If the PDF has security configured it will block your attempts to alter it. You should be able to fill it out if it is a PDF fillable form then print it, etc. If it’s not a PDF then it’s an image and cannot be edited. Could be they want you to print and fax it. Not very modern but it still happens a lot even today.
