It is a piece of paper written to protect the interests of the people. So, in order for it to protect its own "interests" the Constitution has to be constantly interpreted and modified over the centuries, sometimes by the government itself. But if the Constitution is "written" by the people then it has to be upheld by the people. So even though the people were supposed to support the government, the Constitution itself is supposed...
