes unlike the point that's that's very true liz unlike the password that's a permanent okay all right excuse me and this uh this one dropped in the chat box when you were on the page where you were going through the different socioeconomic categories and the question is do not fall under any socioeconomic category okay there is a little box that says other than listed so you can check a little other than listed above and they will give you the opportunity to say what you what category you fall under okay and and i think probably the other thing maybe to to address is um briefly the percent i think that the point is there are opportunities even if you don't uh qualify for one of the programs can you just briefly talk about the percentage of the set-asides um we have uh set-asides for a day the um hubzone all of these are certifications we have the service disabled veteran owned which is through the va uh now you're gonna have to correct me on the percentages okay okay the uh hub is three percent correct overall uh budget for the defense budget um and you're gonna have to help me with the rest of them okay yeah so i mean i guess um probably what i would often say to my clients is give or take 23 of the federal budget typically goes to small business spending so you know you have five percent for eight a five percent for woman owned three percent for service disabled veteran and three percent for hubzone so you can just see that that still leaves a lot of opportunities for small businesses outside of the set-asides right exactly and and remember any contract that's expected to be 250 000 is automatically set aside you know for a small business so the big boys like northrop grumman halliburton all the all the big boys they can't even touch it and to me a 200 000 contract is a lot of money a nice little chunk of change so yes okay so we have two more questions okay i am a service disabled veteran owned small business my wife is 49 this is a good question my wife is 49 owner can we register as a woman woman-owned small business as well no you have to choose the whole thing is majority has the majority ownership of that business which is 51 that is what you need to hang your hat on so you know if if the veteran has 51 percent then go with a service disabled veteran but if you want to take that other percentage and hand it to your wife you know you can then it can be a woman owned but it's the 51 percent now oh and it's not just an uh ownership issue it's also who is actually running running yes so as a follow-up to that what if it was a female service disabled veteran owned that would be yes that would be a a service disabled veteran-owned woman-owned business you get two boxes okay one all right and we have one final question and then we can get on to to your next section what started your business in arkansas this may be one of these it depends questions debra what if you have started your business in arkansas registered and sam later you relocate to hold on the feed just got away from me uh what if you roll relocate to another state what would need to be done uh first thing is you need to update your dones you need to update your uh address and dones uh then you can go in and update uh your address and everything in sam and then that way they'll know exactly where you're at and what you're doing okay but guns done just first first step and that's it okay and here is one more question uh and i think we probably are going to have a whole training on this question here in about a week or so uh but does certification is woman owned or american indian have any bearing on the bidding process there are um set-asides for uh they literally that's what they that they're called set aside because they are literally set aside for that specific group okay nobody else can bid on um so yes they do have a bearing on it but like liz said we're gonna have a training on that coming up pretty soon about certifications and set-asides so you need to stay tuned for that as well um it's very interesting and very informative so we need to we need to sign up for that exactly and and uh melanie's going to uh address it at the end but i believe it's on the 15th correct melanie we'll have more show you i gotta move my okay in order to find your next codes you would find them okay hang on buddy now i didn't practice this so hang in there with me i always have all these bookmarks down here because you would find them here north american industry classification system code search right here they change they update the codes every five years so here is the box that you would put your what you're looking for so let's do machine and it usually likes one word at a time so if we're looking for like machine shop you keep looking looking looking look at all of them there's so many they have uh numbers for everything and every once in a while if you're lucky you can use two words so there's your machine shop right there three seven you're gonna wrap that down three three two seven one zero and then and don't tell me i lost this whole thing i think i did all right we're going to log back in yay i am notorious for that deborah just out of curiosity you didn't have it up in your other web browser did you no okay okay yay there it is thank you i'm a problem solver you know when i start doing this i get a little nervous so and i didn't practice that like i said anyway so what you do is you find your next code and you three three two zero two seven one zero and you hit search and it comes up and then you add it and it shows up here and so not only are the next codes tell the government what you do but they also determine your size standard and i'm going to explain that here in just a second too your size standard determines if you're a small business or not and also when you are bidding on a solicitation each solicitation has a next code that is associated with that solicitation okay so you cannot bid on that solicitation unless the next code is in your sam okay so if you honestly believe that you can do that what they're asking for that next code has to be in your sam okay so save and continue okay now this is where they want to know our annual receipts and how many employees you have this is not down to the penny but you know we need a pretty good ballpark because this also is going to determine your size standard and whether you're considered small or not so you can just put in the worldwide which encompasses you know the location as well or you can do both of them i usually just do the worldwide save and continue edi electronic data interchange that is a software program that the federal government uses to exchange large amounts of data between a contractor and the federal government now we're talking the billion and trillion dollar contractors okay so most of us are not there yet but i remember i say yet because we can get there okay i have no doubt that everyone listening to my voice right now has the ability to be one of those contractors okay you can do it this is a disaster response registry that means if a hurricane hits texas again which you know odds are especially this year it's going to they want to know if you want to go if fema reaches out to you would you like to go okay if we say yes then they want to know if your company requires bonding like if i'm a janitorial yes it would require bonding they want to know exactly how much your bonding level is get with your insurance agent find out say 500 000 then they want to know what area would you be willing to go help in you can pick any state one state or multiple states and if you pick multiple states you get to pick three so you can just any of them and you would be considered for that if you get to if you pick one state then you get to pick three counties what you'd be interested in i'm going to pick any then you save and continue we also have information on fema and how to um get registered with them and how to work with adam so if you need information on that contract contact your counselor this is our second review page save and continue okay okay who is responsible within your business for determining prices so see i added my name you would add a new person here click that button and it would allow you to add someone else but that's me because i determine my prices so you tell them who determines your pricing and then they want to know if you have any other plants or facilities other than the address that you have given them i do not okay for products designated by the environmental protection agency and provided by you does a percentage of recovered material content meet the applicable epa guidelines yes we always always do what the epa guidelines say there is no doubt about it we love the epa and we want them to love us can i hear an amen amen okay all right do i a small business concern now don't ask me why they call it a a concern but i've still yet to figure that one out in small business concern but anyway wishes to be considered for status as a labor surplus area now in arkansas there are only two counties that are considered a labor surplus area and what that means is that the manufacturing and the production cost amount to more than 50 percent of the contract price now two areas are jackson county and chico county so i am not in either of those counties and my production cost which is janitorial so i'm services i don't produce anything except a service so no okay am i owned or controlled by a common parent that files federal income tax on a consolidated basis no i'm on my own so i put no but if you put yes then you have to put the company name and their tax identification number now they want to know if you have ever been debarred suspended or declared ineligible from doing business with the federal government no i have not within the past three years have you ever been convicted of embezzlement theft forgery bribery falsification of records tax evasion no no in the past
