What is digital india and how does it help india to grow?
Digital India (Programme) (DI) is one of the most ambitious initiative of the present Narendra Modi Government, that aims to transform India into a complete e-literate and digitalised country. Though it is a herculean task, it is no doubht that India will be once a digital nation. In order to avail the services under Digital India and to make it a grand success, it promotes three things to be very common and universal. An internet accessible mobile phone A Bank Account, preferably under Pradhan Mantri Jan-Dhan YojanaA digital identity, provided by UIDAI - Official WebsiteThe whole mammoth project has been framed on three basic concepts. They are, Digital infrastructure E-governanceDigital literacyIt proposes nine ideas to be achieved, usually known as nine pillars of DI. Let's discuss those with the benefits for a common man. Broadband HighwaysAims to provide high speed broadband connectivity to 2.5 lakh villages by 2017 and to spread to all villages in a phased manner. What happens if complete India gets high speed broadband connectivity? Answer is simple. - Speedy processing. What if you gets the result of a competitive exam immediately after the completion of exam? How will it be getting papers cleared and Funds for assistance for a public well in a remote area from their district administration, simply sitting in their gramsabha without going to the respective offices hundred times? How will it be applying for school admissions, college admissions, scholarship applications etc by having dinner with your loving parents in a two room hut? The move from Microsoft (company) to provide low cost broadband to 5lakhs villages is a welcome one. (Microsoft wants to bring broadband to 500,000 Indian villages) Kerala, by a recent announcement as the first digital State in India in the 69th independence day, made a tremendous success towards the complete achievement of DI ( Kerala becomes India's first 'complete digital state' - The Times of India ) Universal access to Mobile connectivityIt is estimated that India's mobile users figures remains in a very low scale. Less than 20% of the population only have access to mobile services. A recent survey conducted by Internet and Mobile Association of India ( IAMA) has said that the number of total mobile Internet users in India is 213 million. ( Industry) It is undoubted not only for DI, but also for any of the digitally oriented schemes, the real success relies on the number of active mobile Internet and service users. Public Internet AccessWe are going to convert our Post offices as public data centres. Also we are setting up common service centres in each villages. The initiatives like Akshaya project of Government of Kerala can be considered as the initial footsteps to achieve this superb project.India aims to provide 4 lakh public Internet access spots or WiFi hotspots. It also envisages to provide the same in nearly 3 lakh schools and in all universities. The initiative of Google (company) to start faster WiFi spots in 500 railway stations with their Google Fiber technology, is really a warm start for this. Free Wi-Fi at 500 Indian Railway Stations, With Google's HelpNo need of recharging your mobiles with various data offers. Download ebooks, apps, songs, movies, and all relevant data free soon. Call anyone in this world using various apps like WhatsApp, hike, Skype etc. Again, you don't have to rely on your mobile balance. Money savings, money savings, money savings. :)Also dont have to be worried about lack of any data offer for any immediate and emergency need that requires Internet access. E-governanceReduce corruption and bring transparency in public administration. Direct Benefit Transfer, one of its part, is reducing the chance of getting bribe . The style of E-governance envisioned is SMART governance.(SMART - Simple, Moral, Accountability, Responsive and Transparency). When India achieves SMART governance, we would be free from corruption to a great extent. E-KrantiElectronic delivery of services in important sectors like health, police, agriculture, rural development, treasuries, PDS, road transport etc. Recent initiatives like Sehat (‘Sehat’ Unique Initiative for Health Care Launched), Jeevan Pramaan or life certificate, digitalised MGNREGA, twitter samvaad, shipping samvaad, Madad, SMS based cyclone warning system, e-money, PRAGATI, Digilocker etc are paving founding stones of a brighter digitalised India. How would it be going any government office or any such institution without the pile of files. Once you get a certificate, marksheet or any such, just get it in its digital format and e-sign it. There is no need of bringing it to anywhere then. Bureaucracy can't delay any of your needs for any certificate as everything is available within a click on his computer. This will reduce corruption , forgery in documentation etc. DigiLocker, provides you to live a life without any paper documents. Yes it will take time. But not impossible.. :) (Page on digitallocker.gov.in) Information to AllYes. As all government services become digitalized, it's easy to fetch any data regarding anything within a click. You can also be a part of development of this land through MyGov platform (MyGov: A Platform for Citizen Engagement towards Good Governance in India ) Electronic manufacturingFor a digitalised country, you should be self reliant on its electronic needs. Yes we are doing it. We follow new National Electronic Policy. Setting a target of NET ZERO import by 2020 we are working on it by enhancing various electronic sectors like Micro ATMs, Set top boxes etc. IT for jobsOf course, without IT, what digital India? It will provide huge job opportunities for IT sector. At the same time GoI giving priority to underdeveloped areas like northeast. Yes, our engineers will no more need to go abroad. This land is going to be a heaven for our engineers. Because now you have another responsibility too, to be a cog in in the national development. Early harvest programmesWe should something special, that too earlier. ;) Initiatives like changing conventional text books to ebooks, portal to find and share information about missing children, complete biometric attendence, selective weather forecasting etc. are something new, atleast in Indian soil. NoteThe recent shifting an old village, Akodara, into the first digital village BY the collaboration with ICICI Bank is a hope of new dawn of digital face of our country. ( At Akodara, India’s first digital village ) Yes, this scheme is a brain child of Shri. Narendra Modi. We may mock and tease a man with a frame less spects and neatly trimmed white beard wearing a special Modi kurta, visiting large Internet companies of silicon Valley to come and invest in India. But he has a vision. And he makes it. I am not a pro Modi. Not even a BJPian. But, we should give our hands to him. Because he is doing it. Doing it for us. For the brighter future of this land. :)Refer - Department of Electronics & Information Technology, Government of India

What is the best Christmas present ever?
December has always been a very special month in my life. It is not only because of the cool winter breeze, but also because of the festival Christmas which is celebrated around the world with great zeal and enthusiasm. Most of us including me eagerly wait for this time of the year. This is because it also brings holidays with it.I fondly remember, when I was a child we used to celebrate Christmas in school. There were different kinds of delicacies which my friends brought to eat such as cakes, pastries, etc. . It was so much fun back then. We all used to play a game called ‘Secret Santa’ where we were asked to choose 1 chit from the bucket. Whosoever name came out from that chit , had to bring a gift for that person. I was studying in 12th grade, which marked the last year of my schooling . It was the month of December and like every year we were to play the Secret Santa game. We all chose 1 chit and we were supposed to bring the gift, the next day. I brought a pencil box as a gift. The gift I received in return was a gift that I could never forget. I still carry it with me now also wherever I go. It was a tiny locket of Jesus Christ. The one from whom I received the gift, her name was Rose . She was one of my best friends in school. Now the time has passed and we all have parted our ways but the gift that I received will be with me forever. They say, ‘LOVE THE GIVER MORE THAN THE GIFT’ and for me, I loved the giver and I loved what she gave.

How do you spend your free time when on a submarine?
As the other replies show, free time on a sub is a rare commodity, especially when you’re at sea. Even before you report on board your first sub as a non non-qualified crew member (a nub, a free air breathing, sanitary tank filling, delinquent puke), you’ve spent the prior 15 months or so going through nuclear power training, sub school, and, plus for enlisted crew members all the various schools for your specialty rating. The sub crew and the Navy want you to get to work and contribute. Your first and most important job is to get started on your watch station and submarine qualifications. When you’re not on watch under instruction, doing admin and record paperwork, studying and practicing for your qualifications, observing maintenance, attending continuing training, engineering and ship’s casualty drills, etc., you just don’t have that much free time at sea on in port. You do have a bit more free time in port since there are no, round the clock watches, only the duty watch. At sea, free time, when you have some, is when you sleep. You may be able to squeeze in a movie (flick) or a game of cards here and there. It can take 1–1/2 to 2 years complete your qualifications, including the coveted dolphins that tells the rest of the world you are qualified in subs. For an officer, being submarine warfare qualified is a major career step. If you don’t earn it, it is a career killer. This is also true for the enlisted crew members, if you want to stay in subs. The process is grueling and requires detailed knowledge of just about everything to do with the sub you are on. This is necessary as each person literally holds the lives of their shipmates in their hands. You have to know how to respond and what your responsibilities are to save your sub and each others lives in an emergency.Even after you have completed your on board qualifications, there is no rest from learning and qualification, plus greater responsibilities are placed on you. Some are in the form of collateral duties. Some are for readying yourself for career advancement. For a nuclear sub officer, that means qualifying as an Engineering Officer (Prospective Nuclear Engineering Officer school with exams, interviews at headquarters (NAVSEA-08) that all have to be passed to be qualified for your next career step). If you make a career of it, there is much more of this ahead of you, and much greater responsibility every step of the way, and it’s not for everyone.

The main goal of Skill India Program is to create opportunities, space and scope for the development of talents of the Indian youth.Make in India :This was more of a slogan than a campaign coined by the Prime Minister Narendra Modi to ensure self sufficiency in the field of mass production. The vision has been to attract global investors to invest in domestic market and thus create India a manufacturing hub for the entire world.Make in India would also ensure that there are sufficient job opportunities for the national youth who are struggling to get a decent job in order to compete with their international counterpartsStartup India, Standup India :To provide support to all start-up businesses in all aspects of doing business in India. This encourage the youth and also increase the employment in the country.Pradhan Mantri Jan Dhan Yojana :To achieve 100% financial inclusion through banks to reduce corruption which indirectly will help poor peoples. 22 crore bank accounts have been opened so far. The scheme was mostly targeted to the people belonging to the Below Poverty Line but is beneficial to everyone who does not have a bank account.Mudra Bank Yojana :Stands for micro unit development. Loans between 50000 to 10 lakh rupees provided. This will boost poor people to utilize their skill. Allocated Rs. 8000 crore for 3 years. According the estimates, about 1.50 Crore BPL families will be benefited under the scheme in the year 2016-17. The scheme will cover 3.5 Crore more BPL families in the next two years.Deen Dayal Upadhyaya Gram Jyoti Yojana :To achieve 100% electrification. Has an outlay of 76000 crore rupees. It will help in providing round the clock power to rural households and adequate power to agricultural consumers. All villages in India electrified: PM[4]Let’s come forward to make India a Digital IndiaDigital India consists of three core components, development of secure and stable digital infrastructuredelivering government services digitallyuniversal digital literacyThe Modi Government specifically targets nine 'Pillars of the Digital India' as follows:Broadband HighwayUniversal Access to Mobile connectivityPublic Internet Access ProgrammeE-Governance, reforming Government through TechnologyE-Kranti, electronic delivery of servicesInformation for AllElectronics ManufacturingIT for JobsEarly Harvest ProgrammesHe was brave enough to implement the Goods and Services Tax (GST)Helped in reducing tax evasion:All the distributors will prefer purchase with invoices, because that would give them better profit margins as the distributor will get credit of all the taxes paid at the previous stage. Currently, it is the distributor who has to bear the burden of the excise duty. So if the customer insists on taking the bill, we can presume that the tax evasion should fall. This will indeed be the biggest advantage of GST.Removal of location bias approach:GST would help to even out the tax structures across various states, omitting location bias. As taxes should not be a hindrance to the investment decision of an individual, introduction of GST would help an investor to put up business units in any state without the worry of tax difference. This would boost the business in undeveloped locations as well.Lesser incentive for tax evasion:Currently, taxes are being paid on the entire underlying value of a product or service, but with GST, companies will have to pay tax only on the value-addition. This would lead to reduction in the actual tax paid and also decrease the incentive for evasion.Unified market:With the implementation of GST, there will be cut down of individual taxes imposed by the central government as well by the states. This would lead to a unified market and would boost the movement of goods across states with drop in the business costs.Increase in State revenues:GST will expand the tax base and thereby lead to increase in the revenues available at the states’ and centre’s disposal. This would thereby help in increasing the resources of the poorer / consumer states like, Bihar, Uttar Pradesh and Madhya Pradesh will increase substantially.Improvement in tax governance:GST would improve tax governance in two ways. One it is related to self-policing incentive inherent to a valued-added tax that can work very powerfully in the GST. The second relates to the dual monitoring structure of GST, one by the States and the other by the Centre.GST will bring in transparent and corruption-free tax administration, removing the current shortcomings of the supply chain owing to the multi-layered policies. GST is not only investor or business friendly but also consumer friendly. GST is the need of the hour and any hindrance to its enactment is clearly unjustified and not in national interest. Critics argue about the feasibility of implementing GST. But one should always remember that there is no reform that is perfect. It is important that we start with the current bill and gradually improvise the same in due course.MESSAGE TO ALL-No person is perfect and never been perfect in this world of billions. So, why to be so stupid and expect Narendra Modi to be so. He too have some limitations. Infact, Stop being a moron and think for him while like you think for you friends, and families. Is he is alone enough to change our country alone. Okay, take some of his honest Ministers, MPs, CMs, MLAs, and party members too. But, ARE THEY ENOUGH?NO. A BIG NO.It’s time to be that responsible citizen of OUR COUNTRY who actually want to work for country just not for his betterment but also for making it perfect than any country.Changing ourselves take long time when we try to change ourselve one day. Now, He has decided and is commited to work for the best of our country internally and externally both and to change it completely. So, don’t he deserve some more time. Why are we being so poor here.Don’t be blind and don’t get stuck in the river of appeasement flowing directly from the source of people for whom India is a not more than a country on which only they can rule.Get out of it and try to see and observe that ray of hope through which you can see the India of our dreams.Come Forward and Support theRAY OF HOPE - SHREE NARENDRA DAMODARDAS MODIFoot Notes-List of international prime ministerial trips made by Narendra Modi - WikipediaForeign policy of the Narendra Modi government - WikipediaPak forces request BSF to stop retaliatory firing - Times of IndiaAll villages in India electrified: PM - Times of IndiaThank youPeriod.Footnotes[1] http:// international prime mini...[2] Foreign policy of the Narendra Modi government - Wikipedia[3] Pak forces request BSF to stop retaliatory firing - Times of India[4] All villages in India electrified: PM - Times of India

Has anyone's H1B RFE resulted in a decision for the year 2017 yet?
Yes, we have received approvals for level 1 wage FY 18 H-1B cases. Here is part of what was included on our RFE response:Specifically, the DOL Policy Guidance identifies five (5) steps involved in the process for Determining Wage Level (section 2. on page 7). The DOL Policy Guidance provides a worksheet to utilize to “arrive at the appropriate wage level.” The DOL Policy Guidance further states “[p]oints are awarded based on the comparison of an employer’s job offer requirements (emphasis added) to the general requirements for similar positions. The points are entered on a worksheet then added to arrive at the wage level.” There is no mention in the DOL Policy Guidance of an analysis of the complexity of the job duties in determining the wage level, ONLY the requirements. The RFE’s interpretation of the DOL Policy Guidance to undermine the validity of this H-1B petition is baseless and without merit. The expert opinion letter by Professor First Name LAST NAME clearly establishes that this position is in fact an entry-level position in the field of Information Technology, which, nonetheless, requires a minimum of a Bachelor’s degree in Computer Science or a closely related field to perform the proffered job duties (see Exhibit A).The wage level was ascertained by the employer utilizing the worksheet provided by the Policy Guidance. Please see same attached hereto as Exhibit B.This position falls into the category of Job Zone 4, which has a commensurate SVP of 7 to less than 8 described on the O*NET Online Help page, available at https://www.onetonline.org/help/.... The proffered position of Computer Systems Analyst is both complex and an entry level wage, as the wage level is not an analysis of the complexity of the work to be performed. (see Prevailing Wage Determination Policy Guidance (Revised November 2009) issued by the Department of Labor and confirmed by the Expert Opinion letter attached as Exhibit A).The wage level is limited to an analysis of the minimum job requirements of the employer as compared to the general requirements for similar positions. The determination of whether the submitted LCA properly corresponds to the proffered position is based on a comparison of the tasks of the proffered position with the tasks of SOC code 15-1121 as identified at https://www.onetonline.org/link/... , to determine if it most closely matches the tasks of the proffered position.Additionally, the employer is actually paying above the Level 1 wage as stated in the LCA. Further emphasizing the point that the employer’s determination of wage level is based solely on the DOL guidance. Although no regulation has been promulgated pursuant to Executive Order 13788 of April 18, 2017 (EO 13788), the payment of the higher wage by the U.S. employer as well as the petition beneficiary’s qualifications, are consistent with the policy espoused in EO 13788, that H-1B visas [be] awarded to the most-skilled or highest paid petition beneficiaries. It should be noted that the Vermont Service Center I-129 H-1B Local Adjudicator’s Guide (VSC LAG) of January 3, 2014 states that “Certification by the DOL of an LCA in an occupational classification by the DOL does not constitute a determination by that agency that the occupation is a specialty occupation. It would therefore be conversely inappropriate to utilize that same document as a determination that the proffered position IS NOT a specialty occupation. The VSC LAG states that the certification by the DOL of the LCA is only to be used for the following purpose - employer has agreed to the following:Offer the actual wage level for the occupational classification at the place ofemployment, or the prevailing age level for the occupational classificationin the area of employment, whichever is greater, determined at the time offiling the LCA.• Provide working conditions for such aliens that will not adversely affect the working conditions of U.S. workers similarly employed.• Attest on the day the application was signed and submitted to DOL that there was not a strike, lockout, or work stoppage in the course of a labor dispute in the occupational classification at the place of employment, and if such a strike, lockout, or work stoppage occurs after submitting the application, the employer will notify the Employment and Training Administration (ETA)" within three days of such occurrence and the application will not be used in support of a petition filed with USCIS for H-IB nonimmigrants to work in the same occupation at the place of empIoyment until the ET A determines the strike, lockout, or work stoppage has ceased.• Provide notice of filing to the bargaining representative (if any) or have a posted notice of filing in conspicuous locations at the place of employment. The LCA presented by the employer was not and is not a statement by the employer with respect to the specialty occupation nature of the position nor should it be treated as such based on the VSC LAG.In support of the above, please find the following additional evidence requested in the present RFE:Exhibit D: Petitioner’s Organizational chart, detailed HR structure, detailed descriptions of positions, and the allocation of time spent on each job duty by Computer Systems Analysts.Exhibit E: Petitioner’s Employee Benefits/Policies HandbookExhibit F: Evidence pertaining to the Petitioner’s business operations:-Website copy-Business plan-Contractual agreements with clients-Promotional/marketing materials-Tax filingsExhibit G: Additional evidence establishing availability of specialty occupation work for the Beneficiary for the validity period requested.Exhibit H: Beneficiary’s qualifications for the proffered position

How to make an electronic signature from a scan?
The only place I found information about this was in the State University's "Electronic Security (CEC) Course". It is not a prerequisite, so the only thing you need to do is read the entire class description and then just start working on getting the software, which is freely released, on your phone. If you are a student with an iPhone, just scroll to Chapter 3 and start doing stuff. There are a lot of cool apps for this.
Why is it a big deal to have an "electronic signature" on my files?

You can imagine your document as a digital signature, but it's made by signing an image with an image.

So, let's say that I have a document I scanned that says "The State of New York Department of Transportation" and I want people to know that it is an actual document that contains my name, my signature, and my image. How do I do this?
You can use an image signature on your scanned document.
If you don't have an image to use, you can use "Digital signature" to use the same image. You just need to sign off using your name, your signature, and the image on your document.
