we've begun this virtual training series next week Wednesday at 2 o'clock Deborah Garcia will be doing training on registration in Sam and renewals so that might be one you may be interested in coming back for this morning's training government certification for contracting is going to be taught by mr. max Franks max is the director of our sub Center in Bentonville this training is actually co-hosted by Startup junkie the conductor and the Fayetteville Chamber of Commerce Martha if you're on there I would invite you to unmute yourself we'd love for you to just address the group and tell them a little bit about what startup junkie does good afternoon thank you we're thrilled to be a partner in this I am an executive consultant with the startup junkie foundation so I'm sitting in our offices we're located our official offices are on the square in Fayetteville Arkansas and the conductor is our team that we also have down in Conway they're at a partnership with the University of Central Arkansas and the mission of both of our teams is simply to empower and support innovators and entrepreneurs be it startups or existing businesses throughout our region the region around Conway and then in Northwest Arkansas so we provide no-cost free one-on-one consultations with businesses at any stage people who are thinking about starting a business people who are in growth mode we've spent a lot of time the last two months working with businesses helping them navigate the sometimes confusing options of the government loans and the grant programs you can visit our site at startup the Fayetteville Chamber of Commerce okay um Melanie I'm gonna put you on the spot we also have our program manager from Arkansas P Tech and Melanie if you would just before I introduce max would you just tell everybody a little bit about what we do sure my name is Melanie Burman as Liz said I've met most of you guys I am the program director for the Arkansas v-tach and we are a government funded both by a University of Arkansas system office as well as the defense logistics agency we are federally and state funded grant program to help small businesses understand government contracts and so we understand it's overwhelming we're here to help you translate the government language and we have counselors that provide one-on-one assistance right now we're not conducting in-person trainings as you can see or one-on-one sessions but we anticipate that may change in the future it might look a little bit different for us in the coming months but we are open for business you can always reach one of us from 8:00 to 5:00 Monday through Friday sorry 8:00 to 4:30 they might answer you know you call it 4:35 depending but we will get back to you as soon as we can so just keep that in mind give us a call and we have many partnerships with several of the federal and state agencies and in Arkansas and we're happy to help great Thank You Melanie and before I turn it over to max just a little bit about our format this afternoon max is going to go ahead and present his presentation basically it's going to be interactive he's going to do a little bit of show-and-tell and then we will open the floor up wouldn't if he is finished for Q&A will be managing the Q&A through our chat box if you have a question during his presentation and you want to go ahead and get it in the cube if I can go ahead and do that we're gonna endeavour to get to all of our questions but by the time we wrap up at 3:30 if for some reason we don't we'll be sure to get back with you offline and I also want to on our website in a few days as well so with all that out of the way I'm going to turn it over to max brakes good afternoon everyone and welcome to this virtual training of government small business certifications once you to understand there we go then Arkansas P tax mission has been for the last 25 years to assist local businesses in federal state and local government contracting and issues so we're here daily to help you with anything we not only have ourselves we are networked with many other organizations the Arkansas Economic Development Commission for one does a lot of state contracting we are welcome to work with the SBA Small Business Administration as Martha mentioned earlier startup junkie and conductor here in Arkansas are such good advocates of small businesses we work with the Arkansas small business Technology Development Center on most of the colleges throughout Arkansas we are here as support for you and since we are mainly government-funded through the University of Arkansas Cooperative Extension Service and through the Department of Defense small business program we will help you with any issue that you have today we're going to be talking about how to certify as a small business and how to certify as the subcategories of small a small business we will talk about very shortly but major-league as far as the federal government is concerned you will be certified through your federal Sam registration and we'll look at that here in a second secondly the four subcategories that are certified a small business under congressional mandate are three of them are run by the Small Business Administration the first one being the eight a business development program the second one being the women-owned small business and the economic development women-owned small business the third meaning will be hub zone which is geographic located and the fourth one done by the US Veteran Affairs will be service-disabled veteran-owned they also have a sub registration called just veteran-owned but they do not have any set-aside provisions for veteran-owned only service disabled veteran-owned the website links that you see to the right are where the certification is going to be done at Sam of course is where you have to be registered to be a government contractor the certified sba.gov is over a year old and so two of the certifications have moved to there the HUBZone is still at the original SBA certification website called general login system and it will be moving someday to certified sba.gov but they have not transitioned yet the last one is for CVE Center for verification and evaluation taking care of service disabled veteran-owned certification what is the small business government has long to find small businesses with several parameters either through the number of employees or the gross revenue that the company has in the past the annual receipts were limited to a three-year average this will be changing later in the year to a five-year average it is the government's hope to help keep small businesses staying in their categories and longer I have an example here two three six to 200 which is for a general construction contractor their size standard is thirty nine point five million dollars so if there a number of gross revenue that they've had for this year does not exceed that then they are a small business under that next code but let's say just for an example that this was just a roofing project which is under a different makes code so it has a different size standard and it might be twenty million dollars so a company can be small under one next code but large under a different next code especially as a company begins to grow the other example to the right three three nine nine five zero is what we call a product in a is C code sign manufacturing 500 employees for a company to have more than 500 employees is a pretty good-sized company but there are some next codes that goes high is 1500 employees again the next code describes an ability your company has and you are classified whether you are a small or an other than small business by your next code size standard the federal government has goals that is another reason why they classify small businesses small business in general the congressional mandate has been 23% for several years we're talking about a federal of arena of over 500 billion dollars a year and in the state of Arkansas there are millions of dollars at stake for small businesses that are certified by the Department of Transportation or by the state of Arkansas that's something to keep in mind for the women-owned small business there's five percent of that gold five percent for what we will call a tea or small disadvantaged businesses three percent for HUBZone and three percent for a service-disabled veteran-owned and the federal government each year does a scorecard for every government agency and then adds them together to give the federal government a grade the last few years the federal government has been getting an a-minus the reason for the - is the HUBZone goal has not been met the last two or three years it's is a three percent goal and last year they made one point eight seven percent of their goal other than that they are meeting their goal very well now to further explain small business status in your Sam registration under the section called representations and certification there is a section and this particular company has five different NAICS codes which stands for North American dust real classic Asian system you'll see in the second box from the left the numeira the name of how to express that a numerical value in the fourth box over you'll see the size standard so when you register and Sam you add your own number of employees you add your own number of amount of gross revenue and the computer takes the next codes that you put in and qualifies you and in the far right under the fifth boxes state small business they are yes for everything that they are qualified for and then right below it there is a written statement that contracting officers look at that this offer represents that as we offer that it is a small business this is part of the area that government contract officers look at when you register and when you bid on a government opportunity now we're going to talk about women-owned small business and economically disadvantaged women-owned small businesses but I want to talk about the areas that are required to be certified in those areas there are some qualifying questions that we did a little survey on yes that they are applying for a small business program their US citizen the second one down says yes the 51% is unconditional and direct withdrawal and what they're stating here is that in some cases a direct owner owns a minimum of fifty one percent of the building that is the way it is for women-owned veteran-owned 8a and for HUBZone now this particular thing also states that it's unconditional and direct that means that the owner that owns that 51% can make the day-to-day decisions and direct the firm the second question is third is yes the firm is organized for profit a non profit business is not considered a small business under this Small Business Administration no matter how many employees or what their gross revenue is a non profit is never a small business the fourth bullet down says I affirm that neither this firm or so nurse I've ever been debarred or suspended by any federal in so basically you are stating that you have not gone through this process before and violated federal statues next one down says that the firm has a place of business in the United States and operates primarily within the United States or makes a significant contribution through the US economy this statement classifies that if a Canadian business opens up a office within the continental United States and contributes to the economy they could classify themselves as a small business in the United States the next point says the firm is considered small in accordance with the North American industrial classification or annex code system that was the example we just went through now whatever next codes that you apply for and your federal registration known as sam.gov systems for word management that when you added your number of employees and your gross revenue it was determined under those next codes you are a small business and the last one is yes the qualifying individual of this from are women who own at least 51% which could be more than one woman in the business but the importance here is to classify or register for certification as a woman owned small business that you have to be a female you have to own 51% you have to be for-profit you have to be located in the United States these are the major issues that women look at when they do now there are 8 basic steps for the women-owned certification program but they are also changing that is one of the things we will be discussing here in a few minutes the first one is you must be registered like all federal government entities in the system for award management database at sam.gov number two once you are declared a small business by Sam there is a link that links up in your Sam to the SBA dynamic small business search that is known as the SBA supplemental and Sam and you verify your primary next codes and you add a capabilities narrative then if I clicked on the link that we're going blow it though we're not going to this time it would take you to the 99 next codes that are connected to the women-owned small business program or other other certifications all makes codes can be active but under the women-owned small business program there are only certain makes codes that a government contracting officer can set aside for the woman owned small business program that is why you must verify your next codes before you try to apply for certification that your next codes fit under that one and the most important thing is you can have more than one next code but whatever primary next code that you choose and Sam is the one you will be certified under the next step is once you are ready to go you register and certified on sba.gov now this website that we're going to look at here this is certified on sba.gov and your next step is merely to log in or get registered at this lost time not to apply it but just get your information that you need so once you are certified you can load that information on this database and a little later on we'll show you why it's so important that you be have your information loaded to certified sba.gov whoops wen back you the next step is currently there are two ways to be certified today as a woman owned small business the first way is to self certify that option is changing later on this summer the option to self certify as a woman owned small business will be ending the second way is to consider which of the third party certifier companies review your company Docs the SBA couple years ago awarded to four different organizations the ability to certify women-owned small businesses by reviewing documents that you provide and then once you do and they verify them you will be issued a letter by that certifying group that you are a woman owned small business and you will take all of those documents plus the letter from the certifying group and upload them in certified on sba.gov and that is where number-5 comes in you gather your tax returns your corporate LLC or other required documents and give them to the third party certifier for their review number seven if you are approved you take the letter and you load the required documents into the database number eight though is very important these documents will be viewed if you win a set-aside award that was set aside for women-owned small business only then will the contracting officer verify you you will be verified as a woman-owned small business for that contract only and the next time another woman-owned small business set-aside comes out and you would win they would again look at your documents then and verify and certify you then and then only by what you have listed in certified sba.gov now in the SP a dynamic small business search which is where we're at now there are several areas that show whether what type of federal government certification that you have but you'll notice there is not one currently for women-owned small business up here at the top though you'll see that the legal structure of the company that I'm using for an example is the self certified small disadvantaged business woman owned small business woman owned it's very important that you understand that this is the self certification that is in Sam that carbon copies the only place that you are truly listed as a certified women-owned small business is in certified sba.gov that is the main reason why you need to be sure if you were certifying for 8a they government adds that information if you are certifying for HUBZone the government would add that information here but not for women-owned now as I said earlier there are changes coming in the summer of 2020 most likely late summer the woman owned small business and the economically disadvantaged women-owned small businesses self-certification will no longer be an option and anyone who is in certified sba.gov will have to certify either through the third-party system or a new SBA program system that will be coming online later this year but as you can imagine there will be a big backlog for the SBA to certify so so that you will not miss out on any government business I would recommend if you are self certified currently in the certified on sba.gov system you consider moving to the third-party certification and have them look at your documents now before the backlog happens below that you'll see between now and July 15 2020 you may download your information in the program registry but on July 15 firms can begin submitted for the initial processing on October 15 the SBA will issue two decisions on certification so October first is the beginning of a new federal year and you could miss out on all the good government contracting July August and September where the government spends almost 55 percent of its budget because you would not be eligible so you need to consider if you are certified already as a self certified updating your information now I want to talk a little bit about a different certification HUBZone HUBZone is historically underutilized business zone this particular piece of legislation was run through years ago to help states and local communities revitalize areas that were used to be industrial and now because of areas changing and moving to different countries and different parts of the United States so they would do the United States Census and they have drawn these zones based on two major criteria low gross income and high unemployment now in the past we had a united states census every ten years like we're having this year and then every two years the HUBZone people would go back and reevaluate but this is again another one of those programs that are changing the status of companies that are in hub zones are going to be changing the length of time they will be called HUBZone is changing and there even be a new ability for people who were registered as employees of a company when they were certified as a HUBZone that if they move out of the HUBZone area they can still be HUBZone employees for a period of time but either way the mainstay of HUBZone is to show yourself in the geographic area that's designated as HUBZone and the length that we have there under step 1 is a length that we use to put in your company's address and all of your employees address the reason why your employees is step 2 to review the location of employees to see if you qualify with 35% required in other words of all your employees 35% of them must live in a HUBZone it does not have to be the same one that your company main office is in another thing to remember is the definition of the HUBZone employees is 40 hours a month while we think of 40 hours in a week to be considered a full-time employee at a HUBZone business you have to qualify for a minimum of 40 hours in a month and then your status must be reviewed for your home location most hubzones ask their employees to come in and they photocopy their driver's license to verify their address and then they run it through the map that we have here once you see if you qualify for a HUBZone the next step is to go to the next website that you register a HUBZone in there it is this is called the general login system it is the original SBA certification page you will notice right up here at the top it says the WS OB and e DW SB applications have moved to certify SBA as long with the 8a application but for HUBZone you must come here and go over and create a GLS login account and find the HUBZone application because there are several applications in this site and then you must do the HUBZone registration and then there are backup documents that you must send in through a different website something we will discuss here shortly the next step in our certification of HUBZone is once you do the online is to setting back and getting up all the backup required documents I have listed a link for the sole proprietor there as an example there are other lengths for LLC I NC and partnership and they all basically again just as we talked about the women-owned small business being 51% this must be an American owned business and there must be all owners must be certified as part of the 35% the next step is the process takes between 8 to 16 weeks this is one of the fastest of all of the certification programs once you give them all your information and they review your Docs to make sure that you have you will be assigned to a counselor and then after approximately a period of time if they don't have any further questions then you will be certified out of San Francisco California where all the HUBZone applications west of the Mississippi goes and we will be certified that but your letter certification will come out of the Washington DC Small Business Administration office your local PTAC can answer specific details from any question you might have on the HUBZone program how to use the map or other issues the main thing you do is you remember that from earlier slides that the HUBZone has a certain amount of set asides between 3 and 5 percent 3 percent to be exact and that the government has not made their hub sign some goal in the last three years so if you do qualify your business would be highly rated if the government can set aside for what your business service or product is because they need to meet their goals viii a business development program is probably the oldest and the most wish for government con certification out there the nine year program is based on the owners social and economic disadvantaged status if you can show how your social status is causing your company an economic disadvantage then you can apply for this program when the original language was written in the SBA yearly law african-americans Hispanic Americans Native American Hawaiian people and Asian Islanders were considered disadvantaged but today any group of people if they can show a social disadvantage may apply for example service-disabled veteran-owned there was a gentleman who lost both of his legs in Desert Storm showed how that his social status by being a disabled veteran drove people away from his business and he was able to and apply and win I also know of a couple past clients that were females they were in construction and they showed that the bank's did not give them enough economic status because they did not think a women-owned run business in the construction field to do a great job and they use that economic disadvantage to apply for the 8a program the next bullet point down besides the website says that - once you register that it takes between seven to nine months to be certified and during the fourth quarter of the year very few certification work gets done so you might take that into consideration you have to be in business a minimum two years to be certified must be able to show your social disadvantage through a narrative format must be registered in the system for award management database and have an updated SBA dynamic small business search as part of the certification program while all of these certifications are about the business this one specifically is about the owner of the business and once you graduate the nine year program which is the length that you can be 8a you can never recertify again for the 8a program so it's very important that this valuable program be taken serious and you be ready to do government business as soon as you're certified your PTAC counselor can help you discuss your different certifications and we can show you ways to make this a better program for you service-disabled veteran-owned business and veteran owned business is verified by a different government agency you are verified by the United States Department of Veteran Affairs this is a federal certification they also certify or verify which is the word they use for veteran owned small business the importance of this one is this verification is held mainly by the VA so if you're selling products or service to the Veterans Hospital or any of their cemeteries this is required to bid on their opportunities but if you're bidding with other government agencies the Corps of Engineers the Forest Service while the certification is very important it is self-certified in Sam for the other organizations again because there are different kind of documents that are required I have a link here for you to see the different type of certification documents that you will be asked for so that you can put them together again like with all of them you are certified in Sam and you must have the two other documents for the rest of the federal government besides the VA your dd-214 are your discharge papers showing that you were in the military the second one is a VA rating letter agreeing that because of some issue you had in active duty you are having a medical issue today now if they agree there was an incident but you still have a zero rating that is accepted by the federal government zero through one hundred percent so I want you to understand that this particular certification is mainly again about the ownership 51% American business because they certify the owner then they certify that your business is viable to do business with the federal government so the steps here are check your status register as CBE which is a very daunting certification process and your local PTAC counselors can help you with most of these issues that we have here now besides certification here at Arkansas procurement Technical Assistance Center as I said earlier we partner with many other organizations one of them we partner with is a group called garbology garbology is a group that does online webinars year-round and normally in our monthly newsletter we will have a link or a discussion about what seminars are available at gavazzi for our clients and all clients of Arkansas PTAC may take these different classes on your computer free of charge we will give you a special code that you put in that will allow you to take them but this is not the only place you can be certified there are other types of certifications one of them is as I said earlier with the Department of Transportation state of Arkansas others like women-owned a disadvantaged business enterprise or with a specific group in Arkansas called the Arkansas Economic Development Commission and we have some of those people here in our audience today they certify you on the state level you help issue in a position where you can go after state contracts and sometimes that certification is held by other states so why you might be a certified DBE in Arkansas that does not hurt you going to Oklahoma and working on certain projects just like it does not keep Oklahoma dbe's from coming into Arkansas so it's very important that if you look into state certification or state contracts that you look at the potential and the many many services at the Arkansas economic develop commission can provide you to help grow your business in Arkansas Arkansas PTAC has many trainings our next one that we have coming up is navigating systems for award management on May 20th from 2 to 3 o'clock Deborah Garcia will run you through a live registration and use powerpoints and live versions so that you can see not only the required registration to be a government contractor to also be certified as any of the five areas that we've just discussed the other important thing is that registration is annual you must come back once a year and update your Sam registration to stay an active mender because an inactive vendor cannot be paid and cannot be awarded a government contract the last website that I'd like to run to real quick you is the CVE one that I mentioned earlier this is for the service disabled veteran-owned here you can look at companies are already certified you can talk about the verification process you can log in if you already have begun it and you can also register this is probably the most daunting of all of the registrations that any small business can register for to get into the system because they have specific login requirements for example the DES login is for people that already have a registration due to a disability with the VA and over here is the sign in ID me where you will sign in with ID and password and then you have to be linked to your government registration it doesn't happen automatically like this side does so it's very important that you understand that if you're going to register or certify or verify or service disabled veteran-owned there's a very specific way that you have to log in to this registration and we want you to understand that from the start and that's your local PTAC counselor can help you with that particular area Arkansas PTAC has a wonderful website which I'm taking you to it right now and I want you to understand that not only are we here for you every day but that this is where we can show you areas to help you when you come to our homepage on the left hand side at the very bottom is the training link when you click on the training link you can see the different certifications that are here you can see some of the past ones you can see the length for garbology which i mentioned a few others and we have a few other recorded meetings with other peat acts to give you extra information to help run your business in the government realm and I want you to understand that these resources are all available to you as a client of Arkansas PTAC 24/7 over here we have our contact information for my office up in Bentonville and for our main Little Rock office ri ht here and we can help you with any area of government contracting that we have out there the next thing I'd like to share with you is the counselors I am in the northwest which is my name max Franks Deborah Garcia is for our Northeast Jim Hicks Betty Lou Mahoney and Liz Russell are three excellent counselors that hand you here Betty Liu is a retired federal contracting officer Tim and Liz both come out of state contracting so they have a multiple year and ability to help you with just about every area plus we network together and use our many years of experience to help you in any area of government contracting and earlier you met our program manager Melanie Berman who makes sure that we take care of all this paperwork that we have to do has government contractors here now I have breezed through this very quickly PowerPoint to show you what is available out there in small business I mentioned that there's approximately 500 billion dollars spent by our federal government every year and buying products and services we talked about the 23% of that for small business you might be a woman-owned small business but when you're certified as a small business you are just a women-owned so if you're one a government contract the government would get two check marks on their yearly government plan one you were a small business and other you were women oh that is not a set-aside a set-aside is when that particular project is set aside for just a spur ticular type of small business it could be women-owned it could be HUBZone it could be 8a it could be service-disabled veteran-owned then if you win that contract because you are certified in that area then they would get a small business checkmark on their small business plan plus whatever area you are certified in so it's very important that if you see a bid out there tomorrow morning and you are registered in Sam you are a small business but if that small business bid is set aside for women-owned small business those are only certified some women-owned businesses that are allowed to bid on that project or HUBZone or 8a or service-disabled veteran-owned now you also could partner with another business who is qualified and be their subcontractor but that is the way the contracting rural state at this time now I'm going to turn it back over to Liz see if we have some questions to start off with is the 8a certification 8a requires you to be in business a minimum of two years women-owned small business there is no time but the issue with them is how can you be certified without enough tax documents so they're asking people for three years worth of tax documents so you would have to have special information showing you've been in business for a while there the HUBZone it does not matter how long you've been in business because even though their regulations are changing you are either in a HUBZone or you are not in a HUBZone as of May 2020 service-disabled veteran-owned they verify your business after verifying the owner meets the criteria of service-disabled veteran-owned and they're more interested that your business is viable not how long you've been in this good answer stood out here Cedric fonville wants to book an appointment to discuss pay and Cedric we will definitely have somebody contact you after this presentation circling back one more question related to the woman owned small business how much do the third-party certifications cost while each one of them has a different fee and I'm not allowed to mention completely but I recently talked to a business that was certified by the United States women-owned Chamber of Commerce and their particular one that they did was about a hundred and seventy-five dollars that could change depending upon how much work they have to do for you but there are four certifiers that you can click on so that you can do it and I think that's very important that you understand that okay next question is Alison LeWitt hey Alison the question is I am locating contracts on sam.gov that I would like to submit a bid do you offer training on how to submit the written information that is being
